Every Merge in the Company Depended on the Dev Cluster Staying Up

A development-cluster upgrade halted merges after a required “unit” check relied on its identity provider. The incident shows why build dependencies need an inventory of their own.

A planned development-cluster upgrade stopped pull-request merges because a required unit-test job quietly relied on the cluster’s identity provider. In a first-person account, engineer Sergey Shinder describes how a supposedly routine test helper made the dev environment part of the company’s merge path—and how the team uncovered and removed that hidden dependency.

Why did the dev cluster block merges?

Shinder says the platform team began a planned upgrade to a shared development cluster at 9 a.m. on a Tuesday. The change had been announced twice and was not intended to affect production. Yet by 9:20 a.m., nobody in the company could merge a pull request. The disruption lasted until 1:30 p.m., according to his account.

The cause was not a production outage. A required CI status check named unit depended on a test-library helper called validToken. Rather than create a token locally, the helper made a client-credentials request to the development identity provider and fetched a JWT accepted by the services under test. The network call took about 60 milliseconds, and the token was cached for the test run. Because the call was usually quick and successful, its environmental dependency had gone unnoticed.

When the identity provider became unavailable during the cluster upgrade, the job failed. Since repositories using the library required that job to pass before a pull request could merge, the failure blocked merges across the company. Shinder’s account also connects the same dependency to a year of sporadic test failures around 2 a.m., when the development cluster redeployed.

How a “unit” check became an infrastructure dependency

The job’s name did not describe everything it needed in order to pass. Its tests exercised code locally, but token setup reached outside the test process to a service in the shared development environment. That made the environment a dependency of the check, even if it was not a production dependency.

Shinder reports that 23 test classes called validToken directly and another 18 received it from a base class. Those are figures from his incident account, not independently verified measurements or a benchmark for other teams. The broader lesson is about the merge path: a check becomes operationally important wherever it is required for merging, whatever label it carries.

As Shinder puts it, “A required check is a dependency for every engineer in the building.” A development system can therefore affect company-wide delivery without serving production traffic. The deciding factor is not whether the environment is called “dev,” but whether a required workflow depends on it.

How the team found hidden network calls

To look for undeclared dependencies, Shinder says he added an outbound-connection guard to the test harness and ran the full suite. The post reports that 41 tests reached the network. The connections involved five hosts or host categories:

  • An internal feature-flag service.
  • An artefact store.
  • A partner endpoint.
  • A public service used to check whether a timezone database was current.

This was the method used in Shinder’s account, not a guarantee that one guard will discover every hidden dependency in every test system. Its practical value is that it makes socket access visible during test execution rather than relying on test names or assumptions. A useful guard should fail unexpected outbound connections and make the destination and calling code easy to identify.

What changed after the incident

Shinder says the team made three changes to separate fast, dependable merge checks from tests that genuinely needed live services:

  • EASY & CUSTOMIZABLE EQUIPMENT SET UP - The 12U IT cabinet, with removable side panels and security locks, offers customization at its finest. Whether it's for an efficient device or cable management, this data cabinet ensures secure, adaptable configurations that suit your networking server requirements
  • ENHANCED VENTILATION & SECURITY - Built-in fans and flow-through ventilation work to prevent overheating, ensuring optimal operation of your equipment. The reinforced, lockable tempered glass front door not only boosts security but also facilitates easy monitoring of installed equipment.
  • SAFETY & COMPLIANCE - All NavePoint products are built to industry standards.
  • Create test tokens locally: Token creation moved to local signing with a keypair trusted by services under a test profile, removing the identity provider request from this test setup.
  • Guard against surprise network access: The outbound-connection guard became enabled by default. Unexpected socket access would fail the test and print the host and calling frame.
  • Move live-dependency checks out of the merge gate: Checks that required a live dependency moved to a nightly job that reported results but did not block merges.

The distinction is not that tests must never use a network. Some checks exist specifically to verify integration with a live service. The important design choice is whether that purpose belongs in a required merge check or in a separate workflow whose failure does not prevent routine code review and merging.

What teams can take from the incident

Shinder’s closing observation is that the team had documented what its services needed to run, but had no equivalent description of what its build needed in order to pass. An inventory of runtime dependencies alone leaves a blind spot if test setup, fixtures, or shared helpers reach into infrastructure.

  • List the services, credentials, network access, and shared environments needed by each CI check—not just by production services.
  • Make required status checks explicit about their dependencies and failure impact.
  • Run tests with unexpected outbound access blocked or surfaced, so hidden calls are found before an outage reveals them.
  • Use local, deterministic substitutes when a test is meant to validate application behavior rather than a remote service.
  • Keep live integration checks where they provide necessary coverage, while deciding deliberately whether they should block merges.

The interruption described here is a single practitioner’s account, and no independent corroboration or population-level statistic is established. Its concrete failure mode is nevertheless clear: an apparently ordinary helper made a shared dev cluster a prerequisite for a required check, and that turned a planned upgrade into a company-wide merge blockage.
