When Microsoft Edge says “Couldn’t download,” the exact label points to the likely cause: Virus detected or Blocked calls for a security check; Network error points to connectivity or timeout; Insufficient permissions means Edge cannot write to the destination folder; and Disk full means the drive needs space. Failed – Forbidden usually indicates that the server denied access. Check the matching cause first rather than turning off protection or resetting Edge.
Start with the exact download error
Open Edge’s Downloads panel and note the complete message. Microsoft maps the common labels to different causes, so a fix for one may not help another.

| Edge message | Likely cause | First check |
|---|---|---|
| Blocked | Security settings, SmartScreen, or Group Policy | Check Windows Security and whether the device or file type is restricted. |
| Virus detected | Microsoft Defender or another antivirus detected a threat | Review Protection history and the antivirus quarantine or activity log. |
| Network error | Connectivity trouble or a timeout | Try another URL or network, then check proxy and organization restrictions. |
| Insufficient permissions | The account cannot write to the download folder | Check whether the destination exists and accepts a test file. |
| Disk full | Not enough free space on the destination drive | Check available space on the drive Edge is saving to. |
| Failed – Forbidden | The server refused access, often because of authentication or access rules | Check the site account, permissions, or access with the site owner. |
Microsoft recommends working through relevant checks in order and retrying the download after each. If only one site or file fails, keep that detail in mind: it can help distinguish a site-specific restriction from a broader browser or network problem. Microsoft’s Edge download troubleshooting guide explains these error categories.
Fix “Insufficient permissions” or “Disk full”
Edge’s download location determines which folder and drive need to be writable and have free space.

- High-speed USB 3.0 performance of up to 150MB/s(1) [(1) Write to drive up to 15x faster than standard USB 2.0 drives (4MB/s); varies by drive capacity. Up to 150MB/s read speed. USB 3.0 port required. Based on internal testing; performance may be lower depending on host device, usage conditions, and other factors; 1MB=1,000,000 bytes]
- Transfer a full-length movie in less than 30 seconds(2) [(2) Based on 1.2GB MPEG-4 video transfer with USB 3.0 host device. Results may vary based on host device, file attributes and other factors]
- Transfer to drive up to 15 times faster than standard USB 2.0 drives(1)
- Sleek, durable metal casing
- Easy-to-use password protection for your private files(3) [(3)Password protection uses 128-bit AES encryption and is supported by Windows 7, Windows 8, Windows 10, and Mac OS X v10.9 plus; Software download required for Mac, visit the SanDisk SecureAccess support page]
- In Edge, enter
edge://settings/downloadsin the address bar and inspect the listed Location. - In File Explorer, confirm that folder exists and try creating a small test file in it. If that fails, check the folder’s access permissions or select a destination you can write to.
- Check free space on the drive containing the destination. If the location is on a network drive, make sure the share is reachable and your account has write access.
- If the destination appears to be the problem, change it to a usable folder such as your default Downloads folder, then retry.
Handle “Virus detected” or “Blocked” safely
Do not assume a security warning is a false positive. First identify what triggered it and verify that the file is the one you intended to download.
- In Windows, open Windows Security > Virus & threat protection > Protection history and look for an event matching the file and download time.
- Check the quarantine or activity log in any other antivirus app installed on the device.
- Verify the file’s source, publisher, and expected file type before deciding what to do. Scan it before opening.
- If SmartScreen warns about a file you have independently verified and you decide to keep it, Edge’s download menu may offer More actions > Keep > Show more > Keep anyway. Use this only as a deliberate exception, not as a routine way to get past a warning; a work or school policy may prevent the override.
SmartScreen checks downloads against known unsafe sites and programs, and can also warn when a file has little download reputation. Microsoft explains how SmartScreen helps protect Edge users. Windows may also record where a downloaded file came from and warn or block it; see Microsoft’s explanation of Attachment Manager. Microsoft cautions that “Turning off SmartScreen reduces your protection against malicious downloads. Turn it back on after you finish testing.” Disabling antivirus protection is not a safe general fix.

Troubleshoot “Network error”
A network error does not automatically mean the router is at fault. Check whether the failure follows a particular site, connection, proxy, or device.
- Try another download URL. If only one site fails, the site or its access rules may be involved.
- If practical, try the same download on a different network, such as a mobile hotspot. If it works there, investigate the original network or its restrictions.
- Check proxy settings and whether a work or school network blocks the download domain.
- If a large file stops partway through, try a more stable connection, such as wired Ethernet. A resume-capable download manager may help with that specific interruption pattern, but it will not fix a malware warning, server denial, or folder-permission problem.
- If the same download fails in another browser too, Microsoft says the cause is likely network-related rather than specific to Edge.
When only certain files fail or the device is managed
If one file extension fails while other downloads from the same site work, a file-type restriction may be involved. Edge, Windows, or Group Policy can block particular types. Record the extension and check whether another file type from that site downloads successfully.

On a managed work or school device, enter edge://policy in Edge to inspect applied browser policies. If a policy or organization restriction is responsible, ask the administrator about it rather than trying to bypass the block; the restriction may be intentional.
Try browser settings only after checking the cause
If the error still persists after the relevant checks above, Microsoft lists clearing cached images and files, reviewing the download location and download prompt setting, and restoring Edge settings as later troubleshooting steps. These are not substitutes for resolving an antivirus detection, a server’s access denial, an unwritable folder, or an organization policy.
