RAG supplies changeable evidence at answer time; fine-tuning teaches the model how to behave. Use both only when evaluation shows that retrieval is finding useful evidence the model still struggles to use.
What do fine-tuning and RAG each do?
RAG supplies external evidence at answer time
A RAG system searches an external corpus, then places retrieved passages in the model’s context so it can answer using those materials. Updating the corpus can make new information available without retraining the model. A production system typically includes data connectors and processing, embeddings, an index or vector database, a retriever, and a foundation model.

Fine-tuning changes how a model responds
Fine-tuning trains a model on examples to adapt task behavior, output format, style, or domain-specific patterns. It does not, by itself, give an answer a reliable, current citation to the document supporting it. AWS’s comparison also warns that a fine-tuned model may hallucinate when answering questions and does not provide source references in its responses.

In ordinary RAG, the model must interpret retrieved material at inference time. Training only on question-and-answer pairs may not teach it to find the right evidence in a noisy context. Retrieval-augmented fine-tuning addresses that gap by training with questions, retrieved documents, and answers grounded in relevant documents. It can also include irrelevant passages, or distractors, so the model practices ignoring them.

The model still receives retrieved documents when it is used. Fine-tuning does not replace retrieval or make an external corpus unnecessary; it changes how the model handles the context the retriever supplies. The RAFT paper describes this open-book approach to training for domain-specific RAG.
Does combining them improve accuracy?
It can help on some tasks, but the available results do not establish a universal enterprise accuracy gain. The studies below use different domains, models, tasks, and evaluation designs, so their scores should not be read as a head-to-head comparison.
| Study | Reported result | What it establishes |
|---|---|---|
| Zhang et al., RAFT preprint, version 2 (2024) | RAFT with LLaMA 2 7B scored 73.30 on PubMed, 35.28 on HotpotQA, 74.00 on Hugging Face, 84.95 on Torch Hub, and 86.86 on TensorFlow Hub. | The authors report gains over comparison baselines on the datasets they tested. These are task-specific scores, not a shared cross-dataset accuracy scale or a forecast for a company’s own system. |
| Avi-ad Avraam Buskila (2026), controlled medical multiple-choice comparison | On an evaluation split of 1,273 questions, domain fine-tuning reached 53.3% majority-vote accuracy versus 46.4% for the general 4B baseline, a difference of 6.8 percentage points. The study did not find a statistically significant gain from its tested RAG corpus. | Fine-tuning helped in this particular medical evaluation; the tested RAG setup did not show a statistically significant benefit. This does not establish that RAG generally fails for medical questions. |
| Sturm et al. (2026), industrial question answering | The study compared quality and operational costs using two closed automotive-industry datasets. It reported RAG as the most effective and cost-efficient adaptation method in that setting. | The finding applies to the study’s datasets and setup, not to every enterprise domain or a combined system. |
The RAFT results make a case for testing training that teaches a model to use retrieved context. They do not show that combining approaches will outperform retrieval or fine-tuning alone for every organization. A model can still fail if the corpus lacks the answer, retrieval misses it, or the model misreads the passages.

Should you fine-tune an LLM or use RAG?
Choose based on the failure you need to fix, not on a general promise of better accuracy. AWS Prescriptive Guidance recommends starting with RAG for question-answering that references custom documents; it also describes combining RAG and fine-tuning in one system and using fine-tuning for additional tasks such as summarization.
- Start with RAG when answers must reflect custom information that changes, or users need to trace answers to source material.
- Consider fine-tuning when the main gap is task behavior, consistent output conventions, or domain-specific interpretation—not missing or outdated documents.
- Test a combined approach when retrieval finds relevant evidence but the model uses it unreliably, or when irrelevant retrieved passages lead it astray.
- Fix retrieval or data first when the right passages are absent, stale, inaccessible, or ranked too low. Fine-tuning cannot supply evidence the model never receives.
How should you evaluate a RAG system?
Use a held-out set of representative organizational questions with expected answers and, where applicable, supporting sources. Compare the current system with each proposed change—RAG alone, fine-tuning alone, and the combination if relevant. Inspect regressions as well as average results, and evaluate retrieval separately from generated responses.
- Retrieval quality: Does the system find the passages containing the relevant evidence, and how often does it miss them?
- Groundedness: Does the answer stay within the supplied evidence rather than introduce unsupported details?
- Relevance and completeness: Does it answer the question asked, and include the material needed for a correct answer? Microsoft’s evaluation guidance treats these as distinct response qualities.
- Freshness and traceability: Can the corpus be updated, and can a user identify the sources behind an answer?
- Cost and user effort: Account for operational costs and the interactions users need before they receive an acceptable answer.
Microsoft documents RAG evaluators for retrieval, groundedness, relevance, and response completeness; some evaluator capabilities are labeled preview. AWS documents evaluation jobs for both retrieve-only and retrieve-and-generate workflows. These tools can help separate retrieval problems from answer-generation problems, but an organization still needs to decide what counts as a correct and useful answer for its work.

What must a production system get right?
Evaluate the whole system, not just the model: training examples, prompt, documents, processing and chunking, index, retrieval and ranking, permissions, and evaluation set all affect results. AWS guidance calls out source-data quality assurance, traceability, access controls, freshness policies, versioning, automated reindexing, and governance as production concerns.

- Keep source documents accurate and establish how updates reach the index.
- Enforce access controls so retrieved private material is shown only to authorized users.
- Preserve traceability from answers to their source passages.
- Version the corpus and relevant system components so changes can be assessed and managed.
- Re-run evaluation after changes to documents, retrieval, prompts, fine-tuning data, or models.
Retrieval returning useful passages does not ensure the model will use them correctly, and a capable model cannot compensate for missing or stale evidence. Measuring retrieval and answer behavior as separate stages makes it easier to locate which part of the system needs work.
