Find and replace yours safely.Free scan · under a minuteThe right enterprise SMS platform is the one that can legally reach your destinations, sustain your actual traffic pattern, expose enough delivery data to operate it, and fit your integration and governance model. Start by documenting use cases, countries, direction of traffic, monthly volume, peak bursts, SMS/MMS mix, and two-way needs. Then make every vendor answer the same sender, capacity, compliance, observability, integration, support, and contract questions.
No single platform is universally best. Sender rules, registration, throughput, pricing, and service commitments vary by country, carrier, account, and campaign. A defensible shortlist is therefore workload-specific rather than based on a global-coverage or “best deliverability” claim.

Begin with a workload definition, not a vendor list
Write a one-page messaging profile before requesting demonstrations or quotes. It becomes the control document for every subsequent comparison.
Classify the messages
- Transactional: one-time passwords, alerts, receipts, appointment reminders, shipping updates, and other service messages.
- Promotional: offers, launches, re-engagement, and other marketing traffic, usually subject to different consent and content rules.
- One-way: the business sends messages and does not expect replies.
- Two-way: recipients can reply to a number or short code and the application must receive, route, and process those messages.
Record these categories separately. A provider may support all of them while applying different sender, registration, throughput, or policy requirements to each.

Record geography and traffic direction
List every destination country (and, where relevant, carrier or region), not just “global.” Sender types, registration procedures, prohibited content, opt-out wording, and local restrictions differ by jurisdiction. Also record whether traffic is outbound only, inbound only, or conversational. A design that works for a US alerting service may not be valid for a two-way service in another country.
Describe volume as a time series
Provide monthly volume, normal messages per minute, largest burst, burst duration, daily seasonality, and the proportion of SMS to MMS. Include launch events, payroll days, incident spikes, and other foreseeable peaks. “Messages per month” alone is not enough to size queues or carrier capacity.
Choose the sender type for each market
Sender identity affects recognition, reply capability, registration, throughput, and deliverability. Ask each provider to map an approved sender type to every destination in your workload instead of assuming one global option.
| Sender type | Typical role | Questions to resolve |
|---|---|---|
| Long number | Dedicated or shared telephone number used for messaging and, where enabled, replies. | Is it local to the destination? Can it receive replies? What registration, lease, and throughput rules apply? |
| Short code | Short, memorable number commonly used for high-volume or consumer-facing programs. | What countries support it, how long is provisioning, and what approval, keyword, and campaign rules apply? |
| US 10DLC | US 10-digit long-code application-to-person (A2P) traffic under carrier registration. | Who registers the brand and campaign, what consent flows are required, and what throughput is assigned after vetting? |
| Toll-free | North American toll-free number used for application messaging, often with two-way capability. | Is verification required, which message categories are accepted, and how are replies and filtering handled? |
| Alphanumeric sender ID | Brand-like text sender used in markets that permit it. | Is it sender-only, or can recipients reply? Is pre-registration required, and are characters or content restricted? |
Infobip’s SMS documentation covers these sender families alongside country-specific restrictions and registration requirements. Treat that as a starting capability description, not proof that every option is available for your account or chosen country.
What is A2P 10DLC?
A2P 10DLC is a US carrier-established system for application-originated messages sent to US numbers over 10-digit long codes. Registration identifies the sending brand and the campaign. Campaign information includes the purpose of the messages and the opt-in, opt-out, and help experience.
Make 10DLC a procurement workstream
- Describe each US campaign separately: use case, message examples, expected volume, and whether messages are transactional or promotional.
- Document how a recipient opts in, how the first confirmation is sent, how the recipient opts out, and how help is provided.
- Ask the provider whether it submits the brand and campaign registration, what information it needs from you, and who owns corrections or appeals.
- Request the account-specific throughput and queue behavior assigned after verification and vetting.
- Confirm current review times, fees, rejection reasons, and escalation contacts in writing.
10DLC is US-specific. Do not use its terminology as a proxy for compliance in other jurisdictions; obtain a separate sender and registration plan for each country.

Match capacity to the real traffic pattern
Capacity is not a single platform-wide number. Limits can vary by carrier and depend on verification, vetting, campaign type, and whether traffic is SMS or MMS. Ask for a destination- and campaign-specific answer to all of the following:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Allowed and expected messages per second during normal operation and your largest burst.
- Whether the limit applies per sender, campaign, account, destination carrier, or route.
- How queues behave when the application sends faster than the permitted rate.
- Whether the provider throttles, rejects, delays, or retries traffic, and which signal exposes that state.
- How SMS and MMS capacity differ.
- What changes after brand or campaign vetting, number verification, or a volume increase.
Infobip’s throughput reference describes carrier-dependent US 10DLC limits; the practical lesson is to obtain current values for your own registration and destinations rather than copy a generic table.
Do not scale by collecting numbers indiscriminately
Using multiple numbers simply to push more traffic can trigger carrier filtering. Twilio specifically warns against treating number multiplication as a throughput strategy. Ask vendors to explain their compliant scaling model: sender assignment, campaign registration, pacing, queueing, and when a higher-capacity sender such as a short code is appropriate.
Design back-pressure into your application
Your producer should tolerate a provider-side queue and should not retry blindly when a request is throttled. Use an idempotent message identifier, bounded retries with backoff, a dead-letter path for permanent failures, and alerting when queue age exceeds your business limit. Require the provider to document whether accepted means “queued,” “submitted to a carrier,” or “delivered.”
Compare delivery visibility and operations
Sending an API request is only the first state transition. An operations-ready platform lets you follow a message through acceptance, carrier submission, delivery, expiry, or failure and gives you enough detail to investigate.

Validity and expiry
Ask how long a message remains eligible for delivery, whether validity is configurable, and what status is returned when the window expires. A one-time password may have a short business lifetime, while a non-urgent notification may tolerate a longer queue.
Error detail and investigation
Request examples of carrier error codes, provider error codes, invalid-number responses, filtered-content responses, expired messages, and rate-limit responses. Find out which party can investigate a failure and what message, sender, destination, timestamp, and registration identifiers support escalation.
Operational reporting
Check whether reports can be filtered by sender, campaign, country, carrier, message type, and time range; exported or accessed by API; and reconciled with your own message IDs. Confirm timezone, aggregation delay, data retention, and role-based access before treating a dashboard as an operational source of record.

Evaluate integration fit before signing
REST API and SDK coverage
Confirm that the API supports the whole lifecycle you need: outbound SMS and MMS where applicable, inbound messages, delivery status, media handling, scheduling, cancellation if offered, and idempotency. Compare SDK language coverage with your production stack and check versioning and deprecation policy.
Authentication and secret handling
Sinch documents token authentication alongside REST APIs and SDKs. Validate the exact token type, scope model, rotation process, environment separation, IP restrictions, audit logging, and rate-limit headers. Never make a decision from the existence of an “API key” label alone.
Inbound and two-way routing
For two-way use cases, test keyword handling, replies to the original sender, opt-out interception, media attachments, Unicode text, and webhook retries. Establish how the platform distinguishes a carrier-generated opt-out from an ordinary reply and how your application is prevented from sending again when a recipient has opted out.

When SMPP is justified
SMPP can fit organizations with existing telecom infrastructure, high-control routing, or a requirement to manage persistent binds and delivery receipts directly. Sinch documents an enhanced SMPP service. Ask whether SMPP is available in your geography, which bind modes and delivery-receipt fields are supported, how connections fail over, and whether the provider recommends REST for any traffic class. If your team has no SMPP operational expertise, the apparent control may add more risk than value.
Make compliance and governance testable
Separate provider controls from your own legal and industry obligations. A platform may supply registration workflows and suppression tools, but your organization remains responsible for lawful consent, message content, data handling, and internal approvals.
- Consent evidence: retain when, where, and how each recipient opted in, including the disclosed sender and message purpose.
- Opt-out behavior: define supported keywords, confirmation messages, suppression timing, and procedures for manual suppression.
- Help and identity: ensure recipients can identify the sender and obtain help through the promised channel.
- Campaign governance: map every sender and campaign to an owner, approved templates, markets, and expiration or review date.
- Data controls: verify retention, deletion, subprocessors, access logging, regional processing, and incident notification in the contract and security materials.
- Policy enforcement: understand content screening, blocked categories, appeal paths, and whether a policy decision can pause unrelated traffic in the same account.
For US 10DLC, include brand and campaign registration details in the governance record. For other countries, repeat the exercise with the local sender and registration rules rather than reusing a US assumption.
Use a like-for-like vendor scorecard
Give every shortlisted provider the same workload: the same countries, sender requirements, traffic shape, message samples, inbound flows, and reporting expectations. The following structure keeps capability evidence separate from commercial assumptions.
| Axis | Evidence to request | Decision test |
|---|---|---|
| Coverage and local requirements | Destination list, available sender types, number provisioning, registration steps, restrictions, and estimated lead times. | Can every required market use an approved sender with a documented path to launch? |
| Traffic shape and scale | Peak rates, daily volume, SMS/MMS split, carrier-specific limits, queueing, throttling, and campaign dependencies. | Does capacity cover the largest burst without an unsafe number strategy? |
| Messaging functions | Outbound and inbound support, two-way conversations, scheduling, callbacks, reports, and channel-specific features. | Can the platform represent every required message state and interaction? |
| Integration and operations | REST API, SDKs, SMPP where applicable, authentication, error detail, monitoring, retention, and escalation. | Can engineering integrate it and can operations diagnose failures without vendor guesswork? |
| Compliance and governance | Consent and opt-out tooling, registration workflow, policy enforcement, audit data, and security documentation. | Can legal, security, and product owners approve the operating model? |
| Commercial assurance | Current destination-specific pricing, minimum commitments, service levels, support coverage, data-processing terms, and security attestations. | Are all material costs and obligations written into the proposed agreement? |
Document unknowns as “not stated” until the provider supplies written evidence. Do not convert a marketing label such as “enterprise-grade” into a score.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteValidate claims with a controlled pilot
Documentation describes mechanisms; a representative pilot shows whether your implementation and operating procedures work together. Keep the pilot narrow enough to diagnose each result.
Best Value
- Use representative destinations: include every required country or a documented sample of each route and sender type.
- Exercise both directions: send transactional and promotional test messages where permitted, receive replies, and trigger opt-out and help flows.
- Capture every identifier: retain your application ID, provider message ID, sender, destination, timestamps, status events, and error details.
- Test burst behavior: send a controlled peak pattern and observe acceptance, queue age, throttling signals, retries, and final delivery reports.
- Break the integration: return non-2xx responses from your webhook, interrupt an SMPP connection if used, rotate credentials, and verify recovery and deduplication.
- Run an incident drill: ask support to investigate a deliberately failed or expired message and record the data they require and the escalation time.
- Freeze the acceptance record: attach the observed behavior, unresolved limitations, and promised fixes to the commercial decision rather than relying on a verbal demonstration.
Questions to put in the request for proposal
- For each destination, which sender types can you provision, and what registration, approval, or verification is required?
- For US traffic, who submits the 10DLC brand and campaign registration, what consent evidence is required, and how are assigned throughput and throttling exposed?
- Given our stated peak, what is the expected rate per sender, campaign, carrier, and account for SMS and MMS?
- What does an accepted API response mean, and which events distinguish queued, submitted, delivered, expired, filtered, and failed?
- Are delivery events available by webhook, polling, or both? What are retry, ordering, deduplication, and retention rules?
- How are invalid numbers, carrier errors, policy blocks, and rate limits represented and investigated?
- Which REST resources, SDKs, inbound features, and authentication methods are available in our region?
- Is SMPP available for our account and geography, and what failover and delivery-receipt behavior is supported?
- What support tier, response targets, escalation path, and incident communications apply to our traffic?
- Which current pricing, minimums, registration fees, service levels, data-processing terms, and security attestations will appear in the contract?
Documented capabilities are examples, not a ranking
Official documentation provides useful starting points, but the capabilities below still require account- and geography-specific confirmation.
| Provider | Documented capabilities | Still to verify |
|---|---|---|
| Twilio | US A2P 10DLC documentation covering brand and campaign information, plus guidance on scaling practices and number strategy. | Current registration review times, fees, account-specific limits, support, contractual commitments, and coverage for the intended destinations. |
| Infobip | SMS documentation covering sender options, inbound and outbound messaging, delivery tracking, reporting, compliance and security resources, and country-specific requirements; throughput material discusses carrier-dependent US 10DLC limits. | Exact feature availability for the selected solution and country, account-specific throughput, pricing, and contractual or security evidence. |
| Sinch | SMS documentation covering REST API sending and receiving, delivery reports, SDKs, US-region MMS enablement, and an enhanced SMPP service. | Availability for the buyer’s account and geography, exact limits, pricing, service levels, and assurance documents. |
These examples show how to read a capability statement: identify the documented mechanism, then obtain written confirmation for your account, destination, traffic type, and contract.
Common procurement mistakes and their fixes
Choosing “global” coverage without a country matrix
Symptom: a launch discovers that the preferred sender is unavailable or requires registration in one important market. Fix: maintain a country-by-country matrix of sender, registration, lead time, message restrictions, inbound support, and fallback.
Using monthly volume to size a bursty workload
Symptom: ordinary days work, but a campaign or incident creates queue growth and delayed codes. Fix: submit the largest burst and duration, obtain limits in writing, and design application back-pressure.
Treating submission as delivery
Symptom: internal dashboards show success while recipients do not receive messages. Fix: reconcile provider status events with your message IDs and alert on delivery, expiry, and failure—not merely API acceptance.
Adding numbers to evade limits
Symptom: filtering increases after traffic is spread across many long codes. Fix: follow the provider’s compliant sender and registration strategy and ask when a different sender class is appropriate.
Leaving two-way behavior until the end
Symptom: replies, opt-outs, or help requests arrive but cannot be routed reliably. Fix: test inbound webhooks, keyword handling, suppression, and conversation correlation in the pilot.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A practical go/no-go gate
Proceed only when each required destination has an approved sender and registration path; peak capacity and throttling are documented; delivery and error events reach your systems; inbound and opt-out behavior passes the pilot; integration and security owners approve the controls; and current pricing, support, service levels, data-processing terms, and security attestations are contractual. If any item remains an assumption, record it as a launch dependency rather than treating the platform as ready.
