Embedded vs. Traditional Insurance Distribution: Which Model Fits Your Business?

Embedded insurance can meet customers at a relevant purchase moment, while agents, brokers, direct sales, and bancassurance offer other routes. The right mix depends on customer needs, product complexity, economics, service capability, and local rules.

Neither embedded nor traditional insurance distribution is the right choice for every business. Embedded insurance can meet customers at a relevant purchase or service moment; agents, brokers, insurer-direct sales, and bancassurance can offer other ways to reach and support them. Choose by customer need, product complexity, full operating economics, service capability, and local regulatory requirements—not convenience or market forecasts alone. For many businesses, a carefully governed mix of channels will fit better than an all-or-nothing choice.

What embedded and traditional distribution mean

Embedded insurance is offered within or alongside another company’s product or service journey—for example, travel cover offered during an airline booking or damage cover offered with an electrical appliance. It is a way of placing an insurance offer, not an exemption from insurance-distribution rules. The European Commission defines insurance distribution broadly to include selling, proposing to sell, advising on, or preparing the conclusion of insurance contracts. When insurance is packaged with another product or service in the EU, the customer must retain the choice to buy the principal product without the insurance. “Traditional distribution” is not one channel. It can mean an agent or broker, an insurer’s own direct-sales channel, or bancassurance through a bank. In most EU Member States, agents and brokers remain the main distribution route; bancassurance dominates in a few, while ancillary intermediation is significant in only a small number, according to EIOPA. Compare the models against your business needs

Decision factor Embedded offer Traditional or multichannel approach
Customer moment Can present cover during a related purchase or service interaction, when the underlying risk may be salient. Can reach customers through an adviser, broker, insurer-owned direct channel, or bank relationship.
Product and advice complexity More plausible when eligibility, explanation, and purchase can be made clear in the host journey. The available sources do not establish a universal complexity threshold. Agents and brokers can support consultation and risk-specific advice. Direct sales can suit appropriately targeted, simpler offerings.
Economics Evaluate technology integration, partner compensation, underwriting, servicing, claims, retention, and any effect on existing channels. There is no established universal cost advantage. Direct sales require a viable economic model and investment; agents and brokers have their own remuneration and service arrangements.
Customer understanding and choice A convenient add-on can make comparison harder or create pressure if designed poorly. Advice can help explain complex cover, but every channel still needs suitable products, transparent terms, and fair conduct.
Operations and accountability Responsibilities among insurer, distributor, platform, and service partners need to be explicit for data, complaints, claims, and oversight. Controls are needed across the insurer, intermediary, delegated-authority arrangements, and service providers.
Regulation Placement in another company’s journey does not remove applicable distribution obligations. Requirements depend on role, activity, and jurisdiction. Direct sellers and intermediaries also face distribution rules; requirements vary by country and insurance line.

This comparison synthesizes guidance from the European Commission, EIOPA, the UK Financial Conduct Authority (FCA), PwC, and Deloitte; it does not imply that every firm in a channel has the same economics or customer outcomes. PwC on insurance distribution and Deloitte on embedded insurance.

Use this decision framework before choosing a channel

  1. Identify the customer need. Define the risk the policy addresses and whether it naturally arises in the host business’s product or service journey. A relevant moment can make an embedded offer convenient, but timing alone does not establish that cover is suitable.
  2. Match the channel to the explanation and support required. Specify what customers need to understand, what information underwriting requires, whether advice is needed, and how questions will be answered. PwC notes that technology may make some simple life and small-commercial offers easier to distribute directly, while a broader strategy can route more complex needs to agents.
  3. Model the complete economics. Include customer acquisition, technology integration, partner compensation, underwriting, policy servicing and claims, retention, and possible channel conflict. PwC describes possible partner arrangements such as traditional commission, an upfront referral fee, or revenue or profit sharing; these are examples of structures, not quoted rates or guarantees of availability.
  4. Assign responsibilities before launch. Map who designs and approves the product, explains coverage and exclusions, handles policy changes, responds to complaints, and supports claims. The FCA has identified potential harms including excessive prices, unsuitable sales, and inadequate claims or complaint service, linking risks to weak customer focus and poor governance or oversight. Its review concerned particular distribution chains and is not evidence that every add-on offer causes harm. FCA review of general-insurance distribution-chain risks.
  5. Check local permissions and disclosures. Establish which parties are carrying out regulated distribution activities and what permissions, customer information, and conduct rules apply to the product and jurisdiction. The EU Insurance Distribution Directive (IDD) sets requirements, but Member States may add provisions; requirements outside the EU also vary.
  6. Test whether a channel mix is better. Digital direct, embedded offers, agents, and brokers can complement one another where the technology, customer needs, and economics support it. For instance, a business might provide a straightforward digital route while making adviser support available when a customer’s needs are more complex. PwC describes distribution as a strategic mix rather than a binary choice.

What EU market data can—and cannot—tell you

EIOPA’s 2026 summary of its 2025 survey and third IDD application report describes a changing EU distribution market. These figures provide context, not proof that an embedded model will outperform another channel for an individual business. EIOPA cautions that national registration definitions and data collection differ, so country comparisons require care. EIOPA’s report and market summary.

  • Registered intermediaries: EIOPA reported a 7.5% decrease from 2020 to 2024. It cites factors including stricter professional requirements, increased supervision, consolidation, demographics, and changes in distribution models.
  • Remuneration: Commission was prevalent in 24 Member States in 2024; fees were prevalent in one, and a commission-and-fee combination in three. These are counts of Member States, not commission rates or shares of premiums.
  • Cross-border activity: The number of intermediaries holding cross-border passports increased 10% from 2022 to 2024, despite the overall decline in intermediaries. Most passported intermediaries operated under freedom to provide services.
  • Online sales: EIOPA said online sales remained low in most Member States in 2024 but were increasing year on year, particularly for non-life cover. This does not establish that embedded insurance specifically is growing faster than traditional distribution.

Protect customer choice, understanding, and service

Make the offer clear and optional where required

The EU IDD applies to insurance distribution, including ancillary intermediaries, and sets information, conduct, transparency, supervision, and sanctioning requirements. It is minimum-harmonising, so a Member State may impose additional provisions. For non-life insurance, the Insurance Product Information Document is intended to help consumers compare policies and make informed decisions; its listed content includes cover, insured risks, exclusions, premium payment, customer obligations, claims obligations, duration, and cancellation. Choice and comparison deserve particular attention in add-on journeys. A 2014 FCA summary of behavioral research reported that an experiment found the “add-on mechanism” weakened consumers’ ability to shop around and compare products effectively. The FCA page notes that the paper’s views belong to its authors. Treat this as a warning to design for comparison and informed choice, not proof that every embedded interface produces poor outcomes. Keep claims and complaints from falling between partners

Agree before launch who receives a complaint, who can explain policy terms, how claims are handed off, and which party stays accountable for a customer’s experience. Deloitte also flags that claims dissatisfaction can reflect on the host brand, partner coordination can be difficult, and embedding may weaken the insurer’s direct customer relationship. These are operating considerations to assess, not inevitable results. Deloitte’s analysis of embedded-insurance considerations.

Technology creates efficiencies as well as dependencies

EIOPA describes increased automated distribution through application programming interfaces (APIs), including insurance embedded alongside financial and non-financial services. Digital tools may improve efficiency, reduce operational costs, and make new products viable. They also increase information and communication technology (ICT) security risks and the potential for dependence on large service providers; digitalization changes conduct and prudential risks as well. EIOPA report on digitalisation and market monitoring.

For an embedded program, assess data flows, system access, security controls, service-provider resilience, and what happens if a partner or API is unavailable. Separately verify licensing locally: Deloitte’s US discussion notes that auto dealers offering insurance may need state agent licensing, but that example is not a complete licensing analysis and should not be generalized to other places or activities.

Treat market forecasts as scenarios, not a business case

Deloitte reported 2023 forecasts for 2030 embedded property-and-casualty insurance sales ranging from US$70 billion in the United States to US$700 billion globally. It also described a conditional scenario in which, if as much as 20% of the US personal-auto market became embedded by 2030, at least US$50 billion in premiums could be diverted from traditional distribution channels. These are forecasts and a scenario cited by Deloitte in 2023—not realized sales, observed channel comparisons, or evidence that embedding is more profitable. The available sources do not provide a direct, like-for-like measured comparison of total costs, customer outcomes, or profitability across businesses using embedded and traditional distribution. A sound decision therefore rests on your customer research, operating model, partner terms, and local compliance analysis rather than an assumed industry-wide winner.
