The right implementation is the smallest one that matches those rules and your platform’s capabilities.
Choose what a tier applies to
Before writing discount code, specify whether a tier changes the price of every eligible unit or only the units within each tier. Stripe exposes these as distinct pricing models in its Prices API, version 2025-03-31.basil.

Volume pricing: the reached tier prices every unit
In volume pricing, the maximum quantity or usage reached determines one unit price for the entire eligible quantity. For example, suppose a product costs $10 per unit for quantities 1–9 and $8 per unit from quantity 10 onward. An order for 10 units costs 10 × $8 = $80 before other adjustments. Crossing the boundary reprices all 10 units.

Graduated pricing: each portion keeps its tier price
In graduated pricing, successive portions are charged at their respective tier prices. With the same illustrative rates, 10 units cost (9 × $10) + (1 × $8) = $98. The first nine units remain at the first-tier rate; only the tenth receives the second-tier rate.

These figures illustrate the semantics, not Stripe’s rates. Write down whether each boundary is inclusive, what happens at zero quantity, and whether tiers apply per item, customer, subscription, or whole cart. Stripe’s tier configuration is documented in its Create a price API.
Specify a deterministic calculation order
A discount’s result depends on what amount it sees. Treat the calculation sequence as part of the product specification, not an implementation detail. Shopify documents product discounts first, order discounts against the revised subtotal, and shipping discounts last. BigCommerce documents its own calculation sequence, including discounts and coupons before tax. Those are platform behaviors, not a universal rule.

- Resolve eligible items and calculate their tier prices.
- Apply product-level discounts to eligible item amounts.
- Calculate the revised merchandise subtotal.
- Apply order-level discounts according to your stacking rule.
- Apply shipping discounts to eligible shipping charges.
- Allocate order-level discounts to lines as required for tax attribution, then calculate tax according to the applicable platform and jurisdiction rules.
Shopify’s documented order and discount combination behavior is described in Combining discounts. BigCommerce’s documented sequence is in Calculations. If you integrate with either platform, align your engine with its actual checkout behavior rather than assuming the sequence above is universal.
Define how discounts stack
Two percentage discounts can be applied independently to the original eligible subtotal or compounded one after another. Those produce different totals. On a $100 eligible subtotal, two 10% discounts calculated from the original subtotal reduce it by $20, leaving $80. Applied sequentially, the second 10% is taken from $90, leaving $81.

Shopify’s examples calculate multiple percentage order discounts from the original subtotal; its example combining a percentage and fixed order discount applies the percentage first. If your engine adopts that approach, record the original eligible basis for each discount and calculate each amount from it. If it compounds sequentially instead, make the changing basis explicit. Also specify eligibility, priority, whether discounts may combine, and how a fixed discount interacts with percentage discounts. Do not let rule evaluation order accidentally decide the commercial result.
Choose a currency policy for each discount type
A percentage discount is dimensionless; a fixed amount is not. Your rules need to state which currency a fixed amount belongs to and when conversion occurs.

- Cart-currency fixed amount: configure a distinct amount for each supported cart currency, or define how the amount is derived.
- Store-currency fixed amount: retain the configured store-currency value and convert it at a defined checkout point using the platform’s conversion behavior.
- Configured-currency fixed amount: identify the denomination and the exchange-rate source and timing used to convert it.
Shopify says percentage discounts apply to local prices, while fixed amounts are set in store currency and converted at checkout. Its Markets documentation notes that percentage discounts work the same way across markets and currencies. BigCommerce’s multi-currency promotions intentionally support percentage discounts rather than amount-based discounts, avoiding fixed amounts whose value would depend on foreign-exchange conversion. These are platform-specific policies; choose and communicate your own when building independently. Bound totals and make line allocation explicit
At minimum, enforce that a discount cannot reduce an eligible amount below zero. Shopify documents that an order value cannot go below zero. A useful invariant for each eligible scope is therefore: the applied discount is no greater than the eligible amount. Test this for oversized fixed discounts, overlapping discounts, empty carts, and fractional currency amounts.

Order-level discounts may need to be assigned back to item lines so tax can be attributed correctly. The allocation policy matters: Shopify describes proportional application across items for an all-products amount-off discount, while BigCommerce describes equal allocation across line items for order-level discounts. These approaches are not interchangeable, and their applicability depends on discount type and platform behavior.
- Choose whether allocation is proportional to line value, equal per line, or another documented method.
- Define how excluded or already-discounted items participate.
- Specify rounding precision and how any leftover minor currency units are assigned, deterministically.
- Reconcile allocated line discounts to the exact order-level discount total.
Shopify’s amount-off behavior is documented in Amount off discounts; BigCommerce describes order discount allocation in its Promotions overview. Confirm tax treatment with the platform and applicable jurisdiction; an allocation rule by itself is not a tax rule.

A custom engine gives control over semantics and integration, but also makes your team responsible for consistent calculations, currency rules, edge cases, and tax-compatible allocation. Platform APIs can cover much of the work when their model fits.

Test the rules at their boundaries
Keep the calculation as pure and repeatable as possible: the same cart snapshot, currency, and rule set should produce the same line and order amounts. A compact test suite should cover the policy decisions that most often change totals:
- Quantities immediately below, at, and above each tier boundary, for both volume and graduated pricing.
- Two percentage discounts under the chosen original-basis or sequential-compounding model.
- A percentage discount combined with a fixed amount, including a fixed amount larger than the remaining eligible subtotal.
- Mixed eligible and excluded lines, plus an empty eligible set.
- Multiple currencies, fixed-amount conversion timing, and rounding at the smallest supported currency unit.
- Line allocation where proportional shares produce fractional minor units, verifying allocated amounts sum to the order discount.
Compare the result at line level as well as at cart total. Matching only the final total can conceal a wrong tier boundary or an allocation that changes tax attribution.
