Fallout gives designers more room for strange, unexpected settings than The Elder Scrolls, according to Bruce Nesmith, a former Bethesda developer credited as lead designer on The Elder Scrolls V: Skyrim. He points to Rivet City, the settlement built around an aircraft carrier in Fallout 3, as an example of the unusual places Fallout can make feel like home.
Why Nesmith sees Fallout as less constrained
In an interview published by Insider Gaming on October 5, 2026, Nesmith contrasted Fallout’s science-fantasy setting with The Elder Scrolls’ established fantasy world. In his view, Fallout’s stranger premise leaves designers more latitude to imagine unconventional locations, while Elder Scrolls designs must fit more closely with its lore and fantasy conventions.

“I think Fallout has fewer limitations. The world is crazier. You can do more with that science fantasy,” Nesmith said. “The Elder Scrolls is more constrained by its lore and its fantasy settings. The Fallout universe is not as constrained. Everywhere you go is insane. People are building cities in baseball stadiums and on aircraft carriers.” He added that comparable ideas are possible in The Elder Scrolls, but “not to the same level.” This is Nesmith’s creative judgment, not an objective measure of either series’ design freedom.

Rivet City, the aircraft-carrier settlement in Fallout 3, is the interview’s clearest example. The article credits Nesmith with designing it. He described the idea of living on a real aircraft carrier as “a very cool little moment” and said he tried to give the city some of the “Elder Scrolls magic” he associated with more inhabited settlements.

- Freedom and Liberty Do whatever you want in a massive open world with hundreds of locations, characters, and quests. Join multiple factions vying for power or go it alone, the choices are all yours
- Be whoever you want with the special character system. From a power Armored soldier to the charismatic smooth talker, you can choose from hundreds of perks and develop your own playstyle
- New next generation graphics and lighting engine brings to life the world of fallout. From the blasted forests of the common wealth to the ruins of Boston, every location is packed with dynamic detail
- Intense first or third person combat can also be slowed down with the new dynamic Vault Tec Assisted Targeting System (V.A.T.S) that lets you choose your attacks and enjoy cinematic carnage
That ambition shows up in how Rivet City’s residents behave: the interview says they follow schedules and move around. The setting supplies Fallout’s distinctive spectacle, while the routines help the place read as a functioning community rather than just an eye-catching backdrop.
What the difference means for world-building
Nesmith’s comparison is less about one series being better than the other than about the creative pressures each setting applies. Fallout can build on science-fantasy surprises—such as a community established in an aircraft carrier or a baseball stadium. The Elder Scrolls, in his account, has to work within a more defined body of lore and familiar fantasy expectations.

Those constraints can also give a world coherence: recognizable conventions and established lore help make locations feel part of the same setting. The trade-off Nesmith describes is that Fallout more readily supports startling departures from the ordinary, while The Elder Scrolls’ ideas are more closely bounded by its existing fantasy identity.
Who is Bruce Nesmith?
Insider Gaming describes Nesmith as a former Bethesda veteran, credits him as lead designer on 2011’s Skyrim, and says he contributed to Bethesda Game Studios’ Fallout games over the preceding two decades. The interview also identifies him as Rivet City’s designer. Those credentials provide context for his comparison, while the claims about which world is more flexible remain his personal perspective.

Fallout or The Elder Scrolls: which world-building do you prefer?
If you value startling locations and science-fantasy surprises, Nesmith’s description helps explain Fallout’s appeal. If you prefer worlds shaped by established lore and familiar fantasy conventions, The Elder Scrolls offers a different kind of design challenge. Which approach makes a more compelling world is a matter of taste—not a verdict the interview settles.
