Fast Startup does not leave Windows literally running after shutdown. It signs out user sessions, saves the Windows kernel session and device drivers to a hibernation file, then powers down. The next startup can restore that saved state instead of building a completely fresh one. If a recurring problem changes after a full boot, Fast Startup is one possible factor to test—not a diagnosis for every Windows bug.
What Fast Startup does—and what it does not do
Microsoft describes Fast Startup as a type of shutdown that uses a hibernation file to speed up the subsequent boot. With the feature enabled, Windows closes user sessions but preserves the kernel session and drivers. The computer powers down; Windows is not literally continuing to run while it is off. On the next startup, the saved system state is restored. Microsoft’s overview of system power states explains the hibernation-based distinction.

That saved state gives a plausible reason a fresh boot might affect a recurring driver or system problem: the new boot replaces the saved kernel and driver state. It does not establish that Fast Startup caused any particular symptom.

| Action | What happens | Useful when |
|---|---|---|
| Shut down with Fast Startup enabled | Windows signs out user sessions and saves kernel and driver state for a faster subsequent startup. | You want the normal faster startup behavior. |
| Restart | Fast Startup does not apply; Restart performs a full boot cycle. | You want a simple comparison against a hybrid shutdown or need to complete pending updates covered by Microsoft’s Windows 10 guidance. |
| Full shutdown command | Shutdown /s /t 0 requests a shutdown without hybrid behavior. |
You want to compare against a Fast Startup shutdown from the command line. |
| Hybrid shutdown command | Shutdown /s /hybrid /t 0 requests the Fast Startup-style shutdown. |
You need to explicitly request the hybrid behavior. |
Microsoft documents the command options and explains that Restart is not affected by Fast Startup in its Fast Startup troubleshooting guidance.

How to turn off Fast Startup
Microsoft’s documented Control Panel route is given in Windows Client guidance. Labels or availability can differ by Windows version and device, so use the labels shown on your PC rather than assuming this is a version-specific Windows 11 walkthrough.
- Open Control Panel and select Power Options.
- Select Choose what the power buttons do.
- Clear Turn on fast startup (recommended).
- Select Save settings.
If the checkbox is unavailable, the cited instructions do not establish why it is unavailable on a particular PC. You can still use Restart as a comparison, since Fast Startup does not apply to that action. The documented route appears in Microsoft’s Windows Client article.

Use it as a troubleshooting test, not a universal fix
For a repeatable symptom, compare what happens after a normal shutdown and startup with what happens after Restart. If the problem changes, that is useful evidence that the boot path or saved system state may be involved; it still does not identify the underlying fault. Turning off Fast Startup is another way to test whether the hybrid shutdown behavior is relevant, but it trades the faster startup for a full shutdown and boot cycle. Microsoft’s troubleshooting page says disabling the feature is not recommended as a general setting.
Microsoft also documents a narrower update case: some Windows 10 updates may not finish after a Fast Startup shutdown, and its guidance is to select Restart to complete pending updates. That advice is scoped to the Windows 10 article, not a blanket claim about every Windows version. Windows 10 support ended on October 14, 2025; Microsoft says free Windows Update software updates, technical assistance, and security fixes are no longer provided after that date.
