A credible Ethereum layer 2 (L2) exit plan is one you can use without the operator’s permission. Before choosing a network, check whether its contracts let users force or prove a withdrawal on Ethereum, whether the data needed for that withdrawal is available, and whether upgrade or governance powers leave enough time to act. No maturity label alone guarantees that you can exit.
What does a credible exit plan need to do?
It needs to give users a practical route from the L2 to Ethereum even if the operator stops responding, censors transactions, or behaves maliciously. That route should be backed by the network’s contracts and available state data—not merely a promise that the operator or a support team will help.

Ethereum.org explains that users of ZK-rollups can submit transactions directly to the rollup contract on Ethereum mainnet to force an exit without operator permission. The precise steps depend on the rollup’s implementation, so the term “ZK-rollup” by itself does not tell you which contract call, proof, or wallet support you would need.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteState data is part of the exit path. Onchain data availability lets users independently verify state; without access to the information needed to establish a balance or withdrawal, users may be unable to query what they own or initiate a withdrawal that depends on that state. Verify how a network publishes data and whether users can obtain the information required to prove their own exit.

Compare the exit route, not just the label
Use each network’s current technical documentation alongside its L2BEAT entry. Record the concrete mechanism and its limits rather than relying on a general description such as “users can withdraw to Ethereum.”
| What to check | Questions to answer | Why it matters |
|---|---|---|
| Operator failure and censorship | Is there an L1 forced-transaction or escape mechanism? Can an ordinary user invoke it, and what delay applies? | A route that depends on the operator cooperating may fail in the situation you are assessing. |
| State data | Where is transaction data published? Can you independently reconstruct the state needed to prove a withdrawal? | A withdrawal mechanism is only useful if the information needed to use it is available. |
| Exit window | How long do you have after a withdrawal request, forced transaction, or upgrade to act? Do challenge periods or forced-sequencing delays affect that time? | The practical window determines whether users can respond before changes take effect. |
| Upgrade and pause authority | Who can upgrade or pause the rollup or bridge contracts? Could that authority block withdrawals or make a change before users can exit? | Administrative controls can affect whether a technically available escape route remains usable. |
| Proposer failure | If the normal proposer stops submitting state, can another party submit what is needed for a withdrawal? | A chain might freeze even if user balances remain represented in its state. |
| Operational burden | What contract calls, proofs, wallet features, and Ethereum transactions would a user need? | A route that exists in theory may be difficult to execute without the required data, tools, and L1 transaction access. |
Do not assume a particular mass-exit fee or congestion level. The available sources do not establish a reliable estimate for either in a future shutdown scenario.
How do ZK-rollup and optimistic-rollup exits differ?
ZK-rollups
ZK-rollups use validity proofs accepted by an Ethereum contract. Ethereum.org says users can submit transactions directly to the rollup contract to force an exit without the operator. Whether that gives a practical route depends on the specific contract design and whether the state information required for the withdrawal is available.

Optimistic rollups
Optimistic rollups use a fraud-proof challenge process. Ethereum.org describes L2-to-L1 withdrawals as generally involving a challenge period of roughly seven days. That is a general explanation, not a timing guarantee for every network: check the network’s current withdrawal mechanics and actual window. Liquidity providers may offer a faster route in exchange for a fee, but this is an optional service rather than the underlying protocol exit.
Could an upgrade or governance decision cut off your exit?
Check who can change or pause the contracts, how quickly a change can take effect, and how those powers interact with the time users have to withdraw. L2BEAT’s methodology discusses bounded delays for forced transactions and the relationship between exit windows and security-council upgrade arrangements. A forced route is less useful if an upgrade can overtake the time users need to use it.
For each network, identify the relevant authority and its actual delay or veto powers in the current technical documents. Do not treat the existence of a security council, timelock, or emergency pause as sufficient on its own; the question is what each can do to the exit path and how much time users retain.

What do L2 stages and maturity ratings tell you?
L2BEAT reports properties such as sequencer failure, state validation, data availability, exit window, and proposer failure separately. Its live overview also cautions that stage labels do not reflect project security. Treat those fields as prompts for inspection, not as a single pass/fail safety score.

Ethereum.org’s explorer uses maturity criteria that include stage, total value locked (TVL), time in production, and risk assessment. Those criteria provide context about maturity; they do not replace checking the actual exit mechanism, the data it needs, or the people who can change it.

In a March 23, 2026 post, the Ethereum Foundation said: “L2s working towards trust-minimization should at least reach Stage 1 and pass the ‘walkaway’ test, meaning users can safely exit to L1 even in the presence of malicious operators or security council failure.” This is the Foundation’s recommendation for projects pursuing trust minimization, not a blanket guarantee that any named L2 passes.

Use the test as a practical question: if the operator disappeared or acted maliciously, and the security council also failed, could you still move your assets to Ethereum using the documented mechanism and available state data? Confirm the answer against the network’s current contracts and assessment rather than inferring it from a badge.
Does a shutdown mean you must exit immediately?
Not necessarily. A shutdown does not by itself establish that users must race one another, but a slow or congested exit route can make delay consequential. Ethereum.org’s Plasma overview notes that mass exits can congest Ethereum; Plasma’s exit-game design is distinct from rollup mechanisms, so this is a caution about possible L1 congestion rather than evidence of a particular rollup’s exit behavior or future fee.
