Choose the agency with a current solicitation that fits your research, accepts your institution, and matches your lab’s ability to meet its application rules. DOE is not automatically the better choice for energy-related work, nor is NSF the default for every other field: DOE’s Office of Science supports research across multiple scientific areas, while NSF funds a broad range of science and engineering. Compare the specific opportunity, not the agency name alone.
Start with the research question and agency mission
This comparison focuses on the U.S. Department of Energy’s Office of Science, not every DOE funding office. The Office of Science describes its mission as advancing scientific discovery and tools that improve understanding of nature and support U.S. energy, economic, and national security. Its eight program offices span areas including advanced computing, basic energy sciences, biological and environmental research, fusion, high-energy physics, isotope R&D, nuclear physics, and accelerator R&D. NSF supports a broad range of science and engineering through its directorates and programs. Broad agency scope does not settle whether a particular project fits: the relevant program or solicitation does. Start by looking for a notice that names your research area, question, or method, rather than relying on a general description of either agency.

The Office of Science’s FY2026 funding overview lists an $8.2 billion budget supporting a portfolio that includes grants and contracts for more than 25,000 researchers, including students, at over 300 institutions and all 17 DOE national laboratories. It also reports 28 open-access scientific user facilities and more than 43,000 users each year. Those figures describe the Office of Science; they are not a comparable NSF budget, award-rate, or funding-success measure. DOE Office of Science FY2026 funding overview

Compare the opportunity, not just the agencies
| Decision point | DOE Office of Science | NSF | What your lab should verify |
|---|---|---|---|
| Research fit | Match the work to an Office of Science program office or a mission-focused DOE opportunity. The remit includes basic research and major scientific tools, with a strong physical-science and energy-related focus. | Match the work to an NSF directorate, program, or solicitation in its broad science and engineering portfolio. | Does the notice cover the actual research question, approach, and intended outcomes? |
| Who can apply | Eligibility varies by notice. Funding Opportunity Announcements (FOAs) may admit one or more types of institutions; DOE National Laboratory Announcements are restricted to DOE laboratories. | Researchers usually submit through their employing organization. Some programs set additional eligibility restrictions. | Is the lead organization eligible? Can partners participate as co-leads, subawardees, or only through a particular mechanism? |
| Application requirements | The FOA sets opportunity-specific instructions and may require a pre-application or other preliminary step. Office of Science proposals and reviews use PAMS. | Use the applicable Proposal and Award Policies and Procedures Guide (PAPPG), supplements, and solicitation-specific instructions. Research.gov or Grants.gov is generally used unless the solicitation says otherwise. | Check registrations, format, page limits, required preliminary materials, deadline, and submission route in the current notice. |
| Review and selection | Selection draws on technical merit review, relevance and importance to the DOE mission, and funding availability. | Proposals that pass compliance checks are assessed by the relevant program, usually with outside experts, under the applicable policies and solicitation criteria. | Identify each stated criterion and the evidence your proposal will provide for it. |
| Award and project terms | The Office of Science uses grants and cooperative agreements for financial assistance and also supports competitive research at national laboratories. | NSF generally makes awards through grants and cooperative agreements under its policy framework. | Check the notice for the award instrument, conditions, facilities access, reporting, and other obligations. |
These are agency-level orientation points, not guarantees that every program follows the same pattern. The specific opportunity controls. DOE does not accept unsolicited financial-assistance proposals through the Office of Science, so a lab needs an applicable announcement rather than an unsolicited submission. Check eligibility before investing in a full proposal
For a DOE application
Read the FOA’s eligibility section and applicant instructions. DOE distinguishes FOAs, which may be open to one or more institution types, from DOE National Laboratory Announcements, which are for DOE laboratories. Some notices also require a pre-application or another step before a full proposal. Do not infer eligibility from the subject area or from a lab’s prior awards. For an NSF application
NSF generally receives proposals on behalf of qualified scientists, engineers, and educators through their employing organizations, but some programs impose special eligibility rules. Check both the program solicitation and the applicable NSF policy guidance; a researcher’s eligibility does not by itself establish that the institution or proposed arrangement qualifies. DOE: use the FOA and PAMS instructions
The FOA is the controlling source for opportunity-specific requirements, including any preliminary application, required forms, deadline, and submission instructions. The Office of Science uses the Portfolio Analysis and Management System (PAMS) to manage proposals and peer reviews. DOE Office of Science funding opportunities and applicant guidance DOE PAMS
NSF: check the PAPPG, supplements, and solicitation
NSF’s policy page identified PAPPG 24-1 as applying to proposals submitted or due on or after May 20, 2024. Program solicitations can modify the general guide. The page also identifies supplements applying to awards from December 8, 2025, and January 22, 2026, and says that 2 CFR controls if there is an inconsistency. Since those policies and the current solicitation may change, confirm the applicable guide and supplements immediately before submitting. NSF Proposal and Award Policies and Procedures Guide
NSF generally accepts proposals through Research.gov or Grants.gov unless a solicitation specifies another route. Grants.gov is therefore not the sole submission system for NSF, and it is not the DOE Office of Science route described above. Follow the system named by the specific notice. Understand how proposals are evaluated
DOE Office of Science describes selection as informed by technical merit review, the importance and relevance of the proposed work to its mission, and funding availability. A technically strong proposal still needs to make the mission connection clear and satisfy the FOA’s criteria. DOE Office of Science merit review and award process

At NSF, compliant proposals are evaluated by the relevant program and usually reviewed by outside experts. The applicable solicitation and NSF policy guidance determine the criteria and process for a particular competition. In either case, use the notice’s stated criteria to shape the proposal; do not assume that a single agency-wide formula applies to every program. NSF proposal eligibility and review information

Make the choice in five checks
- Shortlist real opportunities. Find current candidate solicitations at both agencies that appear to cover your project.
- Compare scope and mission. Check whether each notice actually addresses your question, method, and intended outcomes.
- Confirm lead and partner eligibility. Verify your institution’s status and how collaborators may participate.
- Map the application workload. Record preliminary steps, required materials, registration needs, review criteria, system, and deadline for each notice.
- Ask your institution to validate the plan. Have your sponsored research office check eligibility and submission logistics. Where permitted, consult program staff about fit. If considering applications to both, first check each notice’s rules on overlapping or duplicate submissions.
If only one agency has a current solicitation that fits the project and admits the proposed team, prioritize that opportunity. If both appear viable, let the specific criteria, eligibility, project terms, and your institution’s capacity to submit on time decide between them.
Do not confuse a past example with an open opportunity
DOE’s 2026 Office of Science Early Career Research Program announcement had deadlines of March 24 and June 2, 2026; those dates have passed. It illustrates that a competition may have a preliminary gate and cycle-specific terms, but it should not be treated as currently open. Check the live opportunity listings for current deadlines and requirements. DOE Office of Science Early Career Research Program
The scope here is DOE’s Office of Science. DOE also has other offices and funding mechanisms, including ARPA-E and applied energy programs, with different missions and applicant rules; a project that does not fit an Office of Science program may still warrant checking those offices’ own current opportunities.
