Yes—browser Fetch exposes the response body as a stream. The apparent wait usually comes from code such as await response.json() or await response.text(): those methods resolve with a completed body value, so your code cannot process that returned value partway through. To work incrementally, read response.body and handle each chunk as it arrives.
Does Fetch stream the response?
In browser Fetch, the response body is a ReadableStream. That lets application code consume response data incrementally instead of first asking for one complete text, JSON, or binary value. See MDN’s Fetch response-body streaming guide.

Why does Fetch seem to wait for the whole response?
Convenience methods such as response.text(), response.json(), response.arrayBuffer(), and response.blob() consume the body and resolve to a completed representation. If your code awaits one of them, it cannot use the returned value until that method has finished reading the body. MDN notes that with text(), you must wait for the whole file before processing the returned text.

That is application-level consumption, not proof that the response body was unavailable as a stream. Look for the body method in your code: if the next step awaits json() or text(), processing starts after that completed value is ready. If you need to begin work as data arrives, read the stream directly.
How do I read a Fetch response as it arrives?
For a browser text response, decode the byte stream as text and process each decoded chunk. Check the HTTP status before reading; Fetch does not treat an HTTP error status as a network failure that automatically rejects the promise.

TextDecoderStream converts the stream’s bytes to text while handling multibyte characters that may span byte chunks. This pattern makes each decoded text chunk available to your processing function without first constructing one complete response string. Async iteration over a readable stream is a convenient option where supported by the target environment; otherwise, use response.body.getReader().
Read with a reader when you need explicit control
A reader exposes each read result as a value and a done flag. Always handle the final result, and release the reader lock when finished.

Why can’t I treat each chunk as a complete record?
Chunks are transport-sized pieces, not application records. Their number and size can vary with network conditions; a chunk may end in the middle of a word, line, or serialized record. Chrome for Developers explains that chunk sizes can vary with network speed: Fetch streaming documentation.
If the response is newline-delimited, for example, a line may be split across chunks or several lines may arrive together. Keep the unfinished tail from one chunk and prepend it to the next before splitting on newlines. Process only complete lines, then handle any remaining tail when the stream ends. MDN’s ReadableStream line-iterator example demonstrates this carry-over approach.

The same principle applies to other formats: define framing at the application layer, and do not assume one read equals one JSON object or other complete record. A stream of arbitrary JSON fragments is not automatically a sequence of independently parseable JSON values.

Will streaming avoid loading the whole response into memory?
Incremental processing means your application does not need to wait for or retain one complete response value before starting useful work. It can help avoid keeping the entire body as a string or byte array, but only if the processing pipeline also stays incremental. Collecting all chunks in an array and joining them later still retains the full content; parsing everything into one large object can also require substantial memory.

The browser Fetch explanation does not establish how every intermediary handles buffering. Node.js v24 separately documents its low-level HTTP API as supporting stream handling without buffering entire requests or responses, but that is not evidence that every implementation named fetch behaves identically. See the Node.js v24 HTTP documentation. Check the actual runtime and APIs you deploy.

Choose a convenience method when the complete response is what your code needs. Choose the stream when early incremental work or avoiding a complete body value in application code matters—and make sure your runtime supports the stream features used by the example.
