Sometimes. Windows 11 can reopen supported restartable apps after you sign in, provided the restartable-app setting is on. It does not guarantee that every app, window, document, or work session will return.
How Windows 11 resumes apps after a restart
Windows has a sign-in option called “Automatically save my restartable apps and restart them when I sign in.” When enabled, it can reopen apps that support this feature after you sign in following a restart. Microsoft describes the behavior as applying to restartable apps, not every installed program. It does not promise to restore all open windows or unsaved work. Microsoft Support’s Edge guidance identifies the setting and recommends turning it off if you do not want Edge to start at sign-in.

How to stop apps reopening after you sign in
- Open Settings > Accounts > Sign-in options.
- Turn off Automatically save my restartable apps and restart them when I sign in.
- If a particular app still opens, check whether it has separately been set to launch at sign-in.
Why an app may still open: startup settings
Windows’ startup-app controls are separate from the restartable-app option. An app enabled for startup is configured to launch when you sign in, regardless of whether the restartable-app setting is on.
Check Settings or Task Manager
Look in Settings > Apps > Startup, or open Task Manager > Startup apps. Disable the app there if it is listed and you do not want it to launch at sign-in. Microsoft’s startup-app instructions also note that apps not shown in those lists may need to be managed through File Explorer’s Startup folder.

If Edge opens after a restart
First turn off the restartable-app option under Settings > Accounts > Sign-in options. If Edge continues to open when you sign in, inspect the startup-app list as well: it may be configured to launch there independently.
Restarting for an update is a different setting
If your concern is that Windows Update restarts the PC at an inconvenient time, that is separate from whether apps reopen afterward. Windows Update offers restart scheduling, while active hours are intended to avoid automatic restarts during your usual usage period. Find restart options under Settings > Windows Update; active-hours controls are under Settings > Windows Update > Advanced options > Active hours.
