Downscaling a 1920×1080 video to 480×270 does not, by itself, protect or improve its picture quality. It reduces each frame to one-sixteenth as many pixels, and the resize filter and any re-encoding can affect what viewers see. The conversion may suit a playback or data-use constraint, but whether it looks better or worse on a particular display depends on the source and workflow.
What changes when 1080p becomes 480×270?
The frame width and height each become one quarter of their original dimensions: 1920×1080 becomes 480×270. Since pixel count is width multiplied by height, the output has one-sixteenth as many pixels per frame. Scaling resamples the source image to fit the new dimensions; it cannot preserve all the source’s spatial detail. FFmpeg documents scaling as a resampling operation and provides several scaler algorithms in its scaler documentation.

The phrase “protect its quality” should therefore be treated as a goal or an impression from a particular comparison, not a guaranteed effect of reducing resolution. The available documentation does not establish that this exact conversion improves perceived quality.
Why the resize can look different
The scaling filter affects artifacts
A scaler must decide how to calculate each output pixel from the source. FFmpeg lists filters such as bilinear, bicubic and Lanczos; they make different tradeoffs in speed and image treatment. Its filter documentation describes bilinear scaling as fast but low quality and discusses aliasing tradeoffs when downscaling. That is not enough to declare one filter best for every clip: footage, settings and intended display all matter. See FFmpeg’s scaling filter documentation and scaler options.

Resizing and re-encoding are separate changes
Changing frame dimensions is scaling. If the result is also encoded into a new video stream, that is transcoding: FFmpeg defines it as decoding and re-encoding. Re-encoding is generally lossy and can degrade the stream, so softness, blocking or other changes cannot automatically be blamed on the smaller resolution alone. FFmpeg explains this distinction in its transcoding documentation.
Frame dimensions do not alone determine display shape
480×270 has the same 16:9 width-to-height ratio as 1920×1080, but stored frame dimensions and displayed aspect ratio are related rather than identical. Sample aspect ratio metadata can affect how pixels are displayed. FFmpeg says scaling adjusts sample aspect ratio to keep display aspect ratio constant, and its FAQ recommends checking whether stretching comes from the image itself or its aspect-ratio information. Consult the FFmpeg FAQ on sample and display aspect ratios if the output looks stretched.

How to judge whether this conversion suits your video
There is no documented quality comparison for this specific 1080p-to-480×270 conversion, and no guaranteed file-size or bitrate result. Evaluate the result using the actual source clip and the screen where it will be viewed, rather than assuming fewer pixels mean a better-looking file.

- Check the intended output: confirm 480×270 is appropriate for the player or delivery constraint.
- Inspect the scaling result: compare edges and fine detail for softness or aliasing, using the same source segment and display.
- Check aspect ratio: verify that the image is not stretched and that its display proportions are correct.
- Account for encoding: if you re-encode, consider the codec and quality settings as well as the resize; encoding can add loss.
- Measure rather than assume: compare output file size and visual quality for the actual workflow. The cited documentation does not establish those results in advance.
