For embedded teams, that reaches beyond pre-release testing: product design and defaults, component records, vulnerability response, updates and support commitments all matter. The general application date is 11 December 2027, but some provisions take effect earlier.
What the Cyber Resilience Act means for embedded developers
The CRA sets horizontal cybersecurity requirements for a broad range of products with digital elements. Its central design requirement is risk-based: “Products with digital elements shall be designed, developed and produced in such a way that they ensure an appropriate level of cybersecurity based on the risks.” The requirement appears in Annex I, Part I of the Regulation (EU) 2024/2847.

The legal duties fall on manufacturers. Embedded developers may be responsible for implementing or supplying evidence for parts of the work, but a particular team’s role depends on its relationship to the manufacturer and product. The practical effect is that cybersecurity decisions need to be carried through the product lifecycle, rather than treated only as a final test before release.

The CRA applies to products with digital elements placed on the EU market. The product concept includes products that connect directly or indirectly to another device or network, using physical or logical means. A product does not necessarily fall outside the analysis just because it is a lower-level component or is not itself internet-facing: the Regulation recognizes that products can provide attack paths or help attackers move through systems.

Scope is product-specific. Whether a particular module, component, service or custom-built product qualifies depends on the Regulation’s definitions and the facts of how it is supplied and used. Embedded teams should therefore assess the product and its connections in context, rather than assume that every component is independently in scope—or that an indirect connection rules it out.
How secure-by-design translates into embedded work
The Regulation requires design, development and production to provide an appropriate cybersecurity level based on risk. Where applicable, products must be made available without known exploitable vulnerabilities and with a secure-by-default configuration. These are statutory outcomes; the following engineering areas are practical ways to address them, not an exhaustive checklist stated verbatim in the law.
Architecture and interfaces
Map the product’s interfaces and trust boundaries, including service ports, debug access, wired and wireless links, companion applications and communications with other devices. Use the product risk assessment to determine which interfaces should be exposed, restricted, disabled or protected in the shipped configuration.

Defaults, credentials and reset behavior
Review the initial configuration and recovery paths as shipped. A secure-by-default outcome has implications for credentials, permissions, enabled services and the behavior of factory reset or recovery modes. The appropriate choices depend on the product’s risks and intended use; the CRA does not prescribe one universal configuration for every device.
Updates and production
Consider security update mechanisms and production configuration as design concerns, not post-launch add-ons. The update approach needs to support the manufacturer’s vulnerability-handling duties during the support period. Keep records that connect risk decisions and security reviews to the product and its releases, as part of the evidence needed for technical documentation and conformity work.
What vulnerability handling and maintenance require
Vulnerability management continues after release. The manufacturer must identify and document product vulnerabilities and components, conduct effective and regular security tests and reviews, address vulnerabilities without delay, and provide security updates. For security updates, the Regulation says they should be separable from functionality updates where technically feasible.
Rank #3
Component inventory and SBOM
The manufacturer must prepare a software bill of materials in a commonly used, machine-readable format that covers at least the product’s top-level dependencies. The requirement makes component records useful beyond a one-time compliance document: in practice, teams can connect an inventory to vulnerability intake, impact analysis, patch testing and release planning. The Regulation specifies the SBOM outcome, not a particular toolchain or inventory product.

Information about a fixed vulnerability is generally to be disclosed once the security update is available. The Regulation allows a narrow, justified delay where the risks of publication outweigh the security benefits. This makes coordination between remediation, update availability and disclosure part of the response process.
Support period
The manufacturer determines the support period; the CRA does not set one universal number of years for all products. That period must reflect how long the product is expected to be used, taking into account reasonable user expectations, the product’s nature and intended purpose, relevant Union law and the other factors set out in the Regulation. Vulnerability-handling obligations apply during that support period.
Rank #4
How third-party and open-source components fit
Manufacturers must exercise due diligence when integrating third-party components so that those components do not compromise the product’s cybersecurity. This expressly includes free and open-source software. If the manufacturer identifies a vulnerability in an integrated component, it must report it to the component’s manufacturer or maintainer and address and remediate the vulnerability. Where relevant, the Regulation also calls for sharing fix code or documentation.
A practical implementation is to connect component ownership and version records to vulnerability triage, supplier or maintainer contact, patch validation and product-release planning. Those linked processes help teams act on component findings within the product’s support period; the CRA does not mandate a single workflow or tool.
When does the Cyber Resilience Act apply?
The Regulation staggers its application dates. The official dates in the CRA and the EUR-Lex legislative summary are:
Best Value
| Date | What applies |
|---|---|
| 11 June 2026 | Chapter IV provisions concerning conformity-assessment bodies. |
| 11 September 2026 | Article 14 reporting obligations concerning actively exploited vulnerabilities and severe incidents affecting product security. Article 14 also applies to in-scope products placed on the market before the general application date, as provided by the Regulation’s transitional provisions. |
| 11 December 2027 | The CRA’s general application date. |
The earlier Article 14 date means manufacturers should not treat the general application date as the first point at which the Regulation can affect their products. The specific Article 14 duties and transitional provisions are set out in the legal text.
A practical readiness sequence for embedded teams
The CRA does not prescribe a single readiness plan. These steps are an engineering-oriented way to organize work around the statutory duties:
- Map products and connections. Identify products placed on the EU market and document direct and indirect connections, including relevant physical and logical interfaces.
- Assign ownership. Clarify which manufacturer team owns product risk decisions, component records, vulnerability response, update delivery and support-period commitments.
- Build component visibility. Maintain component and vulnerability documentation, including a machine-readable SBOM covering at least top-level dependencies.
- Connect intake to remediation. Establish how the team receives vulnerability reports, assesses product impact, contacts relevant component maintainers, tests fixes and prepares security updates.
- Document product decisions and evidence. Retain risk assessment, testing and review records, update and support decisions, and material needed for technical documentation and conformity work.
When evaluating an implementation approach, compare its coverage of indirect connections, SBOM depth and machine-readability, vulnerability intake through disclosure, support and update commitments, open-source due diligence, and retained evidence. These are useful assessment criteria, not a ranking or a guarantee of compliance.
