In India’s GST system, an e-invoice and an e-way bill do different jobs. An e-invoice is a supplier’s invoice registered through an Invoice Registration Portal (IRP); an e-way bill documents the movement of covered goods. A business may need either one or both: check e-invoice applicability and e-way bill applicability separately, because registering an invoice does not automatically satisfy the movement-document rules.
What is the difference between an e-invoice and an e-way bill?
An e-invoice is an invoice the supplier has prepared and submitted to an IRP for authentication and registration. When registration succeeds, the portal returns an Invoice Reference Number (IRN) and a QR code. The registered invoice data is shared with the supplier, the GST portal and the e-way bill system; the Invoice Registration Portal also describes automatic population of buyer information in GSTR-2B.

An e-way bill is the movement document for a covered consignment of goods. It is generated before movement and carries information used to document and verify that movement, including transport details. It must be carried or otherwise made available as prescribed by the applicable rules.

| What determines whether it is needed? | Taxpayer, turnover, document and applicable exclusion rules | Movement circumstances, consignment value, goods and applicable exceptions |
| Can it replace the other document? | No; it does not by itself meet an e-way bill requirement | No; it does not register or authenticate an invoice |
The practical sequence is often “invoice first, movement document as separately required.” The systems can share data, but a shared data flow does not merge their legal purposes or applicability tests.

When is an e-invoice required?
The Invoice Registration Portal’s mandate page lists GST Notification 10/2023 as the latest rollout step in its stated mandate information: e-invoicing applies to taxpayers with aggregate annual turnover (AATO) of ₹5 crore or more, effective 1 August 2023. The threshold test looks at any preceding financial year from FY 2017–18 onward and is based on GST returns. It is not simply a test of the current invoice’s value or the current year’s sales.
Meeting the turnover threshold alone is not a complete decision. The taxpayer’s status, the document and applicable exclusions also matter. The portal says regular taxpayers and SEZ developers can generate e-invoices, and e-commerce operators may generate them for sellers. Recipients and transporters do not generate the supplier’s e-invoice. For an actual business or GSTIN, confirm current enablement and check the applicable exclusions rather than relying on the threshold in isolation.
A practical e-invoice check
- Check turnover history. Determine whether aggregate annual turnover reached ₹5 crore in any preceding financial year beginning with FY 2017–18, using the GST-return basis described by the Invoice Registration Portal.
- Check who is making the supply and issuing the document. The obligation concerns the supplier’s invoice; being the recipient or transporter does not make that party the issuer of the supplier’s e-invoice.
- Check document scope and exclusions. Apply the current mandate and relevant exclusions to the particular entity and document. The turnover figure by itself does not establish that every document or taxpayer is covered.
- Check GSTIN enablement and current portal requirements. Use the current IRP information and applicable GST guidance for the specific GSTIN before issuing or processing a transaction.
- Register the invoice before treating it as an e-invoice. Submit the prepared invoice to the IRP. The IRN and QR code are returned after registration; simply creating an invoice in accounting software is not the registration step described by the portal.
When is an e-way bill required?
Under CBIC’s CGST Rule 138, a registered person who causes movement of goods with a consignment value exceeding ₹50,000 generally must furnish the required information before movement. The rule covers movement in relation to a supply, for reasons other than supply, and inward supply from an unregistered person. A transporter may generate the bill when the consignor or recipient has furnished the relevant details and handed the goods over for transport.

Do not read the ₹50,000 figure as a universal rule for every shipment. The official E-Way Bill System FAQ notes exemptions, and some cases—including handicraft movement and specified job-work movement—can require an e-way bill below that value. State and Union Territory requirements can also affect intra-state thresholds. Goods-specific and transaction-specific notifications and exceptions matter, so check the current rule and relevant state or UT position for the route and goods involved.
What the person generating the bill needs
The official system describes generation by the consignor, consignee or transporter. An unregistered transporter must enroll on the e-way bill portal. Depending on the transaction, the supporting document may be an invoice, bill of supply, bill of sale or delivery challan. The generator also needs the relevant transporter ID and transport-document number or vehicle number.
Before the goods move, establish who is responsible for entering the information and ensure that the supporting document and transport particulars are available. The legal threshold is only one part of the check: the reason for movement, type of goods, location and applicable exception can change the result. For a specific consignment, consult current CBIC rules and notifications, applicable state or UT requirements, and the official portal’s current tools and instructions.

How do the two systems work together?
Where both requirements apply, the supplier can register the invoice with an IRP and use invoice data to support e-way bill generation. Depending on the workflow, an IRN and e-way bill can be generated together, or the e-way bill can be generated later using the IRN. GSTN describes both flows. The e-way bill still has to be assessed under the movement rules; an IRN does not itself prove that a particular movement needs an e-way bill, nor does it make an otherwise required e-way bill unnecessary.

- Decide whether the invoice must be registered. Apply the supplier, turnover, document and exclusion checks to the GSTIN and transaction.
- Prepare and submit the invoice to the IRP. After successful registration, retain the returned IRN and QR code with the invoice record.
- Separately assess the goods movement. Check the consignment, value, reason for movement, route, goods and exceptions against the current e-way bill requirements.
- If an e-way bill is required, choose a supported generation workflow. Generate it with the IRN where the workflow supports combined generation, or later using the IRN. Enter and validate the required transport and destination information.
- Keep the movement record available as required. Ensure the person responsible for the consignment can carry or make the e-way bill available in the manner prescribed by the applicable rules.
This separation is useful operationally: the invoice is the registered tax document, while the e-way bill accompanies a qualifying movement. A transaction can therefore call for an e-invoice but no e-way bill, an e-way bill without an e-invoice, both, or neither, depending on which independent tests it meets.
GSTN’s June 2026 integration guidance for IRN and e-way bill workflows

Ship-to information and validation
- For combined generation, where ship-to details are supplied and an e-way bill is required, the ship-to GSTIN is conditionally mandatory. Where no applicable GSTIN exists, “URP” may be entered where applicable.
- For the e-way-bill-by-IRN API, GSTN says the GSTIN field under
ExpShipDtlsis mandatory. - Validation can fail for an invalid GSTIN, for repeating the bill-to GSTIN as the ship-to GSTIN in a bill-to/ship-to case, or for state and PIN-code mismatches.
- For B2B and SEZ transactions, ship-to details supplied during IRN generation generally cannot be replaced later when generating an e-way bill using that IRN. The advisory describes separate treatment for exports.
For a manual user, the lesson is to enter and verify the destination details at the appropriate stage rather than assuming they can be freely changed later. For an integrator, the advisory calls for systems to be updated for revised fields and validations. Since the advisory is dated 17 June 2026, confirm the current schema and portal response before relying on a particular API implementation.
Voluntary closure API status
A separate GSTN advisory discusses closing an e-way bill by number or date, including a same-day or immediately succeeding-day closure window, and an API route. It states that API changes were proposed for production deployment by 15 June 2026. That is a target date stated in the advisory, not independent confirmation that the changes went live. Check the current portal or system documentation before treating that API behavior as available in production.
How long is an e-way bill valid?
CBIC Rule 138 sets central validity bands by distance. The applicable calculation for an actual consignment should be checked against the current rule and portal calculation; the Commissioner may extend validity by notification for specified goods.

What if an e-way bill contains an error?
The official E-Way Bill System FAQ says submitted e-way bill details cannot be edited. Its stated correction route is to cancel the incorrect bill and generate a corrected one. Under Rule 138, cancellation is permitted within 24 hours of generation if the goods are not transported or are not transported according to the information furnished, but cancellation is not available after transit verification.
That makes pre-movement review important. Check the invoice or delivery document, destination, transporter and vehicle or transport-document details before dispatch. If information changes after generation, do not assume that the original entry can be amended; follow the portal’s current cancellation and re-generation process and the time limits in the rule.
Choosing a manual or integrated workflow
The requirements do not dictate one particular software workflow. A portal-based process and an ERP/API integration should both be judged on whether they help users apply the rules correctly and recover from errors—not just on how quickly they move invoice data.
- Applicability checks: Can the process distinguish turnover and taxpayer tests for e-invoicing from transaction, goods, movement, value and state-specific checks for e-way bills?
- Data entry: Does invoice information flow into the movement step where supported, and are ship-to fields validated against the relevant GSTIN, state and PIN requirements?
- Exception handling: Is there a clear operational route for rejected entries, cancellation and corrected generation, changed transport details, or delivery closure?
- Currency and maintenance: For an API-based system, does the provider maintain the current GSTN fields and validation rules and communicate schema changes? GSTN’s June 2026 advisory specifically calls attention to revised fields and validations.
An integration can reduce duplicate entry, but it cannot make the underlying applicability decision on behalf of the business unless the relevant facts and rules are correctly represented. Assign responsibility for checking applicability, validating destination and transport data, and monitoring errors; a connected workflow still needs controls at each decision point.
A practical decision checklist
- Identify the document and supplier. Determine whether the transaction and supplier fall within the current e-invoice mandate and whether an exclusion applies.
- Test the turnover history. For the stated mandate, check whether AATO was ₹5 crore or more in any preceding financial year from FY 2017–18 onward, based on GST returns.
- Describe the movement. Establish whether goods are moving for a supply, for another reason, or as inward supply from an unregistered person.
- Check the consignment and exceptions. Apply the ₹50,000 general Rule 138 threshold with the relevant goods, transaction, state/UT rules, notifications and exceptions in view.
- Decide whether one or both records are needed. Do not infer an e-way bill requirement from the existence of an IRN, or an e-invoice requirement from the existence of an e-way bill.
- Generate in the right order and verify the data. Register the invoice where required, generate the e-way bill where separately required, and validate transport and ship-to details before movement.
- Check validity and retain access to the records. Use the current validity calculation and make the required movement document available as prescribed.
For a particular taxpayer or shipment, use the current CBIC rules and notifications, relevant state or UT requirements, and the official IRP and E-Way Bill System information. The official pages cited for the threshold and process explain the central framework; the facts of a shipment and current portal behavior determine how it applies in practice.
