In Windows 11, it’s controlled through built-in system components and policy settings—so the “right” way to toggle it depends on what you’re trying to achieve.
This guide shows 5 easy ways to enable or disable Offline Files in Windows 11, including Settings/Sync Center, Group Policy, the Registry, the service layer, and a PowerShell approach. You’ll also get prerequisites, gotchas, and troubleshooting when the change doesn’t take effect.

What Offline Files Does in Windows 11 (and why you might disable it)
Offline Files caches files from network shares to your PC so you can open them without a live connection. It also manages syncing once you’re back online, resolving conflicts when both sides changed.
You might disable it to reduce storage usage, stop background syncing, troubleshoot stubborn sync issues, or comply with an admin policy. Disabling also prevents new cached content from being created, but it won’t necessarily delete existing cache immediately.

Prerequisites and compatibility checks
Before changing anything, check these realities—otherwise you can waste time chasing settings that won’t respond.
- Edition: Group Policy is typically available on Windows 11 Pro/Enterprise. Home editions usually lack gpedit.msc.
- Network requirement: Offline Files is relevant only if you use network shares (SMB). If you don’t, toggling may seem like it does nothing.
- Admin rights: Several methods require an elevated account.
- Policy precedence: If an organization enforces policy via Group Policy/Registry, that can override manual toggles.
If you’re unsure which Windows 11 edition you’re using, open Settings > System > About and look for Edition.
Method 1: Turn Offline Files on or off from Sync Center
This is the most direct approach for most home users and small setups. It’s the same feature area Windows uses under the hood to control offline caching.
- Press Win and type Sync Center, then open it.
- In the left pane, click Manage offline files.
- Go to the General tab.
- To enable: select Enable Offline Files.
- To disable: select Disable Offline Files.
- Click OK, then reboot when prompted.
If you don’t see the expected options, your PC may be under policy control or the service may be stuck. Jump to Method 2 or Method 4.
Method 2: Enable or disable it via Group Policy Editor
If you’re on Windows 11 Pro/Enterprise, Group Policy is often the cleanest way to enforce the setting. This is also the most common method for workplaces.
- Press Win + R, type gpedit.msc, and press Enter.
- Navigate to:
Computer Configuration > Administrative Templates > Network > Offline Files
- Find the policy named Allow or Disallow User to Enable/Disable Offline Files.
- Set it to:
- Disabled to allow users to change the offline files state (varies by policy wording).
- Enabled if the policy is meant to restrict changes (again, naming can vary slightly).
Then locate the policy that controls offline files itself in your template set (some builds surface it as “Prevent use of Offline Files” or similar wording). Set it to Disabled to allow Offline Files, or Enabled to prevent it.

- To get set up, connect the portable hard drive to a computer for automatic recognition software required

- The available storage capacity may vary.
- Click Apply and OK.
- Run gpupdate /force in an elevated Command Prompt or PowerShell.
- Reboot to ensure the feature state matches the policy.
Why this matters: If Group Policy is enforcing a restriction, Sync Center changes may appear to “do nothing.”
Method 3: Use Windows Registry (policy setting)
Registry changes are the fallback when you don’t have Group Policy (or when you want the setting to be applied like a script). Be careful—editing the wrong value can break other policies.
Prereq: Create a restore point first: search Create a restore point in Start, then follow the wizard.
- Press Win + R, type regedit, press Enter.
- Navigate to:
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesCSC
- Look for values related to Offline Files. Common ones include Start.
- If you need to disable the feature from a services/policy angle, you may set Start to:
- 4 (Disabled) where applicable,
- or adjust related policy keys if your environment uses CSC control policies.
Because registry layouts vary by Windows build and policy configuration, the safest approach is to identify which exact policy key your environment is using, rather than guessing. If you already know your organization’s setting, mirror that path and value.
- Restart the PC.
Shortcut for advanced users: If you’re changing only the “disable” behavior, Method 4 (service toggle) is usually more predictable than Registry guessing.
Method 4: Toggle the Offline Files service
Offline Files relies on system services. If the setting is stuck, doesn’t sync correctly, or won’t disable, stopping and disabling the service is often the most practical control.

- Press Win + R, type services.msc, press Enter.
- Find Offline Files (sometimes shown under a related name depending on build).
- Right-click it and select Properties.
- To disable Offline Files behavior:
- Set Startup type to Disabled.
- Click Stop if it’s currently running.
- To enable again:
- Set Startup type to Manual or Automatic (Automatic is typical when you expect offline caching).
- Click Start if available.
- Restart Windows.
This method controls runtime behavior. It may not update the UI state in Sync Center immediately, so confirm in Sync Center afterward.
Method 5: Disable Offline Files using PowerShell
This method is useful for IT, repeatability, or when you want quick scripting. It targets service behavior so Offline Files stops working immediately.
Run as Administrator.
- Press Win and search PowerShell.
- Right-click Windows PowerShell or PowerShell and choose Run as administrator.
- Disable the Offline Files service:
Set-Service -Name cscservice -StartupType Disabled -ErrorAction SilentlyContinue
Stop-Service -Name cscservice -Force -ErrorAction SilentlyContinue
If your system uses a different service name than cscservice, find the correct one:
Get-Service | Where-Object {$_.Name -match 'csc|offline' -or $_.DisplayName -match 'Offline Files'}
- Restart the PC.
- Re-check Sync Center to verify whether Offline Files appears disabled.
Enabling back: switch -StartupType Manual or Automatic and then start the service.

What to do after changing the setting
Turning Offline Files on/off can leave existing cached data in place. If your goal is to fully reset offline behavior, you may need to remove the cache.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Open Sync Center > Manage offline files.
- Look for an option like View offline files and Delete files (wording varies).
- If you’re troubleshooting, consider clearing the cache before re-enabling.
Also verify that your network share credentials are correct, especially if you previously experienced repeated sync conflicts.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Troubleshooting: the toggle won’t apply, sync won’t start, or Offline Files won’t disable
If you flip the setting and nothing changes, there are only a few usual culprits: policy enforcement, cached sessions, a stuck service, or network/credentials problems.
1) UI changes won’t stick (policy override)
If Sync Center keeps reverting, check Group Policy first (Method 2). In many org setups, the policy is enforced repeatedly, and manual toggles won’t persist.
- Run gpupdate /force (admin) and reboot.
- Look for policy settings under the Offline Files template folder.
2) Offline Files service won’t stop
Some users see “Stop pending” behavior when files are open or a sync job is mid-operation.

- Disconnect from the network share (if safe).
- Close any apps that might have offline files open.
- Try stopping again in services.msc.
- If needed, reboot in between attempts.
3) Sync errors after enabling
After enabling Offline Files, Windows may attempt to reconcile cached changes. Common fixes include clearing the cache and re-adding the network share credentials.

- Verify Windows system files using sfc /scannow.
- Run DISM /Online /Cleanup-Image /RestoreHealth if SFC reports issues it can’t fix.
Common mistakes to avoid
- Forgetting to reboot: Several changes require restart to fully apply CSC behavior.
- Assuming “disable” deletes cached data: It often doesn’t. Use the cache deletion options if you need a clean slate.
- Ignoring policy: If Group Policy is set, your local changes can be overwritten.
- Disabling the service but leaving UI enabled: This causes confusing states. Verify in Sync Center after changing services.
- Changing Registry blindly: Registry paths and values can differ. Prefer Group Policy or service controls if possible.
Frequently Asked Questions
Is Offline Files available on Windows 11 Home?
It depends on the build and components installed. Sync Center may still work, but Group Policy tools like gpedit.msc are usually not available on Home. Service-based methods (Method 4/5) are often the practical option.
Will disabling Offline Files stop syncing to network shares?
It stops the offline caching workflow. It can also halt background sync of the offline cache. However, any normal live access to shares still follows standard permissions and network connectivity.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Can I enable Offline Files again later?
Yes. You can re-enable from Sync Center or set the Offline Files service back to Manual/Automatic. If you cleared the cache, Windows will rebuild it after you reconnect to network shares.
Does disabling Offline Files affect OneDrive files?
No. Offline Files is for network shares using the SMB offline cache model. OneDrive sync is a separate system and remains unaffected.
Bottom Line
If you just want a simple toggle, use Sync Center > Manage offline files (Method 1). If an org policy blocks changes, use Group Policy (Method 2). If you need immediate runtime control or the UI is unreliable, stop/disable the Offline Files service (Method 4) or run the matching PowerShell commands (Method 5).
After you change the setting, reboot and confirm the state in Sync Center—and clear the offline cache if your goal is to reset behavior, not just stop future offline syncing.
