Europe’s rivers show signs of improvement in some pollution measures, but the continent’s waters are not recovering fast enough to meet the European Union’s good-status goals. The latest broad assessment found that only 37% of reported surface-water bodies achieved good or high ecological status in 2021, and just 29% achieved good chemical status. Those figures cover rivers alongside lakes, transitional waters and coastal waters—not rivers alone.
Are Europe’s rivers getting cleaner?
In some respects, yes. Nutrient concentrations in European rivers generally fell between 1990 and 2010, following improvements such as better wastewater treatment, less phosphorus in detergents and measures to curb agricultural pollution. But those concentrations levelled off or showed signs of rising over the next decade, according to the European Environment Agency (EEA). That uneven pattern helps explain why cleaner on one measure does not mean healthy overall.

The EEA’s 2024 assessment draws on data reported by 19 EU Member States, covering 85% of EU-27 surface-water bodies. Its headline ecological and chemical results describe status in 2021, not a 2024 measurement. The findings are Europe-wide and do not establish a comparable trend for every river or country.
What do the latest water-quality figures measure?
Ecological status, chemical status and bathing-water quality answer different questions. They cover different pollutants, water bodies and monitoring purposes, so their percentages cannot be compared as if they were versions of the same score.

| Measure | Latest figure | What it covers |
|---|---|---|
| Ecological status | 37% of Europe’s surface-water bodies achieved good or high status in 2021, according to the EEA’s 2024 assessment. | Ecosystem health, including biological condition and supporting factors; surface waters broadly, not rivers alone. |
| Chemical status | 29% of Europe’s surface-water bodies achieved good status in 2021, according to the EEA’s 2024 assessment. | Compliance with limits for regulated substances across surface waters broadly. |
| Bathing-water quality | 84% of 22,289 reported European bathing waters were rated excellent in 2025, according to the EEA’s 2026 figures. | Protection of swimmers from faecal contamination, assessed using E. coli and intestinal enterococci. |
| Designated river bathing sites | 47% of around 1,200 sites were rated excellent in 2025, according to the EEA. Sites span the EU-27, Albania and Switzerland. | Selected places where people swim in rivers; not a measure of river-wide ecological or chemical status. |
The 2025 bathing-water results are encouraging for swimmers at monitored sites, but they do not show that 84% of rivers are ecologically healthy. Bathing-water classification does not test nutrients, pharmaceuticals, pesticides or the broader range of chemical pollutants assessed under other rules. A river can therefore have a good swimming rating while still facing ecological or chemical problems.
Why is progress too slow?
Agricultural pollution is widespread
The EEA identifies agriculture as the most significant pressure reported by Member States on surface waters and groundwater. That pressure includes water use and diffuse pollution from intensive nutrient and pesticide use. Unlike pollution from a single discharge pipe, runoff can enter waterways across fields and entire catchments, making it harder to pinpoint and control.

Persistent chemicals remain in the picture
Mercury and brominated flame retardants are among the long-lived pollutants that partly explain the low share of surface waters achieving good chemical status. The EEA says 80% of surface waters would achieve good chemical status if long-lived pollutants were left out. That is a counterfactual illustration of their effect—not the actual status result, which is 29%.

Physical changes affect river ecosystems
Water quality is not just a matter of chemicals in a sample. Habitat degradation, changes to rivers’ physical features and altered flows also affect ecosystem health. A river can be chemically cleaner in some respects yet still fall short of good ecological status if its habitats and natural conditions are degraded.
What progress looks like locally
The Spree offers a specific example of improvement, not a proxy for the whole of Europe. The EEA reports that nutrient concentrations in the river have almost halved since the early 1990s. At the Spree Lagune bathing site, the rating rose from poor during 2017–2021 to sufficient in 2024 and good in 2025 after targeted local interventions. That change shows how focused action can improve a particular place, while the wider figures show why local gains do not yet amount to continent-wide recovery.

Is Europe on track to meet its water targets?
No. The Water Framework Directive’s original deadline for achieving good status was 2015. The EEA reports little overall improvement since 2010 and says Europe is not on track to meet the latest deadline of 2027 at the current rate of progress. Its assessment is blunt: “The health of Europe’s waters is not good,” said EEA Executive Director Leena Ylä-Mononen, calling for renewed efforts to restore rivers, lakes and other waters.
