Electronic software distribution (ESD) is the delivery of software to a user over an electronic network, usually as an internet download, rather than by shipping a package or physical storage media. It describes how the software is delivered—not whether it is free or paid, or whether the user receives a perpetual license or subscription.
What electronic software distribution means
In ESD, the software itself reaches the user electronically. The OECD describes the distinction as customers downloading software over an internet connection rather than receiving it through traditional shipment: OECD, Electronic Commerce: Opportunities and Challenges for Government (1998). The Multistate Tax Commission also uses electronic delivery to distinguish delivery by means other than tangible storage media, but that wording belongs to a sales-tax context, not a universal technical standard: Multistate Tax Commission, “Imposition (Definitions)”.

What an ESD transaction can involve
A download is the visible part of ESD, but a distribution arrangement can include several parties and steps. Depending on the seller’s setup, the publisher, a storefront or reseller, a download host, and payment or entitlement checks may all be involved.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Order and payment: The customer places an order, and the seller may verify payment before enabling access.
- Entitlement and delivery: The system confirms the customer is entitled to the software and provides a download or access to a delivery service.
- License and activation: The customer may receive license terms, a key, or activation information. These controls are implementation choices, not requirements that define ESD.
- Installation: The user installs the downloaded software; some arrangements also provide installation or update support.
The OECD’s 1998 example describes a secure digital package that stays locked until payment approval and a key is provided. Microsoft’s May 7, 1996 announcement described a workflow from ordering through delivery and installation, including channel partners that distributed downloads to end users. These are examples of possible arrangements, not a required modern architecture: Microsoft Source, “Microsoft Expands Electronic Software Distribution via Internet”.

What ESD is—and is not
Ordering online is not necessarily electronic distribution
A customer can buy software on a website and still receive a boxed copy by mail. The purchase was online, but the software was delivered physically. ESD specifically means electronic delivery.
ESD is not a type of license
Delivery format and usage rights are separate. A download may come with permission to operate the software, subject to the applicable license and its restrictions. The U.S. Treasury’s discussion of electronic commerce notes that downloaded computer software is ordinarily accompanied by a license to operate it: U.S. Department of the Treasury, remarks on electronic commerce (1998). ESD alone does not tell you what the license allows.
ESD does not require a particular platform or provider
A publisher may host downloads itself, use a reseller or channel partner, or rely on a hosted delivery provider. For example, Thales describes Sentinel ESDaaS as a hosted service for software storage and distribution, and its Sentinel EMS documentation describes downloads delivered over the internet instead of physical media. These vendor examples illustrate available approaches; they do not establish an industry-wide standard: Thales, Sentinel EMS downloads and Sentinel ESDaaS.
The acronym’s wording can vary
ESD-related sources use both “electronic software distribution” and “electronic software delivery.” Because vendor terminology can differ, define the intended meaning when using the acronym.

How to assess an ESD arrangement
For a buyer, the practical questions are whether the download is accessible, how the license or activation is provided, and what support is included. For a publisher choosing a delivery setup, useful comparison points are:
- Who hosts and distributes the software files?
- How are payment and customer entitlement checked?
- How are license keys or activation details delivered?
- Does a reseller or channel partner participate?
- What installation or update support is included?
These questions help describe differences between arrangements; they do not imply that any one method is inherently faster, safer, or better. The sources cited here do not establish a current market-size or adoption statistic.
