A background app may still hold it open; an Office file may also be open on another device, or a shared server may need a few minutes to clear its lock. Find the process or location that still owns the lock before trying to delete, move, rename, overwrite, or reopen the file.
First, confirm what is still using the file

Note the exact file path and the operation that fails: opening, deleting, moving, renaming, or overwriting. Close the visible application and any document tabs that could refer to the file, then retry once.

If the warning remains, search for the file’s open handle with Microsoft Sysinternals Process Explorer or Handle. Search using the full path or a distinctive part of the filename. These tools can identify an active process associated with a matching handle.

Close the application that owns the file through its normal interface, then retry. If its window is gone but its process remains, save other work first. End that process only when you are sure it is the application holding the file and closing it is safe.

If the file is an Excel workbook, check whether it is open on another computer or device under your account. Microsoft notes that a server can take a few minutes to release a stale lock: Excel file is locked for editing.

If the file is on a shared network location and no local process explains the warning, ask the share administrator to check remote sessions or locks. The right procedure depends on the server or storage system.
Choose a tool to find the process

Search safely with Handle
Microsoft describes Handle as “a utility that displays information about open handles for any process in the system.” The documented utility can search for matching open object names; use the result to identify the owning application, not as a reason to close the handle directly. Run Handle with administrative privileges, then search for a distinctive filename or path fragment.

Use the matching process name to decide which application to close normally.

Retry the file operation after closing the application.

Microsoft warns that forcibly closing a raw handle can cause application or system instability. Prefer closing the owning application; do not use a close-handle operation as a standard workaround.

Excel workbook
An “another user” lock does not necessarily mean another person opened the workbook. Microsoft says the same user may have it open on another device, or a previous application instance may not have closed properly. Check your devices and allow a few minutes for the server to clear a stale lock before retrying.
For collaborative editing, Microsoft recommends supported co-authoring with Microsoft 365 Excel or Excel for the web, with the file stored in OneDrive, OneDrive for Business, or SharePoint. See Microsoft’s Excel lock guidance.

Access database
Microsoft documented a particular Access for Microsoft 365 Current Channel issue in which VBA references could leave Access running in Task Manager without an open window and leave a database lockfile active. The notice identifies the affected build as Version 2201 (Build 14827.20158) and says the issue was fixed in Version 2201 (Build 14827.20192). This is a version-specific historical example, not a general explanation for every file-in-use warning. See Microsoft’s Access support notice.

Confirm that the search used the right file path, especially if more than one copy has the same name.

Check whether another device or a remote user still has the document open.

For network shares, involve the administrator if the lock is not explained by a process on your PC.

Do not delete a lockfile or force-close a handle merely because the visible app window has disappeared; first establish which application or session owns it.
Microsoft’s sample chapters from Windows Sysinternals Administrator’s Reference include supplementary material on Handle and identifying processes with open files or folders; they are not needed to carry out this troubleshooting sequence.
