A Terraform drift signal tells you that tracked infrastructure differs from the configuration or state Terraform expects; it does not tell you whether the change was accidental, an approved hotfix, or safe to undo. Remediation starts with that decision: restore the declared configuration, or keep the live change by updating code. Terraform can expose and record differences, but people and teams still have to establish intent and review the consequences of action.
What Terraform drift detection actually tells you
Configuration drift is a mismatch between a resource’s actual settings and the Terraform configuration. State drift is related but distinct: remote objects can change while the configuration itself remains unchanged. Terraform compares configuration, its state, and refreshed information from remote resources to build a plan.

That comparison is evidence about attributes Terraform tracks, not a complete account of why a resource changed. A difference might come from an accidental console edit, an emergency fix, an approved change made outside the normal workflow, or another cause. The signal alone cannot distinguish among them.

Refresh-only plans show changes; they do not undo them
A terraform plan -refresh-only plan makes observed remote changes reviewable as proposed state updates. It does not propose restoring the remote resource to the configured value. HashiCorp describes the scope directly: “This is a refresh-only plan, so Terraform will not take any actions to undo these.” HashiCorp’s refresh-only tutorial explains that an approved refresh-only apply records observed values in state without modifying remote infrastructure.

That distinction matters operationally: updating state to reflect what exists is not the same as deciding that the live change should remain, or that infrastructure should be changed back.
HCP Terraform assessments report without reconciling
HCP Terraform health assessments use non-actionable refresh-only plans to compare actual resource settings with workspace state. During an assessment, they do not update state or configuration. HashiCorp’s documentation describes this as a detection step followed by an operator’s decision about whether to overwrite the live change or update configuration to keep it: health assessments in HCP Terraform and detecting drift and enforcing policies.

Why remediation is harder than detection
Detection asks whether tracked values differ. Remediation asks which version of reality should prevail, who has authority to decide, and what consequences an apply could have. A tool can report the mismatch accurately and still lack the context needed to choose safely.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Intent: Was the change unauthorized, or was it an approved emergency adjustment?
- Impact: Would restoring the configured value interrupt a service, remove a required workaround, or cause a replacement?
- Consistency: Should configuration change to represent the live resource, or should the resource return to the declared configuration?
- Accountability: Is there a reviewable record of the decision and the reason behind it?
HashiCorp documents two principal configuration-drift paths: overwrite the external change by applying configuration, or update configuration to retain the change. Neither choice follows automatically from the detection result. The HCP Terraform health-assessment documentation describes these alternatives.

Choose between restoring infrastructure and updating code
| Decision | When it fits | What Terraform changes | Main review concern |
|---|---|---|---|
| Restore declared configuration | The external change should not remain, and the team has confirmed it is safe to reverse. | A normal plan and apply can change the remote resource back toward the configured values. | Inspect the plan for consequential updates, deletion, or replacement before applying. |
| Keep the live change and codify it | The change is intentional and should become the desired configuration. | Update Terraform configuration to represent the intended settings, then use the normal plan-and-apply workflow. | Confirm the code captures the approved end state and review what the resulting plan will do. |
| Record observed values in state only | The immediate goal is to reconcile Terraform state with what currently exists, not to change the remote resource. | An approved refresh-only apply updates state from refreshed remote values. | This does not decide whether the configuration should change or whether the resource should later be restored. |
Terraform’s refresh-only operation is useful for reviewing or recording observed values, but it is not a third resolution to the underlying question of intended configuration. For the documented state behavior, see Use refresh-only mode to sync Terraform state and Manage resource drift.
A safer workflow for deciding what to do
The following sequence is practical team guidance, not a formal HashiCorp standard. It keeps detection separate from authorization and execution.

- Inspect the changed attributes. Review the refresh-only output and identify the exact tracked values that differ; do not infer intent from a summary label alone.
- Establish context. Check relevant audit or event records and ask the service owner whether the change was an emergency fix or an approved adjustment.
- Choose the intended end state. Decide whether to restore the declared values or update configuration to retain the live change. If you cannot establish intent, pause rather than treating detection as authorization to mutate.
- Generate and read the applicable plan. A plan for restoring configuration can include replacement actions. HashiCorp’s Create a Terraform plan tutorial illustrates changes that require destroying and recreating a resource; confirm the exact actions and affected resources in your own plan.
- Apply through the normal change process. Use the team’s review and approval path rather than bypassing it because the difference is labeled drift.
- Verify and record. Check the remote end state after execution and record why the team chose that outcome. Verification and decision records are prudent operational recommendations, not a universal standard established by Terraform documentation.
When is automatic drift remediation appropriate?
Automation is safest when the desired outcome is explicit, the proposed action is bounded, and the team has defined what happens when context is missing. A refresh-only assessment can automate detection without granting permission to change a resource. Automatically applying a corrective plan is a separate and higher-impact decision.
- Consider automated correction only for resource attributes with a clearly approved source of truth and a well-understood, low-risk action.
- Require review or escalation when a plan proposes replacement, deletion, or an impact the automation cannot evaluate.
- Do not treat a successful plan as proof that the proposed change is operationally safe; inspect its scope and dependencies.
- If the team chooses to suppress or ignore a known difference, assign an owner, document the reason, and set a review point. Otherwise, suppression can hide unresolved work.
These are practitioner recommendations, not a guarantee that any particular automation policy will be safe. A useful operational question is: how long does it take from detection to either remediation or an explicit, recorded decision to keep the change? That is a diagnostic prompt, not a published benchmark.
What “solved” can and cannot mean
Terraform documents concrete mechanisms for refreshing resource information, reviewing drift, and choosing between reverting an external change and updating code. That makes the detection-versus-remediation distinction useful, but it does not establish that drift detection is solved across every infrastructure platform or organization. Nor does it prove one workflow is safest for every resource, provider, or operational environment.
The defensible takeaway is narrower: detecting a difference is a tractable tool capability; deciding what that difference means and authorizing a potentially consequential change remain operational responsibilities. The quality of remediation depends on context, review, and verification—not on the drift signal alone.
