Firewall vs. DNS Filtering: Which Threats Does Each One Block?

Firewalls control network traffic; DNS filters control domain lookups. This guide explains the threats each can block, what they miss, bypass risks, DNS tunneling, and how to deploy both controls together.

A firewall controls network traffic; DNS filtering controls domain-name lookups. DNS filtering can refuse a request for a known malicious or unwanted domain before the device connects. A firewall can restrict inbound and outbound connections by address, port, protocol, application or, on products with deeper inspection, domain, URL and content. Neither control covers every threat, and DNS filtering is not a replacement for a firewall. Used together, they provide separate enforcement points: one governs which names can resolve, while the other governs which traffic is allowed to flow.

What a firewall does

NIST defines a firewall as “A gateway that limits access between networks in accordance with local security policy.” That definition covers both appliances protecting a whole network and software firewalls on individual computers. A network firewall sits at a boundary or between segments; a host firewall controls traffic to and from one device.

As an Amazon Associate I earn from qualifying purchases.

The exact decision fields depend on the firewall type and its configuration. A basic packet filter can compare source and destination addresses, protocols and ports with an allow or deny rule. Stateful inspection tracks connections so that return traffic for an approved session can be handled differently from an unsolicited inbound packet. Application-proxy gateways act as intermediaries, and advanced products may add application identification, domain or URL rules, intrusion detection and prevention (IDPS), or inspection of encrypted traffic after TLS decryption is configured.

A firewall therefore answers questions such as:

  • May this device reach that IP address?
  • Is TCP port 443 or UDP port 53 permitted?
  • May a server accept an inbound connection from this network segment?
  • Does this application, protocol or URL match a policy?

Rules can be enforced at a home router, an enterprise gateway, a cloud virtual network, or an endpoint. A home router’s built-in firewall is useful for ordinary network traffic rules, but its presence alone does not establish that it offers enterprise-grade DNS filtering, URL inspection or tested malware protection.

What DNS filtering does

DNS (the Domain Name System) translates a name such as example.com into information needed to connect, commonly an IP address. In a normal connection sequence, the device first asks a recursive resolver for that information. A DNS filter evaluates the query against policy and threat intelligence. It can return a blocking response, redirect the request to a notification page, or allow the normal answer.

This is an early enforcement point. NIST’s secure DNS guidance explains that communication cannot begin until name resolution completes. A resolver that identifies a domain as malware distribution, phishing, command-and-control or another prohibited category can stop the lookup before the browser or application contacts the destination.

Cloud-based DNS filtering services can inspect queries from individual devices or an entire network and apply malware, phishing and content-category rules. Microsoft guidance for Azure environments describes DNS security policy and the need to route queries consistently through the controlled path. Policy scope may be a device group, network, virtual network (VNet) or resolver, depending on the service.

DNS filtering makes a decision about the requested name. It does not, by itself, read the complete web page, the path after the hostname, a downloaded file or all subsequent packets in an allowed session.

Threats DNS filtering is well suited to block

Known malicious domains

Protective DNS can block domains associated with malware delivery, ransomware, phishing, spyware, viruses and command-and-control infrastructure when the resolver’s intelligence or your own policy includes those names. The block occurs before the connection is established, which is useful when many devices share the same resolver.

Phishing sites covered by the policy

If a phishing hostname is identified and the device uses the protected resolver, DNS filtering can prevent the initial visit. It does not guarantee that every phishing attempt is stopped: a newly registered or compromised domain may not yet be classified, and a malicious page can be hosted under a broadly trusted domain whose name is allowed.

Unwanted categories and destinations

Administrators can deny selected categories, individual domains or all resolvers except an approved one. This supports acceptable-use policies and prevents a device from quietly switching to an external resolver to evade local rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Early-stage command-and-control lookups

Malware often resolves a control domain before contacting its server. Blocking that lookup can interrupt the sequence when the domain is known and the malware relies on DNS. It is a preventive control for covered names, not proof that the endpoint is clean.

Threats a firewall is well suited to block

Unauthorized inbound and outbound connections

Firewalls can deny unsolicited inbound traffic and restrict outbound traffic according to addresses, ports, protocols, identities or applications. Segmentation rules can prevent a workstation network from reaching a sensitive server network except for explicitly approved services.

Known malicious IP addresses or hostnames

Some firewalls consume threat-intelligence feeds or support fully qualified domain name (FQDN) rules. Azure Firewall documentation, for example, describes threat-intelligence alert or deny actions and FQDN filtering. The available fields and update behavior vary by product and edition.

Protocol and application abuse

A policy can disable unneeded protocols, close exposed management ports and limit which applications may communicate. Stateful inspection adds context about whether a packet belongs to an established connection rather than evaluating every packet in isolation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Network attacks detected by advanced inspection

Products with IDPS can match traffic against attack signatures. Azure Firewall Premium documents signature-based IDPS and TLS inspection. Cloudflare’s Network Firewall documentation describes packet rules and IDS signatures for examples including ransomware activity, data exfiltration and network scanning. These capabilities require the relevant product tier, correct policy and suitable traffic visibility; a basic firewall rule set does not automatically provide them.

URL-level access, where supported

URL filtering is more specific than FQDN filtering because it can distinguish paths on the same hostname. Azure Firewall Premium documents full-URL filtering when TLS inspection is enabled, while the Standard SKU is documented as limited to FQDN-level filtering. Without decryption or another inspection method, an encrypted HTTPS session generally exposes less than the full URL to the firewall.

What DNS filtering can miss

  • Direct IP connections: An application that connects to a numeric IP address may not issue the blocked domain query.
  • Resolver bypass: A device using a different resolver, encrypted DNS endpoint or hard-coded resolver can avoid a policy that is not enforced at the network boundary.
  • Malicious paths on allowed domains: DNS sees the hostname, not the complete URL path. A harmful page or file under an otherwise trusted domain can therefore resolve normally.
  • Content and files: DNS filtering does not inspect the page body, email attachment or downloaded executable.
  • Post-resolution traffic: Once a name is allowed, DNS filtering is not monitoring every packet in the resulting session.

These are consequences of filtering the query rather than the traffic. They are not defects that can be fixed by adding more DNS categories; they require another control or a product that combines DNS policy with traffic inspection.

What a basic firewall can miss

  • Phishing content inside an allowed connection: An address and port can be permitted while the page itself is deceptive.
  • Malware in encrypted sessions: Without TLS inspection, the firewall may not see the contents needed to identify a malicious download or URL path.
  • New or unlisted infrastructure: An IP or domain absent from threat intelligence will not match a reputation rule.
  • Endpoint compromise: A firewall can restrict communication, but it does not replace endpoint detection, patching, application control or user training.
  • Misconfigured policy: An overly broad allow rule, an exposed management interface or an unprotected network segment can defeat an otherwise capable appliance.

Advanced inspection can close some of these gaps, but it brings certificate deployment, privacy, performance and compatibility considerations. Treat each feature as conditional on the product, license, traffic path and configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DNS tunneling: where the two controls intersect

DNS is normally allowed because devices need it, and attackers can abuse that trust by encoding data in DNS queries and using the responses as a covert channel. Unusually long labels, high query volumes, rapidly changing subdomains or requests to a rare domain can indicate tunneling.

Microsoft recommends routing DNS through the Azure Firewall DNS proxy, applying DNS threat policy and monitoring query patterns such as unusually long subdomain labels or high query rates. A firewall can enforce that DNS leaves only through the approved proxy and can block destinations or protocols associated with the activity. DNS filtering can deny known tunneling domains. Logging and anomaly monitoring improve visibility, but monitoring is not the same as guaranteed prevention; a determined attacker may vary its patterns or use another channel.

A practical control set is:

  1. Force clients to use the organization’s resolver or firewall DNS proxy.
  2. Block direct outbound DNS to arbitrary internet resolvers.
  3. Log queries with device, network and timestamp context.
  4. Alert on long labels, unusual volume, high entropy or rare domains.
  5. Investigate the originating endpoint and isolate it when evidence supports compromise.

Firewall vs. DNS filtering at a glance

Comparison point DNS filtering Firewall
Primary enforcement point Resolver handling a domain-name query Network boundary, segment, cloud VNet or endpoint
Basic data examined Requested domain and query context Addresses, ports, protocols and connection state
Possible advanced data Category, reputation, identity or device policy Application, FQDN, full URL, signatures and decrypted content where supported
Best early use Stop covered malicious or unwanted names before connection Allow or deny network flows and segment systems
Phishing coverage Known phishing domains using the protected resolver Malicious addresses or URLs only where corresponding filtering and visibility exist
Malware-download coverage Blocks a known delivery domain; does not inspect the file Can inspect or block traffic only with suitable application, TLS or IDPS features
Raw-IP evasion Usually not matched by a domain rule Can still enforce an IP, port or application rule
DNS-bypass risk High if clients can use another resolver Can reduce the risk by forcing DNS through an approved path
Operational focus Resolver policy, category lists, reputation and query logs Rule design, segmentation, inspection, threat feeds and flow logs

Can DNS filtering replace a firewall?

No. DNS filtering does not provide general control over inbound and outbound traffic, ports, protocols, segmentation or non-DNS connections. It can be bypassed with a raw IP address or an alternate resolver, and it cannot see the contents of an allowed encrypted session.

The reverse is also not generally true. A basic firewall may allow HTTPS to a legitimate-looking hostname without knowing that the page is a phishing site. It may have no URL or content visibility and may not recognize a newly created malicious domain. A firewall with FQDN filtering, TLS inspection and IDPS can cover more cases, but those are product- and configuration-dependent features, not properties of every firewall.

Use DNS filtering as an early, centralized policy layer and a firewall as the traffic-control layer. Add endpoint security, secure email controls, patching, identity protections and user education for threats neither network control can reliably address alone.

How to choose and deploy the right control

1. Map the enforcement scope

Decide whether policy must cover one laptop, a home network, office segments, a cloud VNet or remote users. A resolver policy that covers only a VNet will not automatically protect a roaming device. A host firewall protects one machine and may not segment other systems.

2. Identify the data you need to inspect

If the objective is to stop known bad names, a managed DNS policy may be sufficient for that layer. If you need port restrictions, segmentation or control of non-web protocols, you need firewall enforcement. If you must distinguish URL paths or inspect encrypted content, verify that the selected firewall supports TLS inspection and understand the certificate and privacy implications.

3. Make the traffic path enforceable

Ensure every relevant device uses the approved resolver and that direct DNS or alternate encrypted-DNS paths are controlled where policy permits. For FQDN-based firewall rules, confirm that DNS resolution follows the documented path; inconsistent routing can make a name rule ineffective or unpredictable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Check intelligence and category coverage

Ask how domains are classified, how quickly changes propagate, which categories are available, and how administrators can submit a false-positive correction. Threat feeds differ, and no feed knows every newly weaponized domain.

5. Plan logs and investigations

DNS logs should identify the requesting device and the response or block decision. Firewall logs should show the rule, source, destination, protocol and action. Retention, privacy, time synchronization and access controls determine whether those records are useful during an incident.

6. Test failure and recovery paths

Verify the expected block page or denial response for a test policy, confirm that approved services still resolve, and document how to roll back a rule that causes a false positive. Test what happens when the resolver is unavailable and when a firewall inspection feature cannot decrypt a session.

Examples by environment

Home network

Use the router’s firewall to reject unsolicited inbound connections and disable services you do not need. A DNS filtering service can add domain and category policy for household devices, but confirm that the router and each device cannot silently bypass the chosen resolver. Do not infer enterprise-level inspection from a consumer router’s feature list.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Small office

Place a firewall at the internet edge, separate guest and business networks, and route office DNS through a managed resolver. Restrict administrative interfaces, log both DNS decisions and firewall denies, and provide an exception process for legitimate domains incorrectly categorized.

Cloud VNet

Use the cloud firewall and network security controls for segment and flow policy, and apply DNS security policy at the resolver or VNet scope. Microsoft’s Azure guidance emphasizes consistent DNS routing and the use of a DNS proxy when enforcing DNS threat policy. Validate that workloads cannot reach external resolvers directly.

Enterprise with sensitive data

Combine protective DNS, segmented firewalls, endpoint controls and monitored egress. Consider IDPS and TLS inspection only after assessing certificate management, legal requirements, privacy, latency and application compatibility. Tune rules from observed logs rather than creating broad permanent exceptions.

Common failure modes and fixes

Users still reach blocked domains

Check whether the device is using the intended resolver, whether an application has hard-coded DNS, and whether encrypted DNS bypasses the network policy. Enforce the approved path at the firewall and verify the resolver logs for the device.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A firewall FQDN rule behaves inconsistently

Confirm that the firewall receives DNS answers through its documented resolver or proxy and that the rule’s name resolution and caching behavior are understood. An FQDN rule cannot reliably govern traffic when clients resolve names through an uncontrolled path.

Legitimate sites stop working

Review the exact domain, category and policy that caused the decision. Create the narrowest documented exception, monitor it, and avoid allowing an entire broad category when one hostname is sufficient.

HTTPS threats are not detected

Determine whether the firewall can inspect TLS and whether inspection is enabled for that traffic. If decryption is not appropriate, rely on DNS and endpoint controls while recognizing that the firewall cannot see the encrypted content.

DNS logs show suspicious volume

Look for long or high-entropy labels, repeated failures, rare parent domains and a single endpoint generating disproportionate queries. Preserve logs, isolate the device according to incident procedures and investigate for malware or unauthorized software; do not assume that volume alone proves tunneling.

How to interpret vendor feature claims

“Firewall” is a broad category. Compare the actual enforcement point, supported protocols, FQDN versus full-URL capability, TLS-inspection requirements, IDPS signatures, threat-intelligence source, logging detail and deployment limits. Azure Firewall’s documented difference between Standard FQDN filtering and Premium full-URL filtering with TLS inspection illustrates why the SKU and configuration must accompany any capability statement.

Likewise, “DNS security” can mean simple allow/deny lists, reputation feeds, category policy, DNS proxying, analytics or all of these. Ask whether the service controls every device, how bypass is prevented, what happens during resolver failure and how quickly policy changes take effect.

The practical answer

Choose DNS filtering when the immediate goal is to stop known bad or unwanted domain lookups early and to apply a consistent naming policy. Choose firewall controls when you need to govern traffic flows, ports, protocols, applications, segmentation or selected destinations. Add advanced firewall inspection only when its product, edition and configuration provide the visibility you need.

For most environments, the defensible design is layered: force DNS through a controlled resolver, block covered malicious names there, enforce network traffic rules at firewalls, monitor both log streams, and use endpoint and email protections for content that neither control can see. CISA, quoted in NIST SP 800-81r3 (March 2026), states that “DNS infrastructure is a common threat vector for attack campaigns.” Treat DNS as a security control and an attack surface, not as a substitute for the rest of the network defense model.
