Employee Punch Clock: How It Works, What to Choose, and Whether It’s Required

An employee punch clock can use paper cards or electronic punches, but U.S. federal FLSA guidance does not require a physical clock if the employer keeps complete, accurate records.

An employee punch clock records when workers start and stop work, using either paper time cards or electronic punches. In the United States, a physical clock is not required by the federal Fair Labor Standards Act (FLSA): employers may use another method, as long as it creates complete and accurate records of hours worked and pay.

What an employee punch clock does

A punch clock captures time entries used to track employees’ work hours. In a traditional setup, a worker inserts a paper time card and the machine prints the punch time. Electronic clocks record punches digitally, often using a PIN, badge, or another input method. Depending on the system, those entries may be totaled or transferred into reports or payroll workflows.

A punch is a record of an event, not proof by itself that all compensable work time has been captured. Employers are responsible for recording hours actually worked, including work outside the expected schedule.

Do employees have to punch a time clock?

Under the U.S. federal FLSA guidance cited here, no. The Department of Labor says employers may use any timekeeping method they choose if it keeps complete and accurate records. Its Small Entity Compliance Guide says employees entitled to overtime pay are not required to punch a time clock.

That flexibility applies to the method, not the obligation to keep accurate records. If a worker’s actual hours differ from a fixed schedule, the employer must record the actual hours. For a stable schedule, the Department says an employer may keep the schedule and note exceptions. For flexible schedules, it says the employer may record daily totals rather than requiring a punch at every start and stop, provided the hours are accurate. See the Department’s Fact Sheet #21 and Small Entity Compliance Guide.

A punch is not automatically all—or only—work time

Time entries need to reflect work actually performed. The Department of Labor’s Hours Worked Advisor explains that an early or late punch does not count as hours worked when the employee is not working, while work performed must be counted. A clock entry alone therefore cannot settle whether time is compensable.

Rounding is not blanket permission to omit minutes. The Department says rounding practices are acceptable only when, over time, they do not result in employees failing to receive pay for all hours actually worked. Employers also remain responsible for accurate records and payment for all hours worked when a timekeeping system uses AI to predict or prepopulate entries, according to the Wage and Hour Division’s Field Assistance Bulletin No. 2024-1.

Compare timekeeping approaches

Approach Often suits What to check
Traditional punch-card clock A fixed worksite with a straightforward paper-card process. Card format, print mechanism, employee capacity, whether totals are calculated, and ongoing availability of compatible cards and ribbons. Acroprint lists models such as the ATR480 and M150MC4 on its punch-card clock page; Lathem lists models including the 1600E, 700E, and 400E on its punch-clock page.
Electronic or connected employee clock A business that wants electronic punches, calculations, reports, or data transfer. Whether the specific model uses PINs, badges, or biometrics; how it behaves offline; employee capacity; network needs; payroll exports; and any ongoing subscription or support costs. Confirm these details in current model documentation.
Software, web, or mobile timekeeping A distributed team or workplace that does not need one shared terminal. Whether it captures actual work, supports edits and approvals, and can produce complete and accurate records. Federal guidance permits methods other than a physical clock when records meet that standard.

These are workflow comparisons, not product endorsements. Vendor catalogs describe marketed features; they do not establish independent performance or guarantee legal compliance. How to choose a clock for your workplace

  1. Map the workflow. Decide whether workers need a shared on-site terminal, paper cards, or remote access. A physical clock may be unnecessary if another method records hours accurately.
  2. Estimate capacity. Check the model’s employee limit against the people who will use it, including planned growth.
  3. Choose the punch method. Compare card insertion with the electronic inputs actually supported by the exact model, such as a PIN or badge. If biometrics are involved, check applicable privacy rules before rollout.
  4. Check calculations and data movement. Confirm whether the clock totals hours, what reports it creates, and whether it exports in a format your payroll process can use. Do not assume a listing’s general description means a particular integration is included.
  5. Confirm ongoing needs. For paper systems, verify the exact card and ribbon compatibility. For connected systems, check network requirements and any recurring subscription or support charges.
  6. Set a process for exceptions and review. Establish how workers report missed punches or corrections, who approves edits, and how actual work time is reconciled with the clock record.
