Google Authenticator generates one-time verification codes without internet or mobile service. Google’s Android help page for the app says so directly, and it lists Authenticator, or another one-time-code app, as an option when a phone has no internet or mobile connection (Google Account Help, “Get verification codes with Google Authenticator”).
The code is created on your phone, but the sign-in itself is a conversation with a remote service. That service still has to be reachable to receive the code. Offline generation solves the problem of having no signal on your phone; it does not make an online account or website work without a connection.

What works offline and what does not
Two things are easy to blur together, so it helps to separate them:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Works without a connection: Authenticator generating a code on the phone. No Wi-Fi, mobile data, or mobile service is needed at the moment the code is created.
- Still needs a connection: the sign-in. You type the code into a sign-in screen, and the service on the other end must be reachable to check it. If the website or server is down, or you are on a network that blocks it, the code will not help you.
In practice, a flight or a dead zone is not a barrier to using Authenticator, as long as you have already set it up and the service you are signing into can be reached when you do.

Set up app-based verification while you still have a connection
Setup requires a live connection, so do it before you travel or head somewhere with poor coverage.
- Sign in to your Google Account and turn on 2-Step Verification. Google’s instructions are in Google Account Help, “Turn on 2-Step Verification”.
- In the service’s two-step or security settings, choose the option for an authenticator app or one-time codes rather than text messages or calls.
- Scan the setup QR code or enter the setup key in Google Authenticator, then type the code the app displays to confirm the link.
- Repeat for every service you rely on, and keep a note of which accounts use Authenticator.
- Before you leave, sign in once on a device where you have the phone and confirm that a fresh code is accepted.
Menu labels in the service’s settings change often, so look for wording such as “authenticator app,” “app-based verification,” or “one-time code” rather than relying on an exact path.

Sync or local-only: where your codes live
Authenticator can be used with or without a Google Account, and the difference determines what happens when you change phones. Google’s help material describes both modes.
Recommended Free Tools
| Setup | Codes on a new device | What you need | Main limitation |
|---|---|---|---|
| Signed in to a Google Account with sync on | Reappear after you sign in on the new device | A Google Account sign-in and a network connection to sync. Google’s help lists Android 6.0 or later and iOS 4.0 or later for sync. | Sync does not help if you cannot access the Google Account itself. |
| Used without a Google Account | Stored on the device only | The old device, the latest Authenticator app on it, and the new device, for a manual transfer | If the old phone is lost or broken before you transfer, its codes cannot be moved this way. |
Sync is optional. You do not need a Google Account to generate codes offline. According to Google’s help, codes are encrypted in transit and at rest in its products when sync is used (Google Account Help, “Get verification codes with Google Authenticator”).

Moving your codes to a new phone
Google documents a manual transfer using export and import QR codes. Do this while the old phone still works.
- Update Authenticator on the old phone to the latest version.
- In the app’s menu, choose the option to transfer or export accounts, and generate the export QR codes.
- On the new phone, install Authenticator, open the import option, and scan the QR codes shown on the old phone.
- Check that each service accepts a code from the new phone, starting with the accounts you use most.
- Only after every account works on the new phone, reset or retire the old one.
Treat the export QR codes as sensitive. Anyone who scans them could gain the same codes, so show them only on your own device and close the screen when the transfer is complete.

When codes are rejected
- Check the device clock first. Google’s current help page says the time-correction setting is no longer available in version 7.0 and later, and the app now uses the operating system’s time setting.
- Turn on automatic date and time in your phone’s system settings, then request a new code.
- Wait for the next code if a code expires during entry rather than typing a stale one.
- Use a backup method if the clock is correct and codes are still refused. Google’s troubleshooting page for 2-Step Verification covers the remaining causes (Google Account Help, “Fix common issues with 2-Step Verification”).
Backup codes and other fallbacks
Authenticator is the direct answer for offline generation, but it is not the only way to protect a Google Account when your phone is unavailable. These options solve different problems.
| Option | Needs the phone to sign in | What to prepare before you lose the phone |
|---|---|---|
| Authenticator code | Yes | Set up the app for each service while signed in, and confirm codes work. |
| Synced codes | Yes, on the new device after sign-in | Sign in to the Google Account on the new device and confirm sync. |
| Manual QR transfer | Yes, once the codes are on the new device | Complete the export and import while the old phone still works. |
| Backup codes | No | Print or download a set and store it securely. |
| Security key | No | A compatible key registered to your account before you need it. |
Backup codes
Google recommends keeping backup codes for situations such as losing your phone or being unable to get a code from Authenticator, text, or call. Each backup code works only once, and generating a new set makes the previous set inactive. Google says the codes can be printed or downloaded (Google Account Help, “Sign in with backup codes”). Keep them somewhere private, and do not share them with anyone.

Security keys
Google lists security keys among its stronger second-step options. A key is an alternative to Authenticator, not a requirement for offline code generation, and whether it is available depends on your account and the options Google has enabled. Google’s recovery guidance for people who cannot use a phone is in Google Account Help, “Fix common issues with 2-Step Verification”.
