Enterprises secure cloud services and AI systems by treating them as one business-risk program: assign owners, know what data and identities each system uses, enforce access policies, monitor activity, protect recovery paths, and manage AI risks throughout the system lifecycle. No cloud provider or framework takes over that accountability. The practical starting point is an inventory connected to business impact, followed by controls tailored to each service and AI use.

How should an enterprise organize cloud and AI security?

Make security decisions part of enterprise risk management, not a separate list of technical findings. NIST’s Integrating Cybersecurity and Enterprise Risk Management (ERM), IR 8286 Rev. 1, published in December 2025, describes connecting cybersecurity risks to mission and business objectives and communicating risk from system and organizational levels upward.

That connection changes what decision-makers need to see. A finding should identify the affected system, its business importance, the potential impact, the accountable owner, the treatment decision, and whether the exposure is improving or worsening. A technical score without that context may not tell leaders which risk needs attention first.

NIST’s CSF 2.0 Enterprise Risk Management Quick-Start Guide, SP 1303, published in October 2024, likewise describes an enterprise-wide process for monitoring risk across organizational units. These publications offer ways to structure and communicate decisions; they are not certifications that a system is safe. Tailor outcomes to the organization’s architecture, threats, legal and sector obligations, and risk tolerance.

What should the enterprise inventory?

Build an inventory that covers cloud and AI assets together. A cloud-only list can miss the AI service, data flow, or third-party dependency that changes the risk; an AI-only register can miss the identity and infrastructure controls around deployment.

Cloud accounts, workloads, and data

  • Record cloud accounts, tenants, subscriptions, workloads, data stores, identities, and third-party services.
  • For each asset, assign a business owner and operational owner; record data sensitivity, provider dependencies, and risk priority.
  • Connect significant exposures to an enterprise risk register or equivalent, with a named owner and treatment decision.

AI systems and their use

Include systems developed internally and services procured from outside the organization. Record each system’s purpose, users, data inputs, model or service dependencies, deployment setting, and lifecycle stage. The inventory should make it possible to identify who is accountable for the system and where to assess it as it changes from design and development to deployment, use, and evaluation.

Who is responsible for cloud security?

Responsibility is shared, but the division depends on the service and its configuration. The provider may operate parts of the underlying service, while the enterprise remains responsible for decisions and controls such as customer configuration, identity, data, logging, and recovery where those duties apply. Do not infer from a provider’s security claims that every customer-side control is covered.

For each service, document who configures, monitors, and recovers each asset. Review that allocation when adopting a service, changing its use, or relying on a new provider feature. CISA’s ransomware guidance specifically advises organizations to review their cloud shared-responsibility model; its examples are guidance to adapt to the enterprise’s own services, contracts, and obligations.

  • SaaS: identify which customer-side settings, identities, data protections, logs, and recovery tasks remain with the enterprise.
  • PaaS: map responsibilities for the managed platform alongside the applications, data, access, and configuration the enterprise operates.
  • IaaS: record the boundary between provider-operated infrastructure and enterprise-managed workloads, identities, data, configuration, monitoring, and recovery.

These are prompts for a service-specific responsibility map, not a universal allocation of duties. The exact division varies by provider and service.

How should access work across cloud environments?

Manage access as an identity and policy problem rather than trusting a request because it comes from a familiar network location. NIST SP 800-207A, published in September 2023, applies zero-trust architecture to cloud-native applications in multi-cloud environments and emphasizes policies for identities at both the identity and network tiers, including application and service identities.

  • Review privileged access frequently and include applications, services, third parties, and workloads in access reviews—not only employees.
  • Select authentication methods for compatibility with the identity provider, phishing resistance, recovery, administrative scale, and user needs.

CISA describes multifactor authentication as part of federal cybersecurity direction. Private enterprises should adapt that guidance to applicable rules and their own architecture. Hosting a workload in the cloud does not, by itself, establish zero trust.

How can teams detect misconfiguration and suspicious activity?

Set approved configuration baselines, detect drift from them, and automate repeatable controls where feasible. Centralize logs and alerts so investigators can correlate events across providers and on-premises systems. CISA’s cloud architecture material describes cloud security posture capabilities alongside continuous monitoring, alerting, identity and access management, and risk assessment.

Visibility should include both resource status and activity. NIST’s zero-trust guidance highlights monitoring access requests and changes such as directory updates. Decide which logs are needed for investigation, who responds to alerts, and how findings reach the people who can correct the underlying exposure. Collecting logs without an owner or response process does not resolve the risk they reveal.

How should enterprises protect data and recover from ransomware?

Map sensitive data flows and apply access restrictions, encryption, and key-management practices appropriate to the environment. Confirm how the provider and customer divide data-protection and recovery responsibilities for each service.

Maintain backups that are protected against unauthorized modification or deletion, and test restoration against business recovery objectives. CISA recommends frequent backups, enabled logging and alerts, and deletion protections such as object lock where supported. These are safeguards, not guarantees against ransomware; the appropriate backup design and retention depend on the service and business requirements.

How should an enterprise manage AI risk?

Use lifecycle governance: identify the system’s purpose and context, assign accountability, assess behavior and controls, and manage the risks that matter for that use. NIST’s AI Risk Management Framework (AI RMF) 1.0 organizes this work into four functions. NIST describes the framework as voluntary and intended to improve the incorporation of trustworthiness considerations into AI design, development, use, and evaluation. It does not replace applicable law or sector obligations.

AI RMF function Enterprise question
Govern Who owns the system and its risks, and how are responsibilities and policies maintained?
Map What is the system for, who uses it, what context matters, and what foreseeable impacts should be considered?
Measure How will the organization evaluate system behavior, trustworthiness, and the effectiveness of controls?
Manage Which risks need treatment, who will act, and how will the organization monitor them over time?

For the particular deployment, consider data exposure, access to model endpoints, integration permissions, third-party dependencies, and monitoring. Their importance depends on the system and how it is used; they are not a substitute for assessing its context and impacts.

As of October 2026, NIST says the AI RMF 1.0 is under revision. Its AI RMF materials also record an April 7, 2026 concept note for a critical-infrastructure profile. A concept note is not a final standard, so organizations should distinguish it from the published AI RMF 1.0 when documenting which guidance they use.

What should leaders measure and review?

Choose a small set of measures that connects technical exposure to decisions, rather than treating a single score as proof of security. For each measure, show the affected business service, accountable owner, treatment decision, and trend.

  • Exposure from privileged access.
  • Unresolved critical findings.
  • Coverage of required logging and alerting.
  • Recovery-test outcomes against business recovery objectives.
  • High-risk AI systems in the inventory and the status of their risk treatment.

These measures are useful only when leaders can see who is responsible and what action follows. Set targets in the context of the enterprise’s own risk tolerance; the cited NIST guidance does not establish a universal benchmark for these measures.

How can an enterprise compare security approaches?

There is no single cloud or AI architecture suitable for every enterprise. Compare options against operating needs and risk, and record the trade-offs before adoption or major change.

Decision area What to examine
Service model and responsibility For SaaS, PaaS, or IaaS, who configures, monitors, and recovers each asset?
Identity coverage Are workforce accounts, administrators, service identities, workloads, applications, and third parties covered?
Visibility Can teams centralize audit logs, detect configuration drift, alert, and investigate across accounts and providers?
Data protection and recovery How are access, keys, backup isolation, deletion protections, and demonstrated restoration handled?
AI lifecycle governance Are ownership, context, security and privacy evaluation, monitoring, and risk treatment addressed at each stage?
Operating burden and integration Can staffing, provider-specific tooling, automation, and integrations be sustained, and do findings reach enterprise risk owners?

Use the comparison to make gaps and ownership visible. A control that cannot be operated, monitored, or connected to the relevant risk owner is not a complete operating plan.
