Separate the claim from the footage, trace both to their earliest available sources, check dates and context, then corroborate the central facts independently. A real video can still be old, cropped or miscaptioned—and a file’s provenance does not prove that its political message is true.
What does “authentic” mean?
There are several different questions to answer: Is the footage genuine? Who first published it? When and where was it recorded? Does it show what the post says it shows? And is the accompanying factual claim accurate? Treat these as separate checks rather than forcing a single true-or-false verdict.

For example, a genuine clip may be presented as current even though it was recorded years earlier, or a real scene may be cropped so that its context is unclear. Verification should establish what the evidence supports—and what it does not.

- Write down the precise claim. Separate the post’s assertion from what is visibly or audibly present in the image or clip. Note checkable details such as the speaker, place, date, event, quotation or election rule.
- Trace the source. Look for the earliest available post or publication and identify who supplied the media. Check whether the account or organization is what it claims to be. The House of Commons Library advises checking whether the original source posted the media before the event it supposedly depicts; if it did, the claim cannot be true as stated. Read the House of Commons Library’s guidance on verifying images and videos.
- Search for earlier appearances. For a still image, or a distinctive frame taken from a video, try reverse image search. The House of Commons Library lists TinEye, Bing, Google and InVID as examples. Compare older results and captions: they may reveal that genuine media is being circulated with a new claim. The Government of India’s Press Information Bureau also describes using reverse image search and video analysis to identify viral media used in a different context. A match can be a useful lead, but a search result is not a verdict; no result does not prove that the media is original.
- Check the timeline and context. Ask whether the media could be old, cropped or edited, or whether it is attached to a different event or location. Find the full clip if possible and compare independent reporting about the alleged event. A real recording can mislead when its date, place or context is misrepresented. Canada’s public guidance on resisting election disinformation also recommends checking sources and context.
- Corroborate the factual claim. Look for credible sources that independently support the central fact, not merely other posts repeating the same assertion. For election dates, qualifications and voting methods, check notices from the relevant official election office; rules depend on the jurisdiction. The FBI’s election-crimes guidance recommends consulting official election offices for this information.
- Check file provenance if available. C2PA Content Credentials can provide information about digital content’s origin and history. Google says users can check for C2PA Content Credentials in Gemini, but platform features can change. Credentials may be absent. When present, they describe provenance; they do not establish that a speaker’s statement is accurate or that a caption is true. C2PA describes provenance as a complement to media literacy and fact-checking, not a replacement for them. See the C2PA Specifications and the C2PA and Content Credentials Explainer, version 2.2.
- State the result precisely. Use wording that fits the evidence: “verified” for what is supported, “misleading context” when genuine media is presented inaccurately, “unsubstantiated” when evidence does not support a claim, or “not enough evidence” when the check is inconclusive. Say what you established and what remains uncertain. Verification may change if new evidence emerges.
What can each verification method establish?
| Method | Useful for | What it cannot establish by itself |
|---|---|---|
| Source and timeline checks | Who published media, whether a source is plausibly genuine, and whether a claimed date or sequence makes sense. | That every statement made in the media is true. |
| Reverse image search | Finding indexed earlier appearances of a still image or distinctive video frame, including different captions. | Originality when no match appears, or the truth of the claim attached to a match. |
| Full-context review and independent reporting | Whether a clip’s surrounding context, location or event aligns with the post’s claim. | Certainty when the full recording or reliable independent accounts are unavailable. |
| Official records | Jurisdiction-specific election information such as dates, qualifications and voting methods. | Political claims beyond the records’ scope. |
| C2PA Content Credentials | Origin and history information for digital content when credentials are present and can be checked. | Whether a depicted political claim or accompanying caption is accurate. |
When should you avoid a firm verdict?
Do not treat a missing reverse-search result as evidence that an image or video is new, and do not treat an absent Content Credential as proof of fabrication. Equally, the presence of provenance information cannot verify the political meaning assigned to a clip. If key evidence is unavailable or conflicting, describe the gap rather than guessing.
The PIB Fact Check Unit’s stated remit is checking facts about Indian government policies, schemes, guidelines and initiatives; it should not be treated as a universal arbiter of political truth. Election rules and official sources also vary by jurisdiction, so check the authority responsible for the relevant place and election.
