An eLearning portal is more likely to be used when it fits the way learners and educators actually access courses, work with content, and get support—and when it connects responsibly to the systems an institution already relies on. Start by mapping those needs, then decide whether to extend an existing learning platform or build a separate portal. Treat inclusion, interoperability, privacy, content quality, and operational ownership as design requirements, not features to bolt on later.
What should the portal help people do?
Begin with the learning tasks the system must support. For a learner, that may mean finding and entering a course, understanding what to do next, accessing materials on a relevant device and connection, submitting work, checking progress, and getting help. Educators and administrators have their own workflows: organizing courses, enrolling or provisioning users, presenting materials, reviewing progress, and resolving access problems.

Map the current journey and the desired one with representative learners, educators, and support staff. Use the differences to define requirements and acceptance tests. The UNESCO–UNICEF–ITU Charter for Public Digital Learning Platforms frames public platforms around practical user needs and the goal of strengthening teaching and learning. Its principles are a useful design lens, not a substitute for validating a particular institution’s needs.
- Identify where users start, what they need to complete, and where they currently get stuck.
- Include language, ability, device, and connectivity needs relevant to the intended population.
- Ask educators which course, assessment, and progress workflows must remain possible in the portal.
- Assign an owner to each important task, including help when something fails.
Should this be a standalone portal or an extension?
Inventory the institution’s learning platform, identity provider, student-information system, content sources, and reporting tools before choosing an architecture. The key question is not whether a standalone system is inherently better; it is whether the proposed approach supports the required learning workflows while fitting the existing systems and the institution’s capacity to operate it.

The European Commission’s European higher education interoperability framework illustrates that interoperability planning includes reference architecture and business flows as well as technical connections. Its scope is European higher education, so it should not be treated as a universal mandate.
| Approach | When to consider it | Questions to resolve before committing |
|---|---|---|
| Extend an existing learning platform | Existing course, identity, roster, or reporting workflows meet important needs and can be connected to the required tools. | Which workflows can the current platform support? What must be integrated, and who will own access and integration failures? |
| Build or adopt a separate portal | The institution has requirements its current platform does not meet, and can support the additional identity, content, data, and operational boundaries. | How will users move between systems? Which platform is authoritative for courses, identities, and records? What additional support and privacy review are needed? |
These are scoping options, not claims about a particular product’s capabilities. For either approach, document the systems of record, user journeys, integration boundaries, and operational responsibilities before selecting technology.
Which integrations does the learning workflow require?
Interoperability is a set of concrete decisions about what a connected tool needs to do. The 1EdTech Learning Tools Interoperability (LTI) Core Specification 1.3 describes a standard for connecting learning platforms with remote tools and content. LTI Advantage adds services for deep linking, names and role provisioning, and assignment and grade workflows, as described in the LTI Advantage Implementation Guide 1.3.

Do not enable every service by default. For each proposed tool, record the integration scope and test the actual workflow from the learner’s and educator’s sides.
- Launch: What course or activity context opens, and which user and role information is needed?
- Content linking: Must an educator select or place external content directly in a course?
- Roster and roles: Does the tool need names, roles, or course membership to perform its task?
- Assignments and grades: Does work or a grade need to move between the tool and the learning platform?
- Failure handling: What does a user see if the launch, permission, or data exchange fails, and who can resolve it?
The core specification and implementation guide cited here were issued on 16 April 2019. Check the current specification and the relevant platform’s conformance before implementation; do not assume that a standard label alone guarantees the workflow will work. The 1EdTech LTI adoption roadmap describes design principles including a compact core, defined extensibility, an ecosystem-wide security model, and migration. Treat that roadmap as historical guidance rather than a complete statement of current implementation requirements.
How should identity and privacy be handled?
Account matching affects both access and the accuracy of learning records. A learner may be known by different identifiers in a learning platform and an external tool; a duplicate or mismatched account can prevent course entry or attach activity to the wrong person. Microsoft’s deployment documentation for its LTI app gives one example: its described tasks require mapping student and teacher identities between the LMS and Microsoft Entra ID. That is an example of a use-case-specific mapping, not a requirement that every portal use that identity service.

Before onboarding a tool, document the identifiers and other learner data it receives, why it needs them, who can access them, how long they are retained, and which organization is responsible for safeguards. 1EdTech’s LTI Advantage data privacy guidance cautions that a supplier’s safeguards may not meet an institution’s needs and calls on institutions to check them. Route the review through the applicable institutional and jurisdictional process; these sources do not provide a jurisdiction-specific legal checklist.
How can accessibility, reliability, and content quality be made operational?
Broad principles matter only when teams can assess them during selection, publishing, and ongoing review. The Charter calls for public digital learning platforms to be inclusive across language, ability, connectivity, and socioeconomic context, and to complement existing infrastructure. The European Commission’s digital education content guidelines and interoperability framework, updated 27 July 2026, includes criteria for curriculum and pedagogical relevance, learning impact and assessment, engagement, accessibility and inclusion, legal compliance and copyright, reliability and security, and technical compatibility.
Turn the criteria that apply to the institution into review questions and acceptance tests. For example, test relevant devices and connection conditions with representative users, review materials for curricular fit and accessibility, and establish how educators can identify and improve content that is outdated or incompatible. These sources do not specify a complete technical accessibility standard or testing protocol, so define those requirements through the institution’s applicable standards and expertise rather than assuming a particular conformance level.

Content operations are part of portal architecture. Course structures and publishing processes should let educators select, organize, review, and improve materials against the institution’s learning and compliance criteria. A technically available library is not enough if the institution cannot assess whether its resources are appropriate, accessible, or compatible with its teaching workflows.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What learning data should the portal collect?
Start with the decisions the institution needs to make, not with a desire to collect as much activity as possible. For each proposed event or record, establish what question it answers, why that data is necessary, who may see it, and how privacy and retention are governed.
The ADL Initiative’s Total Learning Architecture standards report discusses xAPI authoring tools and a standalone xAPI Learning Record Store use case. This shows that a learning-record store can be considered for particular scenarios; it does not establish that every portal needs one or that it replaces all LMS functionality. Choose data infrastructure only after clarifying the institution’s use cases and governance.

What should the implementation team verify before launch?
Use a cross-functional acceptance review that includes learners, educators, administrators, IT, privacy or compliance stakeholders, and the staff who will provide support. Tests should exercise real workflows across system boundaries rather than checking that individual components are merely available.
- Confirm scope: Record the learner population, jurisdiction, existing platform and identity systems, content needs, and whether the portal extends or stands apart from current services.
- Walk through core tasks: Test course discovery and entry, material access, work submission, progress viewing, educator course management, and the applicable help route.
- Exercise integrations: Verify the selected LTI launch and any needed deep-linking, roster/role, or assignment-and-grade exchanges using representative identities and permissions.
- Check inclusion and content: Review the relevant language, ability, device, connectivity, accessibility, pedagogical, legal, reliability, and compatibility criteria with appropriate users and experts.
- Review data and access: Confirm each tool’s data flows, purpose, access, retention, and safeguard review, along with ownership of identity mismatches and integration incidents.
- Assign operational owners: Name the teams responsible for account problems, integration monitoring and recovery, content review, security coordination, and learner support.
Keep the resulting decisions in an architecture and operations record that can be revisited when platforms, learning workflows, or institutional requirements change.
