Paragon says it is free for non-commercial use only. Get the current download and check the latest requirements on Paragon’s Community Edition page; the older “Backup & Recovery Free” name appears in historical material and does not establish that an older installer is current.
What the free Community Edition can do
Paragon describes the software as a way to back up files, volumes, or entire disks. You can schedule jobs and set retention and other backup parameters. Archives can be mounted so you can browse them and recover individual files. For a Windows system backup, Paragon says the OS partition can be included; selecting it also backs up the boot partition automatically.

Recovery is a separate step from creating a backup. If Windows still starts, you can use the software to access an archive and recover files. If Windows will not start, Paragon describes booting from recovery media and restoring the system in a WinPE environment. Make and test your recovery preparations before a failure, and follow the current in-product guidance for creating the media.

Windows compatibility and requirements
Paragon currently lists support for these 64-bit Windows platforms:
#1 Best Overall

- The available storage capacity may vary.
- Windows 10 x64, version 1809 or newer
- Windows 11 x64
- Windows 11 Arm64
The listed minimum hardware requirements are a 1 GHz or faster x64 or Arm64 processor, at least 2 GB of RAM, and 250 MB of available drive space. Paragon also lists an external USB hard drive for backup storage and network access for network transfers. Check the official product page before downloading because supported systems and availability can change.
Where to store backups and recovery media
Use a physically separate external USB hard drive as the backup destination. Its capacity should account for the data you plan to protect and how much backup history you want to keep; Paragon does not specify a recommended capacity. Keeping backups on a separate device helps avoid relying on the same drive that may fail with the PC.
Rank #2

- Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop

Recovery media serves a different purpose: it lets you start the recovery environment when Windows cannot boot. Paragon’s current page describes using a USB stick for booting into WinPE. Its version 14 help page says media created with a free product provides that product’s free-version tools, but this is version-specific guidance, not confirmation of the current Community Edition workflow. Follow the current instructions shown by the installed product.

Paragon limits Community Edition to personal, non-commercial use. Its comparison identifies Windows Server support, volume or OS copying, email notifications, and disk or partition management as features excluded from Community Edition. Paragon directs commercial users to its business product. Check the publisher’s current license and edition comparison for the details that apply to your intended use.

Why older download pages may say “Free”
Paragon’s Knowledge Base lists “Backup & Recovery 14 | Free” alongside manuals for older releases. That index documents product versions; it does not show that version 14 is the current download. Paragon announced its Free edition on July 10, 2018, describing file, partition, and system backups, restore in WinPE, and bootable recovery media. Those are release-era details, so use the current Community Edition page for today’s download and requirements.
