Issuance is ETH created by protocol rules, chiefly validator rewards after the Merge. Burns remove ETH from supply, chiefly the EIP-1559 transaction base fee. Net issuance is issuance minus ETH burned or otherwise removed over the same interval. To turn that change into a rate, specify the time period and the starting supply used as the denominator.
That distinction explains why ETH can have positive gross issuance while its total supply falls over a particular period—and why a dashboard’s annualized rate is not a promise about what will happen over a full year.

What ETH inflation rate and net issuance mean
In this context, “inflation” means a change in the quantity of ETH supply, not a rise in consumer prices. An ETH supply metric describes how many units exist under a source’s accounting convention and how that amount changes over time. The Ethereum Foundation has also distinguished monetary inflation from price inflation in its historical explanation of Ethereum’s issuance model; its early protocol assumptions should not be treated as current rules.
Four terms are useful when reading a supply chart:
- Total supply: the cumulative ETH counted as existing at a particular time, according to the source’s accounting method.
- Issuance: ETH created under protocol rules. In today’s post-Merge system, this principally means consensus-layer validator rewards.
- Burn: ETH removed from supply. The main widely discussed burn is the EIP-1559 base fee, though other protocol mechanisms and fee categories can also be counted.
- Net issuance: gross issuance minus ETH burned or otherwise removed during the same interval, using a consistent accounting convention.
Positive net issuance means supply increased over the interval; negative net issuance means it decreased. A positive issuance figure alone does not tell you whether total supply grew, because it leaves out the burn.

The basic calculation
For a specified interval, a useful rate calculation is:
Net issuance rate = (ETH issued − ETH burned) ÷ ETH supply at the start of the interval × 100
The result is a percentage change over that interval. If the interval is one day, it is a daily rate; if it is a year, it is a yearly rate. A dashboard may instead annualize a shorter interval. That is a calculation based on the selected period, not necessarily the amount by which supply changed in the last calendar year or a forecast of the next one.

Why the Merge changed ETH issuance
Ethereum completed its transition from proof of work to proof of stake in September 2022. After the Merge, execution-layer proof-of-work issuance ceased; validator issuance continued on the consensus layer. The change therefore altered both the source and scale of gross new ETH issuance. The Ethereum.org Merge explainer gives historical estimates to illustrate that shift, but those figures depend on assumptions stated on the page and are not live rates.

These examples are useful for understanding the direction and scale of the transition, not for answering “What is ETH’s rate right now?” Current validator participation affects issuance, while current transaction demand affects burn. A present-day rate needs a dated observation and a stated calculation method.
How EIP-1559 burning affects supply
EIP-1559 separates a transaction’s base fee from its priority fee. The protocol calculates and adjusts the base fee with gas demand; that base fee is burned. The priority fee is paid to the block producer. As a result, not every fee paid by a user is destroyed, and a transaction fee total should not be mistaken for the amount of ETH burned.

The EIP-1559 specification describes the base fee as burned by the protocol and explains the supply consequence: if more ETH is burned than generated, ETH supply falls for that interval; if more is generated than burned, it rises. The mechanism does not impose a fixed supply or guarantee permanent deflation.

Burn is tied to use of block space. When demand and the base fee are higher, base-fee burn can offset or exceed issuance for a period. When burn is lower than issuance, net issuance is positive. Neither condition by itself establishes what the next interval will look like.
Not every supply change is the base-fee burn
Depending on the data source and accounting scope, supply accounting may include more than EIP-1559 base-fee burn. Geth’s documented supply tracer distinguishes fields for issuance and several burn categories, including EIP-1559, blob, and miscellaneous burns. Its documentation also describes validator withdrawals under issuance. Thus, two dashboards can disagree without either number being a simple arithmetic error: they may be counting different categories or applying different conventions.

How to compare ETH supply metrics fairly
Before comparing a rate from one dashboard with a figure from another, check whether they answer the same question. Compare these elements:
- Gross issuance or net change: does the figure count newly created ETH alone, or subtract burns?
- Realized period or annualized rate: is it a measured change over a completed interval, or a shorter interval scaled to a year?
- Time window and timestamp: what are the exact start and end points, and when was the snapshot captured?
- Denominator: what starting supply was used to calculate a percentage?
- Included categories: does the burn include base fees, blob fees, and other removals? How does it account for withdrawals and other issuance fields?
- Chain data handling: does the calculation account for reorganizations consistently?
These details matter most when a percentage is quoted without its method. A number labeled “inflation” could mean gross issuance as a share of supply, net supply change over a past interval, or an annualized estimate derived from a shorter observation. Those are not interchangeable measurements.

Where to find current ETH supply information
There is no single stable current rate: issuance and burn move with network conditions. Ethereum.org’s Understanding ETH Supply and Issuance page, last updated June 6, 2026, points readers to live supply and issuance data from Ultrasound Money and Etherscan. Treat any live dashboard value as a snapshot, and preserve its timestamp if quoting it.
For an independently reproducible calculation, Geth documents a supply-tracing workflow in its live tracing documentation. The documented tracer can record per-block issuance and burn fields. Geth cautions that the tracer does not handle chain reorganizations itself, so downstream processing must account for them. A reproducible rate also requires choosing the interval, deciding which categories to include, obtaining the start-of-period supply, and applying the same conventions throughout.
- Choose the question. Decide whether you need gross issuance, net ETH change, or a percentage rate.
- Set a defined interval. Record exact start and end times, preferably with a timezone, rather than relying on an unspecified “current” period.
- Use consistent accounting. Include issuance and burns over the same interval and state which burn categories are counted.
- Calculate against the opening supply. For a percentage rate, divide net change by supply at the interval’s start, not an unstated or mismatched supply figure.
- Label annualization clearly. If scaling a short-window result to a year, call it annualized and identify the measured window; do not present it as a realized calendar-year change.
Is ETH inflationary or deflationary?
The accurate answer depends on the interval being measured. ETH is inflationary over an interval when issuance exceeds burns and other removals under the chosen accounting convention. It is deflationary over an interval when removals exceed issuance. ETH may therefore move between positive and negative net issuance as validator participation and network use change.
“ETH is deflationary” without a time window is too broad. It can describe a measured period or a dashboard’s annualized reading, but it is not a permanent protocol guarantee. Equally, a positive gross issuance number alone does not establish that supply increased, because the burn must be included to calculate net issuance.
How to read proposals about future issuance changes
EIP-8363, titled “Tapered Issuance Burn,” proposes deducting a staking-ratio-dependent fraction of validator rewards, with a described saturation point. The EIP-8363 proposal text describes a proposal, not evidence that the change has been adopted or activated. Its modeled estimates and curves should not be mixed into present-day supply figures unless an authoritative current source confirms activation.
When a proposed change appears in a chart or discussion, separate three things: the rules currently active on-chain, the proposal’s conditional model, and any forecast derived from that model. Only the first belongs in a statement of current ETH supply accounting.
