No. A Meta Quest headset does not use a phone to run its VR games and apps; it is a standalone device. A phone may be useful for the Meta Horizon companion app and certain setup or casting tasks, but that is different from being needed to power the headset’s experiences.
Does Oculus Quest use a phone to run games?
No. Meta describes Quest 3 and Quest 3S as standalone devices: “Meta VR devices are standalone — no PC required.” The guide is developer-facing and was updated in September 2026, but it establishes the central point: supported experiences run on the headset itself, not on a phone. Meta’s platform overview describes apps running on Horizon OS devices as headset experiences, including immersive VR and mixed-reality apps as well as 2D panels. That does not mean every feature works offline, but it does mean the phone is not the device running Quest apps. Meta’s Horizon OS platform overview
Do you need a phone to set up a Meta Quest?
Meta’s published developer instructions use the Meta Horizon mobile app for pairing a headset and enabling developer mode. Those are development workflows, not proof that every consumer must have a phone for ordinary first-time setup. The available official setup guidance does not settle the requirement for every current model or region, so avoid assuming either that a phone is always required or that setup never needs one. Can you use Quest like a phone?
No. Quest is not a 2D phone display. Meta notes that phone-like behaviors such as push notifications and authentication handled by a separate Android app are not available in the same way on Quest. Its 2D panels are part of headset apps, not a general-purpose phone interface. Meta’s APK guidance
Can you connect a phone to Meta Quest?
Yes, for specific tasks such as casting or sharing a screen, but this does not make a phone necessary to run headset content.

Cast the Quest view to a phone
Meta’s playtesting guide describes casting what the headset displays to a phone, and recommends using the same Wi-Fi network for the test arrangement it documents. This is an example workflow, not a complete consumer support specification. Meta’s playtesting guide

A separate direction is to receive a phone’s screen in the headset. The third-party Meta Horizon Store listing for DisplayPass Receiver says it can receive screens from phones, computers, and other devices, and lists Quest 2, Quest Pro, Quest 3, and Quest 3S as supported platforms. This is an app-specific option, not a universal built-in mirroring or remote-control feature. DisplayPass Receiver listing

What to remember
- Running supported VR experiences: the headset does this itself.
- Pairing or developer mode: Meta’s documented developer workflow uses the Meta Horizon app; that alone does not establish a universal consumer setup requirement.
- Sharing screens: casting can work in either direction in specific workflows, with availability depending on the method or app.
- Phone functions: Quest is not a substitute for a phone’s general display and app behaviors.
