No. Adding captions alone does not make a reused video eligible for YouTube livestream monetization. Captions can improve accessibility, but YouTube’s reused-content policy looks for a meaningful original contribution—such as commentary, substantive editing, or educational or entertainment value—not just subtitles. The policy applies to live streams as well as other videos.
Why captions alone are not enough
YouTube says, “If you borrow content from someone else, you need to change it significantly to make it your own.” Its policy describes reused content as material from YouTube or another online source repurposed without significant original commentary, substantive modifications, or educational or entertainment value. A caption track by itself does not establish any of those contributions.

Captions may make spoken content easier to follow or help viewers who cannot hear the audio. That accessibility benefit is separate from whether you have transformed or meaningfully added to someone else’s work for monetization review.

What YouTube treats as meaningful added value
YouTube’s examples of content that may be eligible include borrowed material presented with a clear, substantial contribution, such as:

These examples are not a checklist or a guarantee of approval. They illustrate the difference between adding words on screen and changing the viewer’s experience through original analysis, context, narration, editing, or a distinct educational or entertainment purpose.
Does the reused-content policy apply to livestreams?
Yes. YouTube’s channel monetization policy says its use of “video” includes Shorts, long-form videos, and live streaming. The policy therefore applies to a live broadcast of reused footage and to the archived stream.

YouTube says reviewers may consider the channel’s main theme, most-viewed and newest videos, the largest share of watch time, metadata, and the About section. These are examples of factors, not an exhaustive list. Captions on one stream cannot settle the outcome of a channel review.

Having permission to use footage—or receiving no copyright claim—does not by itself make that footage eligible under the reused-content policy. YouTube treats reused-content monetization review separately from copyright enforcement. A creator may therefore have permission and still need to demonstrate a meaningful original contribution for monetization purposes.

Likewise, meeting the reused-content policy does not automatically enable earnings. You must be accepted into the YouTube Partner Program (YPP) and meet the applicable requirements. Watch Page monetization can include long-form and live-stream videos, subject to the relevant monetization module and YouTube’s other policies.
How to make your contribution clear
If you plan to use third-party footage in a livestream, build the original work into the broadcast rather than relying on subtitles to change it. You can explain or analyze what viewers are seeing, provide meaningful context or a distinct narrative, or edit the material so your contribution is evident. Make the authorship and purpose clear in the stream and relevant channel context. These are practical applications of YouTube’s policy examples, not a promise that a particular stream will pass review.

Use captions if they help viewers access the stream, but treat them as an accessibility feature—not as the transformative contribution itself. YouTube does not publish a numerical threshold for how many captions, edits, or minutes of commentary would make a reused stream eligible.

No. YouTube’s July 15, 2025 update renamed “repetitious content” to “inauthentic content.” YouTube said the reused-content policy did not change; the caption question remains governed by the same need for significant original contribution to borrowed material.
