File Recovery Programs: What They Do and When They Work

A file recovery program scans storage for deleted or inaccessible data, but success depends on whether the data remains and has not been overwritten.

A file recovery program scans storage for deleted or inaccessible file data and tries to identify, reconstruct, or restore it. It can help when a file was deleted from a local drive and its data has not been overwritten—but recovery is never guaranteed. If you have just deleted something, stop using the affected device as much as possible and save any recovered files to a different drive.

What a file recovery program does

When a file is deleted, the file system may mark the space it used as available for reuse without immediately erasing every data block. A recovery program can examine file-system information or search for file content to try to locate data that remains. NIST describes deleted-file recovery as “Examining file system metadata to identify deleted files and to attempt their reconstruction or recovery” (NIST Computer Forensics Tools & Techniques Catalog).

Programs do not all work in the same way, and a scan cannot restore data that has been overwritten. Continued use of the device can write new data into the space, reducing the chance of recovery. Microsoft advises: “If you want to increase your chances of recovering a file, minimize or avoid using your computer.” (Microsoft Support: Windows File Recovery)

What it can—and cannot—recover

A recovery program may find deleted data, but the result can be partial, confusing, or unusable. A file may not retain its original name or folder, and a scan does not guarantee that every deleted item will be found. NIST’s 2022 scientific foundation review notes that deleted-file recovery can produce extraneous material and may not discover all evidence (NIST, Digital Investigation Techniques: A NIST Scientific Foundation Review).

There is no reliable success percentage that applies to every device or deletion. The outcome depends on whether the relevant data remains on the storage, the file system and recovery method, and what has happened to the device since deletion. On an SSD in particular, Microsoft warns that recovery may fail when free space has been overwritten.

Recovery software and backups are different

A recovery utility tries to locate or reconstruct data that may still remain on storage. A backup is a separate copy made to support restoration; NIST defines a backup as “A copy of files and programs made to facilitate recovery if necessary” (NIST CSRC Glossary: backup). If a current backup or retained cloud version exists, restoring that copy may be more dependable than scanning the device for deleted data.

Microsoft presents cloud backup as part of a broader device-resilience approach, including OneDrive with Microsoft 365 Backup (Microsoft Learn: Windows device recovery framework). That is a different operation from scanning local deleted-file space.

Example: Microsoft Windows File Recovery

Windows File Recovery is a command-line utility available through the Microsoft Store. Microsoft documents it for Windows 10 and Windows 11 and says it attempts to recover files deleted from local storage when they cannot be restored from the Recycle Bin. It supports internal drives, external drives, and USB devices; it does not support cloud storage or network file shares. Microsoft’s page lists Windows 10, whose support ended October 14, 2025, so that listing should not be read as a statement that Windows 10 remains generally supported.

The documented command format is:

winfr source-drive: destination-drive: [/mode] [/switches]

The source and destination drives must be different. If the computer has only one drive, Microsoft advises using an external or USB drive as the destination. This prevents recovered output from being written back to the source drive.

Choosing a recovery mode

Microsoft documents two modes, Regular and Extensive. Regular is the recommended starting point when you are unsure which to use. Its guidance maps recent NTFS deletion to Regular; older NTFS deletion, formatting, or corruption to Extensive; and FAT or exFAT recovery to Extensive. If Regular does not work, Microsoft suggests trying Extensive when the file type is supported. Neither mode can overcome data that has already been overwritten.

How to decide what to try

  • The file was deleted from a local drive: Minimize use of the affected device. Check whether the file can still be restored from the Recycle Bin or a backup, then consider a recovery utility that supports the device and file system.
  • A backup or retained cloud copy exists: Use the provider’s restore process to retrieve that copy. Check how current it is and which locations it covers.
  • The file was on a network share or cloud storage: Windows File Recovery does not support those locations. Look for the relevant service’s restore or version-history options instead.
  • You have only one drive: Connect a separate external or USB drive for recovered output; do not use the source drive as the destination.

Recovery programs are best understood as an attempt to salvage remaining local data, not as a substitute for backups or a promise that deleted files can be brought back intact.
