That is the ECB’s policy argument, not a settled forecast: the risks depend on how digital finance develops, and the digital euro has not been approved for issuance.
What fragmentation risk is Cipollone warning about?
Cipollone’s concern is that consumers and institutions are moving toward digital payments and tokenised assets faster than Europe’s shared monetary infrastructure is adapting. If tokenised finance grows on closed, incompatible platforms without a safe settlement asset, transactions could become siloed and the euro’s “singleness” could weaken. In ECB usage, singleness means that one euro has the same value throughout the euro area. In his 6 October speech, Cipollone put the warning this way: “If tokenised finance develops on closed, incompatible platforms without a safe settlement asset, fragmentation could increase and the singleness of money could be weakened.”

In everyday payments, he also warned that Europe may continue to lack a pan-European digital payment solution covering all use cases, while relying on infrastructure, technologies or providers controlled elsewhere. His broader question is how to preserve trust and stability while supporting efficiency, resilience and autonomy through the transition. These are the ECB’s stated concerns; they do not establish that fragmentation is inevitable or that a digital euro alone would prevent it.
How does a digital euro fit into the ECB’s response?
The ECB’s proposal is to extend central-bank money into digital settings while retaining the two-tier system in which public money and private money coexist. For retail payments, that means preparing a digital euro: a common euro-area acceptance layer distributed by banks and other regulated payment service providers. They would maintain customer relationships; the ECB says it would not provide customer-facing services.

The ECB argues that shared standards and broad reach could help private European payment services scale. Co-badging could also let a domestic payment scheme be used more widely. These are intended benefits, not demonstrated outcomes. Whether they materialise will depend on implementation, provider participation and public adoption. The ECB has also described non-remuneration and individual holding limits as possible design safeguards, but those remain project design statements rather than a final enacted specification. The ECB’s discussion of the project provides the institution’s rationale and analysis.
How do Pontes and Appia differ from the digital euro?
The initiatives address related parts of digital finance but are not interchangeable:

| Initiative | Purpose described by the ECB | Area |
|---|---|---|
| Digital euro | A proposed public digital payment instrument and common acceptance layer for everyday use, distributed through regulated providers | Retail payments |
| Pontes | Eurosystem solution intended to support settlement of tokenised transactions in central-bank money | Wholesale settlement |
| Appia | Work with market participants on the wider digital-finance ecosystem | Broader ecosystem |
The distinction matters: a retail payment option does not itself solve every wholesale settlement or ecosystem interoperability problem. Cipollone’s speech discusses the projects as parts of a wider response, not as one product or a guarantee of seamless integration.
What is the digital euro’s legal status and timeline?
As of 6 October 2026, the Council had agreed its position in December 2025, the European Parliament had adopted its position in July 2026, and trilogue negotiations were under way. The ECB says the Governing Council will decide whether to issue a digital euro only after legislation is adopted. It has described 2029 as a potential first-issuance target, conditional on the legislative process concluding by the end of 2026. Neither issuance nor that date is guaranteed. Cipollone’s speech sets out that condition.

What do the ECB’s figures say about payments and banks?
The figures Cipollone cited are ECB estimates and analysis, not observed effects of an issued digital euro:
| Figure | What it refers to | Qualification |
|---|---|---|
| 5% | Cross-border transactions’ share of the market, cited while discussing an interoperability platform and its limitations | ECB speech, 2026. The speech’s context does not establish this as a share of all European payments. |
| €127 billion by 2034 | Potential deposit inflow associated with continuing digitalisation | ECB estimate, 2026: equivalent to 0.4% of banking-sector assets or 1.5% of retail sight deposits. In the ECB’s business-as-usual scenario, the estimated inflow exceeded digital-euro-related outflows for hypothetical holding limits up to and including €3,000. |
| 2,025 banks; hypothetical limits from €500 to €3,000 | Scope and holding-limit range used in analysis requested by the European Parliament | ECB analysis, 2026. The figures are illustrative and do not determine the eventual holding limit. |
The deposit analysis depends on its assumptions and scenarios, including an extreme flight-to-safety case. It should not be read as a forecast of what banks will gain or lose once a digital euro exists; the ECB’s cited analysis is scenario-based and the project’s final settings remain undecided. The ECB analysis explains the estimates and their context.

What remains uncertain?
The central question is not simply whether a digital euro can be created, but whether the legal framework and eventual design deliver useful reach, interoperability and safeguards without creating new frictions. Legislation is still being negotiated, issuance requires a subsequent Governing Council decision, and the ECB’s stated benefits remain policy objectives. The warning is therefore best understood as Cipollone’s case for adapting public money to digital use, not proof that the proposed instrument will achieve every intended result.
