An engineering services company is typically hired to perform technical work or deliver a defined service; a staffing firm typically supplies people to add labor capacity to a client’s workforce. The practical test is not the provider’s name: it is what the contract says the buyer receives, who directs the work, and who is accountable for the result.
What is the difference between an engineering services company and a staffing firm?
The central difference is the object of the purchase. In an engineering-services engagement, the client buys technical work—potentially design, advisory, construction oversight, or project support. In a staffing engagement, the client generally buys access to workers for a period or assignment.

That distinction is useful, but not absolute. Providers may offer staffing alongside project-based work, consulting, or managed services. A firm’s brand or industry label alone does not establish how a particular engagement works.

| Decision point | Engineering-services engagement | Staffing engagement |
|---|---|---|
| What the client purchases | Technical work or a contracted engineering service; possible examples include design, advisory, or project support. | Workers or labor capacity supplied to the client. |
| Who directs day-to-day work | Depends on the scope and contract; the provider may undertake technical work or an outcome. | ManpowerGroup describes its contingent employees as performing services under client supervision. This is its description, not a universal legal definition. |
| What to examine for accountability | Defined scope, deliverables, acceptance criteria, and project responsibilities. These must be established in the particular agreement. | Candidate supply, hours, assignment length, supervision, and any employer responsibilities specified in the agreement. |
| How payment is measured | Confirm the basis in the proposal and contract; the cited sources establish no universal engineering-services pricing model. | ManpowerGroup says its described staffing and interim contracts recognize revenue over time at a fixed amount per service hour. That is a company-specific example, not a rule for all staffing firms. |
How supervision and accountability change the decision
When the client directs the work
Client supervision is a useful sign of labor augmentation: the provider supplies workers, while the client directs their day-to-day activity. ManpowerGroup’s 2025 Form 10-K describes its staffing and interim services this way, calling them an augmentation of clients’ workforces with contingent employees performing services under client supervision. When the provider is responsible for technical work
An engineering-services contract may assign the provider a technical scope or a specific outcome. For example, a 2022 SEC-filed annual report describes outsourced design, construction oversight, advisory, and training work, including infrastructure and transportation engineering. Those examples show the range of work that can be contracted; they do not establish standard contract terms for every engineering provider. See the 2022 annual report.
Before choosing a model, identify who sets priorities, approves the work, handles changes, and accepts deliverables. If responsibility for the result matters, make the deliverables and acceptance criteria explicit rather than assuming the provider’s category guarantees them.

How billing can differ—and what it cannot tell you
Billing can reflect what is being purchased, but it is not a reliable classification by itself. ManpowerGroup says that, in its described Staffing and Interim contracts, revenue is generally recognized over time based on a fixed amount per hour of service. Its filing describes outcome-based solutions and consulting separately: subject-matter experts advise on strategic solutions or help clients achieve a particular outcome. Those are company-specific descriptions, not universal billing rules.

The available sources do not establish a universal pricing basis for engineering services. Compare the actual proposal terms rather than assuming one model is cheaper or carries less risk; no cross-industry benchmark here establishes either claim.

Why providers may fit more than one category
Some vendors combine different service models. Randstad USA’s engineering practice, for example, describes contingent, permanent, and project-based solutions, illustrating that a provider may offer both hiring support and project work. Its service menu does not establish the contractual terms of a particular engagement. See Randstad USA’s engineering practice.
ManpowerGroup’s 2025 report also lists temporary and contract recruitment, project-based workforce solutions, managed services, outsourcing, consulting, and professional services among employment-services offerings. This breadth is another reason to evaluate the specific statement of work rather than classify a vendor by name alone. See ManpowerGroup’s annual reports.

Questions to ask before signing
- What exactly are we buying? A defined technical scope or outcome, or people for a stated assignment and period?
- Who directs the work? Clarify who assigns tasks, sets priorities, and manages day-to-day activity.
- Who owns delivery and acceptance? For project work, specify deliverables, acceptance criteria, change handling, and responsibilities.
- How is the fee calculated? Identify the rate or other payment measure, what is billable, and when payment is due.
- What does the provider’s role include? For staffing, clarify candidate supply, assignment length, and responsibilities stated in the contract; for services, spell out scope and project duties.
- Is this a hybrid engagement? Separate any staffing, consulting, managed-service, and project components so that supervision and accountability are clear for each.
