You can edit images, PDFs, and text in a browser without uploading the files—but “browser-based” alone does not prove that processing stays on your device. Choose a tool that explicitly claims local processing, check that claim for the specific operation you need, and verify network activity before using it for sensitive files.
Choose a tool for the file and operation
These services describe their own processing behavior; their claims are not independent security audits. Features and offline support can change, so check the current documentation for the tool and operation you plan to use.

| Tool | Good fit | Documented capabilities | Limits and checks |
|---|---|---|---|
| Photopea | Image editing, layered graphics, and supported image or PDF formats | Photopea says there are no uploads and that files run on your device. It lists PNG, JPG, GIF, BMP, WebP, SVG, PDF, AI, AVIF, HEIC, and TIFF support, along with tools such as crop, resize, layers, and masks. | This is the service’s own claim. Review its current privacy information and monitor browser network activity if the file is sensitive. |
| DoxDock | Common PDF and image tasks, such as merging, splitting, conversion, overlays, and text extraction | Its project documentation describes local processing, a Content Security Policy that restricts outbound connections, and offline use after loading or installing. | PDF overlays add content on top rather than reflowing existing text. Text extraction does not OCR scanned PDFs, and encrypted PDFs are unsupported for some operations. Check the documentation for the specific operation. |
| LocalTools | Common image and PDF work, plus document utilities | The site says processing happens in the browser, files are not uploaded, and most tools work offline once loaded. It lists image editing, PDF signing, and PDF-to-text tools. | “Most” offline support does not mean every tool works offline. Check the exact tool and workflow rather than assuming the whole site has the same behavior. |
For an image, confirm the format is supported and that the tool has the editing features you need. For a PDF, distinguish between adding an annotation or signature, rearranging pages, extracting text, and changing existing text: these are different operations and may have different limits. For a document utility, check whether it converts or extracts content, and whether the source file is text-based or scanned.

- Read the current privacy and technical documentation. Look for an explicit statement about local processing for the exact operation—not just language that calls the product a web app or browser tool.
- Open the tool before selecting a sensitive file. In your browser’s developer tools, select the Network panel and observe requests while performing the operation. DoxDock’s documentation describes this check and says its Content Security Policy allows connections only to its own origin. That is a documented design claim, not an independent audit.
- Look at what is sent during the file operation. Network activity can help you check whether requests occur while a file is being processed. A quiet panel is useful evidence for that session, but it does not certify the service, all future versions, or other workflows.
- Test offline behavior with a non-sensitive sample. If the service claims offline support, load or install it as required, disconnect from the network, and try the exact operation on a sample file. DoxDock describes offline use after loading or installing; LocalTools says most tools work offline after loading. Neither claim establishes that every feature works without a connection.
The web page itself must load before a browser tool can run, so a claim of local processing does not mean no network connection is ever used. Assess the specific product, version, and workflow before trusting it with confidential material.

Know what “edit a PDF” means
Adding content is not the same as changing existing text
A PDF editor may place a signature, annotation, or other overlay on top of a page without changing or reflowing the text underneath. DoxDock documents this limitation for its editor. If you need to rewrite existing text and have the layout adjust, confirm that the chosen tool actually supports that kind of editing.
Text extraction is not OCR
A text-based PDF contains selectable text that an extraction tool can read. A scanned PDF may consist of page images instead; making its words searchable or extractable requires optical character recognition (OCR). DoxDock says its text extraction handles text-based PDFs and does not OCR scans, so a scan needs a separate OCR-capable workflow.

Encrypted PDFs may have operation-specific limits
DoxDock documents that encrypted PDFs are unsupported for some operations. Check the current documentation for the exact task rather than assuming that an encrypted file will work—or that every operation has the same restriction.
Check image formats and clean up metadata separately
Photopea lists a broad range of image and design formats, including common raster formats, SVG, AI, and PDF. That list is a starting point, not a guarantee that every feature will behave identically for every format. Confirm the format and required editing tools in the service’s current documentation.

- FAST AND EFFICIENT – No technical hurdles or complicated setups here; easily scan both sides of a document at the same time, in color or black-and-white, at up to 12 pages-per-minute, and with a 20 sheet automatic feeder
- BROAD COMPATIBILITY – Works with both Windows and Mac devices, be it laptop or computer
Editing an image does not necessarily remove information embedded in it. Photos may contain metadata such as EXIF details or GPS location. LocalTools lists metadata removal as a separate operation; check whether the selected tool removes the fields you intend to strip before sharing the image.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What local editing does—and does not—establish
Using an on-device tool can avoid sending file contents to a remote processing service if the claim is accurate for that workflow. It does not, by itself, establish that the web page, browser, device, or resulting file is secure, nor does it guarantee that metadata has been removed. For especially sensitive material, verify network behavior, use a non-sensitive file for offline tests, and avoid relying on an unverified privacy claim.
