If FFmpeg reports Connection refused while connecting to YouTube Live, the TCP connection to the configured ingest host and port was not established. First copy the current server URL from YouTube Live Control Room, verify the protocol and port, then check whether the machine running FFmpeg can reach that endpoint. The message identifies a connection-stage failure, not its precise cause; a stream key or video-encoding setting alone does not explain it.
What “Connection refused” means—and what it does not
FFmpeg has tried to open a TCP connection to the host and port in its destination URL, but the connection was not accepted. A wrong or stale endpoint, a protocol or port mismatch, or a network policy or route may be involved. Without the full FFmpeg log, destination, port, build, operating system, and network details, the exact cause cannot be confirmed.

Do not treat every connection error as the same symptom. YouTube’s RTMPS troubleshooting example uses failed to connect to server — connection timed out. A timeout and a refusal are different outcomes: neither, by itself, identifies the specific configuration or network fault. A historical FFmpeg mailing-list example shows a TCP refusal, but concerns Twitch rather than YouTube, so it illustrates the error pattern and does not establish YouTube-specific behavior.

Check the YouTube ingest URL and stream key
Copy the current server URL
- Open the selected stream in YouTube Studio and go to its Live Control Room settings.
- Copy the current Stream URL into FFmpeg’s server or destination field. YouTube describes this as the address where the encoder sends its feed. Do not rely on a remembered hostname, an old setup, or an ingest address copied from another platform.
Copy the stream key separately
- Copy the stream key for that stream from Live Control Room into the encoder’s separate key field, if your FFmpeg command or workflow uses one.
- Keep the key private. It functions like a password-like identifier that helps YouTube associate and accept the encoder feed.
- If YouTube reports an encoder startup or key error after the connection is made, follow its troubleshooting guidance to copy a current key from Live Control Room and paste it into the encoder.
A wrong key can prevent YouTube from accepting a feed, but a TCP Connection refused occurs before the connection is established. Check the key, but do not assume it is the cause of this particular message.

Verify RTMP versus RTMPS
YouTube recommends RTMPS, a secure extension of RTMP. If you choose RTMPS, use the actual RTMPS URL supplied through the lock control in Live Control Room; verify that the URL uses the rtmps scheme and that your FFmpeg build supports the selected protocol and connection method.
YouTube documents trying port 443 for the SSL error case in its RTMPS troubleshooting guidance. That is not a universal remedy for every refusal: use the endpoint and port supplied for your stream, and do not change ports blindly.

Check network reachability from the FFmpeg host
If the current URL and protocol match, troubleshoot from the computer or server that runs FFmpeg—not from a different device on a different network. Check whether outbound traffic to the supplied host and port is permitted and whether anything on the path is interfering.

- Review outbound firewall rules and corporate, venue, or hosting-provider network policy.
- Check VPN or proxy settings, routing, and DNS resolution for the hostname in the copied URL.
- Confirm the network allows the relevant outbound RTMP or RTMPS traffic on the endpoint’s port.
- If possible, retry from another permitted network to help distinguish a host/network-path issue from a URL or protocol mistake.
These are diagnostic possibilities, not a finding about your network. YouTube also advises using a reliable connection and sufficient upload capacity, but insufficient bandwidth more directly threatens stable delivery after connection; it does not, on its own, prove why a TCP attempt was refused.

Retry with a test stream, then inspect stream health
- After correcting the endpoint, protocol, key, or network rule as indicated, start FFmpeg once and inspect the first connection error rather than repeatedly changing unrelated settings.
- Use a test stream with representative motion and audio, then preview it in Live Control Room and review YouTube’s stream-health messages.
- If TCP connects but YouTube reports format, bitrate, or stream-health problems, troubleshoot those as a later stage. Do not mistake a post-connection encoding warning for the original connection refusal.
Only tune encoding after the connection succeeds
Bitrate, codec, frame rate, and keyframe interval affect the stream YouTube receives; they are not the first fixes for a TCP refusal. YouTube’s encoder guidance recommends RTMPS and lists RTMP/RTMPS, H.264/H.265/AV1, up to 60 fps, constant bitrate (CBR), and a 2-second keyframe interval that should not exceed 4 seconds. The page did not state a publication year; these figures were accessed in 2026.

YouTube also suggests keeping 20% upload-bandwidth headroom; a shared network can limit the capacity available to an individual stream. The bitrate figures and headroom guidance are YouTube recommendations, not a diagnosis of a refused connection.
