When a Factorio steam engine is idle or producing no electricity, follow the production chain in order: electric connection, steam delivery, water supply, boiler fuel, and network demand. Most apparent failures are either a broken pipe or power-pole connection, an unfed boiler, or normal throttling because the factory does not currently need maximum output.
Godlike.Host offers hosted Factorio servers with its own game panel, SFTP access and free DDoS protection, if you would rather not host it yourself.
Click a nearby power pole to see the electric network’s production, consumption, and satisfaction, then inspect the engine and boilers themselves. The warning icon, fluid readouts, fuel slot, and network graph identify the failed link without rebuilding the plant.

How a working steam-power chain is supposed to behave
A vanilla steam plant has five linked stages:
- An offshore pump sends water through pipes.
- A boiler burns fuel and heats that water into 165°C steam.
- Pipes carry the steam to one or more steam engines.
- Each engine converts steam into electricity.
- Power poles connect the engines to the machines that consume electricity.
A failure at any stage can make a downstream engine appear broken. An engine with steam may still show low production because it automatically reduces steam use and output when the electric network is already satisfied. Therefore, “not producing at maximum” is not the same as “not working.”
Use the interface to locate the break
1. Check the engine’s electric connection
Hover over the steam engine. If it is not connected to an electric network, a small yellow triangle flashes. Place or extend power poles until the pole coverage reaches the engine and the same pole network reaches the machines that need power. A steam engine can generate only for the electric network to which it is actually connected; a nearby engine that is outside pole coverage contributes nothing to your factory.

Do not assume that two visually adjacent rows share electricity. A missing pole, a gap in coverage, or a separate pole network can isolate one row while another row appears normal. A disconnected engine can still look correctly placed beside a boiler, so use the warning icon rather than distance as your test.
2. Inspect steam at the engine
Hover over the engine and inspect its fluid connection and steam amount. Steam must enter through a connected pipe or directly from a boiler. If the readout shows no steam, trace backward from that engine to the boiler. Look for a pipe that was removed, an underground-pipe pair that does not line up, or a branch that never actually connects to the engine’s fluid port.
When several engines share a line, check each one rather than testing only the first machine. A break between two engines can leave the front of a row supplied while the rest remains idle. The same symptom can occur when a branch is connected to the wrong side of a machine: the pipe may be full elsewhere, but the engine’s actual fluid port is dry.
3. Trace water from the offshore pump to every boiler
Open or hover over each pipe segment and confirm that water is present. Follow the route from the offshore pump through straight pipes, underground sections, and junctions to the boiler input. A disconnected pipe, an empty pump line, or a misaligned underground pair prevents the boiler from making steam even when the engine and power poles are correctly placed.
Water must reach every boiler in the block. If only some boilers have water, the engines attached to the dry boilers cannot recover by themselves. Check the farthest boiler, not just the pipe next to the pump; a break near the end of a long row is easy to miss.
4. Verify boiler fuel and ignition
A boiler uses fuel such as coal or solid fuel to convert water into 165°C steam. Inspect the boiler’s fuel slot and burner status. If the slot is empty, the boiler cannot produce steam; if fuel is present but the water input is dry, adding more fuel will not help.

A powered inserter can stop during a blackout because it needs electricity to operate. That creates a restart loop: the grid is down, the inserter cannot load fuel, and the unfed boiler cannot restore the grid. A burner inserter supplied with fuel provides a restart path that does not depend on the failed electric network.
5. Determine whether low output is normal demand throttling
Steam engines automatically adjust production and steam consumption to the current demand of the electric network. If the satisfaction indicator is full and the factory is using little power, the engines may display a production value far below their maximum while operating correctly. Start a power-hungry machine or watch the network graph while demand rises; healthy engines increase output without any rewiring.

Do not use the engine’s instantaneous number by itself as a capacity test. A lightly loaded network can make every engine appear underpowered even though the plant has its full potential available. The meaningful comparison is current production versus consumption and satisfaction on the same electric network.
6. Open the power-network diagnostic
Click a power pole connected to the plant. The diagnostic view separates production from consumption and shows network satisfaction. Use it to distinguish these cases:

- Production present but satisfaction below full: the plant is working, but total generation is insufficient for the connected load.
- Satisfaction full with low engine production: throttling is expected; no repair is required.
Compare the pole’s network to the pole nearest the machines that are dark. If they show different networks, join them with a pole or redesign the coverage. This check is faster and more reliable than adding engines at random.
Fixes for the symptoms players see most often
| Observed symptom | Most likely location | What to inspect first |
|---|---|---|
| Yellow warning on an engine or no network output | Electric network | Power-pole coverage and whether the engine is on the same network as consumers |
| Boiler has no steam output | Water or fuel input | Water in every input pipe, fuel in the boiler, and the fuel inserter’s operation |
| Engine shows steam but a small production number | Network demand | Power-pole satisfaction and current consumption; throttling is normal when the grid is satisfied |
| Only part of an engine row works | Local pipe or pole break | Steam at each engine and a continuous pipe and pole path along the row |
| Power disappears after a blackout | Fuel-delivery restart | Whether powered inserters can run, and whether a burner inserter can feed at least one boiler |
Match the repair to the scope of the failure. A single dry engine calls for a local fluid or pole inspection. A whole row that stopped at once suggests a shared pipe, underground connection, or pole line. A factory-wide shortfall with visible production points to insufficient generation, not a broken individual engine.
The standard vanilla layout and its capacity
The documented early-game relationship is two steam engines for each boiler. One boiler produces 60 steam per second, while one steam engine consumes 30 steam per second and can produce up to 900 kW. Matching those rates avoids starving an engine or installing boilers that cannot be used by the available engines.
| Component | Documented rate or capacity | Design implication |
|---|---|---|
| Boiler | 60 steam per second | Feeds two engines at their full 30-steam-per-second consumption |
| Steam engine | 30 steam per second consumed; up to 900 kW output | Two engines consume one boiler’s full steam production |
| Scalable offshore-pump block | 1 offshore pump, 200 boilers, 400 steam engines | Preserve the same two-engines-per-boiler relationship as the plant grows |
| Quick-start tutorial block | 1 offshore pump, 20 boilers, 40 steam engines | A practical starter arrangement using the documented scalable proportions |
The quick-start tutorial places the boiler outlet into the middle of the steam engine’s short side. Use that fluid port rather than assuming any side of the machine accepts steam. Pipe the boilers in a consistent row, branch the steam line to the engines, and extend the power-pole line over the complete block.
Build order that makes troubleshooting easier
- Place the offshore pump and connect a visible water line.
- Place one boiler and confirm its water input fills.
- Add fuel and wait for the boiler to show steam output.
- Attach one steam engine directly or with a short pipe and verify that steam reaches it.
- Place a power pole touching the engine, then connect that pole to the first machine that needs electricity.
- Expand the block while retaining two engines per boiler and continuous pole coverage.
Testing one complete pump-boiler-engine-pole chain before duplicating it prevents a repeated layout error from affecting an entire power plant. Once that test block works, copy the same orientation and connection pattern instead of improvising each extension.
Recovering from a blackout
A blackout is different from ordinary low production: the electric network may be unable to run the inserters that supply boiler fuel. First inspect the boilers for fuel, then check whether the feeding inserters are powered. If every inserter depends on the dead network, manually place fuel in a boiler or use a burner inserter with its own fuel supply to restart at least one boiler. Once that boiler produces steam, its engine can restore enough electricity for powered inserters to resume feeding the rest of the line.

After power returns, inspect the pole diagnostic. If satisfaction immediately falls again, the plant has restarted but total generation is still below demand; add correctly connected boiler-engine pairs rather than repeatedly refueling a single boiler. Refueling one boiler can bring the grid back temporarily, but it does not correct an undersized plant or a disconnected section.
Steam, temperature, and fluid-routing details
Steam is a gas produced by heating water in a boiler or heat exchanger and transported through pipes. Boiler steam is 165°C. Steam engines accept it through their fluid ports, and steam can pass through engines and be stored in tanks.
Temperature matters mainly in modded or mixed-temperature designs. If steam entering an engine is below that engine’s optimum, output is lower, but the energy contained in the steam is not wasted. A normal early-game boiler-to-engine line uses 165°C steam, so a vanilla plant that suddenly shows a temperature-related reduction should be checked for a changed recipe, heat source, or modded component before its pipe layout is rebuilt.
When tanks and long pipe runs are involved
A tank can buffer steam, but storage does not repair a disconnected input, a dry boiler, or an isolated engine. Verify that the tank’s fluid connections are on the intended side of the network and that steam can still reach every engine after the tank is inserted. In a simple starter plant, removing unnecessary branches makes the flow path easier to inspect.
Steam can pass through engines, so placing several engines along a connected route does not automatically block flow. The critical checks remain the same: the pipe network must be continuous, every engine must have access to steam, and every engine must be connected to the intended electric network.
Scaling without creating new power failures
Keep the ratio while expanding
Add boiler-engine pairs as a unit. The two-engines-per-boiler relationship keeps steam production and consumption balanced; adding engines without boilers creates steam starvation, while adding boilers without engines leaves fuel and water capacity unused.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsExtend water and steam deliberately
When a row grows, inspect the water at the farthest boiler and the steam at the farthest engine. A plant can look complete at the pump end while a disconnected underground segment leaves the last machines dry.
Extend the electric network with the fluid network
Every new engine needs both a steam path and a pole path. Place poles so the entire row and its consumers remain on the intended network, then click a pole to verify that production rises when demand is present.

Design for restart resilience
Keep a fuel-fed burner-inserter path available for at least one boiler if a blackout would otherwise stop every powered inserter. This is a recovery measure, not a substitute for sufficient generation: once the grid is restored, the plant still needs enough boiler-engine pairs to meet the factory’s load.

Choosing between common fixes
| Possible fix | Use it when | Limitation |
|---|---|---|
| Add or reconnect power poles | The engine has the yellow connection warning or is on a separate network | It cannot create steam or solve a fuel shortage |
| Repair water or steam pipes | A boiler or engine shows no fluid | It does not increase generation when the network is already demand-limited |
| Refill fuel or repair the inserter | The boiler is cold or empty | Powered inserters may fail again during the next blackout |
| Add boiler-engine pairs | Satisfaction remains below full while existing equipment is connected and fueled | Extra machines cannot help if their pole or pipe paths are disconnected |
| Install a burner-inserter restart path | A blackout repeatedly prevents powered inserters from restarting | It is a resilience measure, not a replacement for adequate capacity |
This comparison prevents the most expensive wrong turn: expanding a plant before proving that its existing water, steam, fuel, and electric links work. Diagnose the failure point first, then choose the smallest repair that addresses that point.
What not to rebuild first
- Do not replace engines merely because their current production is below 900 kW; check network demand first.
- Do not add more boilers to a plant whose boilers lack water or fuel; fix the input chain before increasing capacity.
- Do not add engines to a disconnected pole network; connect the network first.
- Do not assume a full boiler fuel slot proves that steam is being produced; water must also reach the boiler.
- Do not treat a steam tank as proof that every downstream engine is supplied; inspect each engine’s fluid connection.
- Do not judge the whole plant from the first engine in a row; the last engine may be isolated by a single underground-pipe or pole gap.
A repeatable 60-second troubleshooting routine
- Hover the engine and look for the yellow electric-connection warning.
- Hover the engine’s fluid side and confirm steam is present.
- Trace the steam pipe back to the boiler, checking underground connections.
- Trace water from the offshore pump to that boiler and confirm fuel is entering it.
- Click a power pole and compare production, consumption, and satisfaction.
- If satisfaction is full, treat low engine output as demand throttling; if it is low, add capacity only after the existing chain is connected.
- After a blackout, restore one fuel-fed boiler first, then verify that powered inserters restart.
This order moves from the engine outward and uses the game’s own warning icons, fluid displays, boiler status, and pole diagnostic. It prevents a missing connection from being mistaken for a capacity problem.
Frequently asked details
Can an engine be next to a boiler and still receive no steam? Yes. Physical proximity does not guarantee that the engine’s fluid port is connected. Use a direct connection or a correctly aligned pipe and verify the engine’s steam readout.
Why are some engines idle while the network is powered? They may be on a different electric network, or steam may stop at a local pipe break. Inspect the idle engines individually and compare their pole network with the working machines.
Should I add engines when satisfaction is full? No. Full satisfaction means the connected load is currently covered. Engines will increase production automatically when demand rises; adding capacity before fixing a connection only makes the layout harder to diagnose.
What is the fastest way to find a missing pipe connection? Start at the non-working engine, confirm no steam is present, and walk backward through every visible and underground segment to the boiler. Then continue to the offshore pump and check water at each stage.
Bottom line
Follow the chain in order: power poles, steam, water, boiler fuel, and network demand. A yellow triangle identifies a missing electric connection, empty fluid readouts identify a broken supply path, and a full satisfaction bar explains low but healthy engine output. Keep two engines per boiler, use the documented pump-to-plant proportions as you scale, and maintain a burner-inserter restart path if blackouts can disable every powered fuel inserter.

Frequently Asked Questions
Why are my boilers full of fuel but the steam engines are idle?
Fuel alone is insufficient. Confirm that water is present in the boiler input, steam reaches each engine through connected pipes, and the engines are connected to the consumer network with power poles.
Recommended Free Tools
Why does one steam engine work while the others in the row do not?
Inspect the non-working engines individually. A pipe break can isolate their steam supply, or a pole gap can place them on a different electric network.
Is low steam-engine production always a fault?
No. Engines throttle automatically when network satisfaction is already full. Use the power-pole diagnostic and compare production with current consumption before changing the layout.
How can I restart steam power after every inserter stopped?
Feed at least one boiler manually or use a fuel-supplied burner inserter. Once that boiler and engine restore electricity, powered inserters can resume loading the remaining boilers.
What ratio should I use for boilers and steam engines?
Use two steam engines per boiler. A boiler produces 60 steam per second, while an engine consumes 30 steam per second and can produce up to 900 kW.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Why is my whole factory still short on power after the engines start?
Check the power-pole diagnostic. If production is present but satisfaction is below full, the connected load exceeds generation. Add correctly connected boiler-engine pairs after confirming water, steam, fuel, and pole coverage.
Does a steam tank fix an engine that has no power?
No. A tank can buffer steam, but it cannot repair a disconnected pipe, dry boiler, missing fuel, or engine on the wrong electric network.
The Bottom Line
Diagnose the chain instead of rebuilding: connect the poles, confirm steam and water, fuel the boilers, then read network satisfaction. Preserve the two-engines-per-boiler ratio and add a burner-inserter restart path for blackout resilience.
