The documents for DDA leasehold-to-freehold conversion depend on the property type and the applicant’s title history. A residential flat, plot and commercial property may follow different online routes, so first select the matching service in DDA’s service index. Use older DDA checklists as preparation aids, not as a substitute for the current portal’s requirements.
Start with the right DDA conversion route
DDA describes plot applications through the IDLI online service, while conversion of DDA-allotted residential units or flats is voluntary and handled online. Commercial cases have their own checklist and form. Choose the category that matches your property and follow the live application’s document list rather than assuming one checklist applies to every property. Core records to collect
Before scanning, assemble the records that establish the property, the applicant’s right to apply and the property’s payment or possession history. Which records are mandatory depends on the live form and the facts of the case.
- Allotment and possession: DDA demand-cum-allotment letter and possession letter, where applicable, plus evidence of physical possession if requested.
- Lease and title history: lease deed and registration details, if executed; mutation letter if applying as a mutatee; and relevant transaction or authority documents for an attorney, GPA holder or agreement-to-sell holder.
- Applicant declarations: the prescribed affidavit and indemnity bond, completed and attested as the current application requires.
- Property-specific records: ground-rent details and any supporting records requested by the form.
Residential flats: use the older checklist conditionally
DDA’s 2014 residential brochure offers a useful advance checklist for allottee and mutatee cases, but it should not be treated as the definitive current list. DDA later simplified submission requirements, and the current online application may specify revised forms or evidence. The brochure identifies these possible items:

- Allottee or mutatee affidavit and indemnity bond in the prescribed format; it also describes an alternate bond for certain GPA or agreement-to-sell cases.
- Proof of physical possession, with examples including a utility bill, house-tax receipt, or identity/residence record.
- DDA demand-cum-allotment letter, possession letter and lease deed, where applicable.
- One passport-size photograph and three attested specimen signatures.
- Mortgagee’s no-objection certificate (NOC) if the flat is mortgaged.
- For hire-purchase allotments, a no-dues certificate or challans showing payment of premium, initial deposit and instalments.
- DDA mutation letter if the applicant relies on mutation, and ground-rent information in the prescribed annexure.
DDA’s order dated 28 September 2015 says the separate undertaking requirement was dispensed with for the procedure it covers. It also says that when the lease deed has been executed and registered with the Sub-Registrar, self-attested copies of the demand-cum-allotment letter, possession letter and water/electricity NOC are not required. If the perpetual lease deed has not been registered, self-attested copies of the demand-cum-allotment and possession letters are requested. The order further says originals should be requested only for photocopies submitted with the application. Check the live portal for the applicable list and retain originals.

Commercial properties: follow the separate checklist
Do not copy the residential list into a commercial application. DDA’s commercial checklist and application form call for records such as possession proof, title or transaction support, and the applicable lease, sub-lease, conveyance or allotment document. They also cover ground-rent details, photographs and specimen signatures, and a mortgagee NOC where relevant. The form includes fields for the applicant, attorney where applicable, occupier or lessee, and property particulars. Use the commercial form’s own instructions to determine what applies to the property.

Prepare files for online submission
DDA’s online service FAQ sets these file limits: scanned documents must be PDFs of no more than 5 MB each, and a scanned photograph must be a JPG of no more than 40 KB. A mobile number and email address are mandatory for application communications. Follow the limits stated in DDA’s online service FAQ.

- Confirm the correct property category and applicant type in the current DDA service.
- Check the live document list and download the current affidavit, bond or other prescribed form for that application.
- Scan every required page clearly, in the correct orientation, and save documents as separate PDFs within the 5 MB limit. Save the photograph as a JPG within 40 KB.
- Use descriptive filenames, verify that all pages are legible and complete, and enter a mobile number and email address you monitor.
- Keep original records available. DDA’s 2015 order describes requesting originals only for photocopies submitted with the application.
Check dues and eligibility before expecting conversion
DDA says an application may be filed while dues remain outstanding, but conversion is allowed only after applicable dues are paid. These can include ground rent, maintenance or service charges, misuse or damage charges, subletting charges and other amounts applicable to the property. Review the dues shown in the process and resolve them as required. DDA’s conversion information also explains the later deed workflow: after approval, review the online draft conveyance deed, verify it or request modification, and then upload stamp-duty proof and submit the verified deed copies or records required through the portal.
DDA’s Land Disposal FAQ says there is presently no policy in operation for conversion of properties whose leases have expired. It also says conversion is not allowed while a matter is sub judice or where there is encroachment on government land. For an unusual title, expired lease or property-status issue, confirm eligibility directly with DDA before relying on a general checklist.

Charges are calculated for the specific property
DDA says conversion charges are provisionally calculated using property type, locality and area, and may vary by financial year. The IDLI service lists card, net banking, RTGS/NEFT and UPI payment options. Obtain the current calculation in the portal for the property; a generic amount would not reliably represent an individual application.
