Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteA firewall rule that keeps reverting is being changed or reconciled repeatedly, but the symptom alone does not reveal who is doing it. The indexed DEV Community post titled “A firewall rule with two owners changed itself back every three hours” does not provide its incident details, so its platform, the two owners, the cause, and the fix are not established. For a real system, start with the write history and timestamps; do not assume Terraform changed the rule.
What is known about the reported incident?
DEV Community’s IaC tag index lists a short post by Sergey Shinder dated Sep 16, tagged Terraform, IaC, and DevOps. The accessible listing gives the title but not the post text. It does not identify the firewall platform, the two owners, the actor behind the recurring change, or the resolution. DEV Community’s IaC tag index

That makes the recurring revert a useful troubleshooting symptom, not proof of a particular Terraform failure. A rule may be written by a person, a Terraform workflow, or another system that continually reconciles policy; only the system’s records can establish which occurred.
How can you identify what changed the rule?
Build a timeline before changing configuration or state. Record the rule’s actual values and the time each value appears, then match those events to the systems authorized to write it.

- Advanced Threat Protection: Integrated with Fortinet’s AI-powered FortiGuard Labs, the FortiGate 40F offers comprehensive cybersecurity, identifying and mitigating both known and unknown threats to maintain robust security across your network.
- Simplified Management and Deployment: Features a user-friendly management console that provides comprehensive network automation and visibility, coupled with Zero Touch Integration with Fortinet’s Security Fabric for easy deployment.
- Firewall or cloud audit history: Find the write event for each recurrence, including its timestamp and recorded actor or service identity. This is the most direct evidence of who issued a change when the platform records it.
- Terraform plan and state: Inspect the relevant workspace and backend, then review a plan to see how the configured value, Terraform’s prior state, and the remote object differ. A plan previews proposed actions; it does not apply them.
- Automation schedules: Check pipeline runs and scheduled jobs around each timestamp, including workflows that may use a different workspace or state.
- Other policy managers: Identify any firewall, cloud, or security controller that can manage the same rule and compare its activity with the audit timeline.
These evidence sources answer different questions: a plan shows what Terraform proposes, an audit record may identify the writer and time, and schedules or policy-manager logs can connect a repeated event to automation. A repeating interval is a clue to investigate, not proof that a scheduled Terraform apply caused the change.
What Terraform state locking does—and does not—protect
HashiCorp says, “If supported by your backend, Terraform will lock your state for all operations that could write state.” Locking is automatic for write-capable operations when the backend supports it, and Terraform stops if it cannot acquire the lock. HashiCorp: State locking

A state lock coordinates operations using that locked state. It does not, by itself, establish that separate states or unrelated management systems share a single ownership boundary. Confirm which backend and state each workflow uses before concluding that concurrent Terraform operations were serialized or that Terraform was the writer.

What a Terraform plan can tell you
A normal terraform plan reads remote objects, compares them with configuration and prior state, and proposes actions to make the remote objects match the configuration. The plan is a preview, not a change to the firewall rule. HashiCorp: terraform plan
Use the plan to determine whether Terraform currently sees a difference and what action it proposes. Then correlate that result with audit events and the relevant pipeline run. A plan alone does not establish who made an earlier write, and it cannot prove that a proposed action was applied.

When refresh-only planning is appropriate
If someone intentionally changed the remote rule outside Terraform and that value is meant to remain, HashiCorp documents refresh-only planning as a way to update Terraform state and root outputs to reflect intentional out-of-band changes. HashiCorp: terraform plan
First agree on the desired rule and clarify which system owns it. Refreshing state does not settle a disagreement between owners; if configuration still specifies a different value, a later normal plan may propose bringing the remote object back to that configured value. Use refresh-only as a state-reconciliation step, not as a universal fix for recurring changes.
