Apple’s carrier-support page for iPhone in the Middle East and India, dated February 5, 2026, states: “FaceTime isn’t available in the United Arab Emirates.” Dubai is in the UAE, so that statement covers it. The page does not explain every device, account, or app-visibility scenario, so it is not a guarantee that any single setting will change the result. What follows explains what is established, which alternatives the UAE regulator lists, and how to set up calls before you travel.
What Apple’s support guidance says
Apple’s statement is direct and specific to the UAE. It appears in the United Arab Emirates section of the carrier-support page, alongside the UAE carrier capabilities Apple lists, including 5G, eSIM, LTE, and VoLTE. Cellular data support on those carriers does not mean that every internet-calling service is available, and Apple’s own page separates the two: it lists the carrier features and, in the same section, says FaceTime is unavailable.

The page also notes that FaceTime may be unavailable when a device originates from the UAE and is later unlocked or used elsewhere. It does not provide a matrix covering device model, Apple Account country, SIM status, or how apps download. For that reason, be wary of tips promising that a region or account setting will restore FaceTime in the UAE. Apple’s page does not establish that such a change works, and you should check Apple’s current device-specific support before trying one.

The Telecommunications and Digital Government Regulatory Authority (TDRA) treats calling over the internet as a regulated activity. Its Internet Guidelines page, last updated October 3, 2026, states: “Voice and video calls are considered Voice over Internet Protocol (VoIP) services that are a regulated activity in the UAE.”

According to the same page, access to VoIP services serving UAE users is allowed when the service is provided in collaboration with a licensed provider or is approved by TDRA. Licensed providers are obliged to block VoIP application traffic that does not comply. In practical terms, a calling app that is neither licensed nor approved may not work on UAE networks, even if it works fine in other countries.
Apps on TDRA’s current allowed list
TDRA publishes a list of currently allowed applications. The names below appeared on that list when the guidance was reviewed; the list can change, so check TDRA’s page before you rely on any app.

The “meeting only” label is the one restriction the list states explicitly, and it applies to Google Meet. For the other entries, the list establishes inclusion only. It does not tell you pricing, account requirements, whether a contact on another app can join your call, or whether every feature works the same way across services. Verify those details with each provider before you travel.

An eSIM can give you mobile data in the UAE, and Apple lists eSIM among UAE carrier features. Apple’s iOS 26 feature guide also describes streamlined travel eSIM management and says people can use iMessage and FaceTime on their home number while away without additional cost. That is general travel context. It does not say FaceTime works in the UAE, and it does not override Apple’s explicit UAE statement.

Likewise, an eSIM does not change the UAE’s VoIP rules. Data access and permission to run a given calling service are separate questions. Treat an eSIM as a way to get data, not as a verified route to FaceTime calls.
A practical sequence for making video calls in Dubai
- Before you leave, ask the people you will call which app they already use. Choose an app from the TDRA list that they can also install, since a call needs both sides on the same service.
- Create accounts and confirm sign-in on your phone at home, on Wi-Fi. Check with the provider whether an account or paid plan is required, because the TDRA list does not say.
- On the day you travel, reopen TDRA’s Internet Guidelines page and confirm that your app is still listed.
- After you land, place a test call on the same connection you plan to use, whether that is your eSIM data or a local SIM. Do not assume a hotel or airport Wi-Fi network will behave differently, and do not assume that any network will make FaceTime work.
- If a listed app fails, check whether the problem is on your side, such as sign-in, permissions, or the contact’s app version, before you conclude the service is blocked. The sources reviewed do not describe a specific fallback that is guaranteed to connect, so arrange a second contact method before you need it.
