Choose an employee identity verification tool only after deciding what it must verify. Identity proofing, U.S. employment eligibility checks, sign-in authentication and employee credential issuance are different jobs; one product may support several, but buying for the wrong job can leave a compliance or security gap. Compare tools on evidence and validation, fraud controls, accessible fallback options, privacy, integration and exception handling—not just how quickly a standard case completes.
Start by defining what “verification” means for your workflow
Write down the action you need to support and the risk you need to manage. A new hire’s identity proofing is not the same as confirming that the person is legally authorized to work in the United States, checking a returning employee’s login, or issuing a badge or digital credential.

| Function | What it answers | Typical point in the employee lifecycle |
|---|---|---|
| Identity proofing | Is this applicant the person associated with the identity evidence they presented? | Enrollment or onboarding |
| Employment eligibility verification | Has the employer completed the required process to verify eligibility to work? | U.S. hiring and, where applicable, later employment-authorization events |
| Authentication | Is this the enrolled person trying to access an account or system now? | Each sign-in or access event |
| Credential issuance | Can the person be issued an employee credential, such as a badge or a federal PIV credential? | After enrollment and any required checks |
NIST SP 800-63-4 addresses digital identity proofing, authentication and federation through a risk-management framework. Its assurance concepts can help an organization reason about the consequences of a false acceptance, false rejection, delay or unavailable verification channel. NIST says the guidelines are not intended to constrain standards outside their stated purpose. SP 800-63A-4, the current identity proofing and enrollment volume, was published August 1, 2025, and superseded the previous SP 800-63A. These publications are technical requirements for federal agencies, not a universal mandate for private employers; establish whether your organization adopts them voluntarily, is contractually bound to them, or is subject to another rule.

What to compare in a tool
Evidence, data sources and verification methods
Ask vendors to explain which evidence they accept, how they validate it, which authoritative or credible sources they consult, and how they establish that the person presenting it is associated with that evidence. Find out whether verification is automated, reviewed by trained staff, or a combination, and what happens when a check is inconclusive.

For document review, understand how the process checks completeness, format, signs of alteration or counterfeiting, and security features. Ask which capture channels are supported and whether the workflow depends on a specific device. A tool that offers only one evidence type or one path through verification can exclude applicants whose circumstances differ from the ordinary case.
Fraud controls and human review
Request a plain-language account of the fraud signals the tool uses and what those signals trigger: approval, rejection, retry, or review by a person. Ask how it handles poor-quality images, mismatched details, an unavailable data source, and suspected tampering. Separate a vendor’s description of its controls from independently measured accuracy: the available official guidance does not establish or compare commercial providers’ accuracy, false-rejection rates or fraud performance.
Before committing, pilot the complete workflow with representative employees and realistic failure cases. Include name or address variations, capture problems, source outages and cases requiring manual review. Treat the pilot as an operational check—not proof of a general performance rate.

Accessibility, alternatives and exception handling
Compare desktop and mobile completion, supported languages, disability access, retries, correction of mismatches, escalation to a trained reviewer and options for applicants who lack a supported device or document. Ask whether a trusted referee or applicant reference can be used when the standard route fails, and how that alternative is documented.
NIST SP 800-63A-4 says providers and organizations should offer options to promote access for applicants with different means, capabilities and technologies. It calls for multiple evidence types and combinations, sources, verification methods, proofing types and exception-handling paths. In practice, ask vendors to demonstrate those alternatives rather than relying on a general accessibility statement.
Privacy, security and retention
Get a data map before procurement. It should identify the attributes collected, document images or copies, video, biometrics and fraud signals; the purpose for each; who can access them; any subprocessors; retention periods; deletion procedures; incident-response commitments; and any processing beyond the identity check.

NIST SP 800-63A-4’s privacy-assessment scope includes identity attributes, biometrics, images and scans of evidence, additional checks, secondary use, retention, and information that could identify someone when aggregated or algorithmically processed. Ask for the provider’s security documentation and contractual commitments, then have HR, privacy, security and legal owners assess them. A generic claim that a service is “secure” is not a substitute for reviewing how your data is handled.

Integration and day-to-day operations
Map the workflow from offer acceptance through proofing, HRIS or ATS record creation, account provisioning, badge or credential issuance and later access authentication. Check that the proposed integration covers the handoffs your organization actually uses—not just the first check.
- Confirm supported integrations and what data moves between systems.
- Check audit exports, role controls, error queues and ownership of manual-review cases.
- Ask about support hours, escalation routes and recovery when a verification source or connected system is unavailable.
- Document how records are retained, exported or deleted when an employee leaves or the contract ends.
NIST SP 800-63-4 recognizes that identity management can require coordination across systems and processes beyond identity and IT teams. Include HR, legal, privacy and security in workflow design rather than treating the tool as a standalone sign-up page.

These patterns solve different problems; they are not interchangeable product tiers. A vendor may combine more than one, but the organization still needs to decide which process is authoritative for each task.

| Pattern | Useful when | Questions to resolve |
|---|---|---|
| Remote digital identity proofing | Applicants need to complete proofing away from a staffed site. | Which evidence and capture channels are supported? What is the fallback for weak images, uncertain results or unavailable sources? Is liveness relevant to the defined risk? |
| In-person attended proofing | A trained person can inspect documents and resolve uncertainty face to face. | Are sites and hours accessible? How are staff trained, decisions made consistently and cases audited? |
| Form I-9 and, where applicable, E-Verify workflow | The employer needs to complete U.S. employment-eligibility procedures. | Does the workflow support the applicable I-9 process and any E-Verify participation requirements, case handling and recordkeeping? |
| Federal PIV credentialing | The organization is issuing credentials under the federal Personal Identity Verification framework. | Does the process meet the relevant FIPS 201 requirements for proofing, credential interoperability and issuer accreditation? |
For federal employees and contractors, NIST FIPS 201-3 establishes the PIV system. It is a specialized federal credentialing framework, not a generic checklist for private-employer onboarding software.

Keep U.S. work eligibility separate from identity proofing
For U.S. hiring, Form I-9 and E-Verify are not interchangeable. Employers must complete Form I-9; E-Verify is voluntary for most employers and electronically compares information from Form I-9 with records available to the Social Security Administration and Department of Homeland Security. Do not treat a commercial identity-proofing check as a replacement for required I-9 procedures.
| Requirement or feature | Form I-9 | E-Verify |
|---|---|---|
| General role | Required employment-eligibility verification process. | Electronic comparison for participating employers. |
| SSN | Does not require an SSN. | Requires an SSN. |
| Photo on List B identity document | Does not require a photo. | Requires photo-bearing List B documents. |
| Expired employment authorization | Must be reverified when required. | May not be used to reverify expired employment authorization. |
E-Verify’s official comparison page describes these differences. The program also states that employees who use Self Check still must complete Form I-9, that employers cannot require applicants or employees to use Self Check, and that participating employers must create an E-Verify case for each new employee. Requirements can depend on federal-contractor status, state law, employer participation and changing rules. Confirm current official guidance and obtain appropriate legal advice before configuring the workflow.
Is a webcam required?
No. A webcam is an optional capture accessory for some remote proofing workflows, not a universal requirement. NIST’s implementation resource for the prior guideline revision describes capturing submitted images or video with a scanner, webcam or mobile-phone camera. Because that resource predates SP 800-63A-4, use it only as background on possible capture methods: check the current vendor’s device compatibility and your employer’s policy before buying hardware. Many workflows may use devices employees already have, and the cited guidance does not recommend a particular camera model.
