It is the direct exchange rate between those two currencies. If you mean the euro is losing value against a wider group of trading partners, use the European Central Bank’s effective exchange rate (EER/NEER). For price or cost competitiveness, use a real effective exchange rate (REER). A dollar index can provide dollar context, but it is not a substitute for any of those euro-focused measures.
Choose the measure that matches the claim
“Euro weakness” can describe three different things: the euro buying fewer dollars, the euro falling against several trading partners, or euro-area goods and services becoming less competitive after relative prices or costs are considered. These are related questions, but they are not interchangeable. Start by specifying which one you mean.

| Question | Best-fit measure | What it tells you |
|---|---|---|
| Is the euro weaker against the U.S. dollar? | EUR/USD | The bilateral exchange rate between the euro and the dollar. |
| Is the euro weaker against a broad set of trading partners? | ECB effective exchange rate (EER/NEER) | A trade-weighted measure of the euro against partner currencies. |
| Has euro-area price or cost competitiveness changed? | Real effective exchange rate (REER) | An effective exchange rate adjusted for relative prices or costs. |
| Is the U.S. dollar stronger or weaker against its own basket? | DXY/USDX or a Federal Reserve dollar index | A dollar-centered basket measure; its coverage and weighting differ by index. |
EUR/USD answers the bilateral question
EUR/USD expresses how many U.S. dollars one euro buys. If the pair falls, one euro buys fewer dollars; in that specific sense, the euro has weakened against the dollar. If the pair rises, the euro has strengthened against the dollar.
The ECB’s reference-rate page quotes currencies against the euro. It displayed EUR 1 = USD 1.1269 for 6 October 2026. That is a dated reference observation, not a live dealing price and not evidence by itself of a longer-term move or of euro performance against other currencies.
#1 Best Overall
A bilateral rate cannot establish what happened to the euro against the euro area’s wider group of trading partners. The euro could move against the dollar while moving differently against other currencies, so use EUR/USD only when the dollar is the comparison that matters.
Why DXY is not a euro-weakness index
ICE’s U.S. Dollar Index (USDX, commonly called DXY) measures the dollar against a fixed basket of six currencies. ICE describes it as “a geometrically averaged calculation of six currencies weighted against the U.S. dollar.” The euro has a 57.6% weight; the remaining weights are Japanese yen 13.6%, pound sterling 11.9%, Canadian dollar 9.1%, Swedish krona 4.2%, and Swiss franc 3.6%.
Rank #2
That large euro component makes DXY relevant to the dollar-euro relationship, but the index remains dollar-centered. Its movement also reflects the other five currencies, and its fixed basket is not a comprehensive measure of the euro against its trading partners. The euro replaced several European currencies when it launched in January 1999; ICE describes the cumulative euro-related exposure as remaining fixed at 57.6%.

Use the ECB effective exchange rate for broader euro performance
The ECB’s nominal effective exchange rate (NEER) is centered on the euro. Its broad daily index uses bilateral euro exchange rates against 40 trading partners. The ECB’s 12- and 17-partner daily nominal indices are also available.
Unlike DXY’s fixed currency weights, ECB effective-rate weights reflect trade and are updated. The methodology accounts for third-market effects and uses trade in manufactured goods and services. The current underlying reference periods include 2022–24, with updated trade weights dated 1 January 2026. This makes the NEER a more appropriate choice when the question is about the euro’s nominal external value across trading partners rather than its value against one currency.
Rank #4
Like any weighted index, the NEER is a summary: its result depends on the partner set, trade weights, and methodology. It answers a broader question than EUR/USD, not a more precise version of the same question.
Use REER when the issue is competitiveness
A real effective exchange rate adjusts a nominal effective exchange rate for relative prices or costs. This matters because exchange rates alone do not show whether euro-area goods and services have become more or less expensive relative to those of trading partners.
Best Value
REER is therefore designed for competitiveness analysis, not simply to restate whether the euro rose or fell in currency markets. Results depend on the price or cost deflator selected, so identify the particular series and deflator when citing a REER figure.

The Federal Reserve publishes a separate broad dollar index, along with advanced-economy and emerging-market indexes. Its broad series is a weighted average against a broad group of U.S. trading partners; it is not DXY’s six-currency fixed basket. The Fed says its currency weights are updated and revised annually, with possible revisions in unusual circumstances; the index weights were last revised on 24 March 2025.
The distinction matters when reading dollar news. The New York Fed reported that its broad trade-weighted dollar index appreciated 1.1% in Q1 2026, following a cumulative 7.4% depreciation in 2025. Those are broad U.S.-dollar statistics, not direct measurements of euro weakness.

A broad basket’s net result can mask opposite moves within it.
A practical way to compare the series
- Write the claim in plain language. If it says “the euro lost ground against the dollar,” choose EUR/USD. If it says “against trading partners,” choose the ECB NEER. If it says “competitiveness,” choose a specified REER.
- Keep the perspective clear. EUR/USD is a single currency pair; ECB EER is euro-centered; DXY and the Fed indexes are dollar-centered.
- Check the basket and weights. DXY uses six fixed weights. ECB effective rates use trade-based euro weights. Fed dollar indexes cover broader U.S. trading-partner groups and have their own weighting process.
- Match the time period. Compare the same start and end dates, and distinguish a daily observation from a trend or a quarterly average. Do not infer causation from the direction of an index alone.
- Use reference rates appropriately. ECB reference rates are published for information, usually around 16:00 CET on working days, and are not transaction quotes. The ECB strongly discourages their use for transactions.
What the numbers can—and cannot—establish
Exchange-rate indexes describe relative currency movements under a defined methodology. They do not, by themselves, explain why a currency moved. The Federal Reserve Board says: “The value of the dollar is determined in foreign exchange markets, and neither the U.S. Treasury nor the Federal Reserve targets a level for the exchange rate.” Avoid turning a movement in EUR/USD, DXY, or an effective-rate index into a causal claim without evidence about the period and factors involved.
