Document image management is the organized capture, storage, indexing and retrieval of document images. Scanning is only the first step: a managed process also checks image quality, makes records findable and controls access and preservation when needed.
What does document image management mean?
AIIM reports the ISO 12651-1 definition of document imaging as “the process of capturing, storing, and retrieving documents regardless of original format, using micrographics and/or electronic imaging (scanning, OCR, ICR, etc.).” In practical terms, document image management is the organized handling of those images and their associated information across their lifecycle.

It is a capability, not necessarily a standalone product category. It may be part of a broader electronic document management system (EDMS) or enterprise content management (ECM) environment.
What happens in a document image management workflow?
- Receive or capture: Collect a born-digital document or scan paper or microform.
- Check the image: Inspect image quality and completeness so important content is not missing or too difficult to read.
- Add indexing and metadata: Attach information that helps users identify and retrieve the right record.
- Store under controlled procedures: Manage the image and its access in line with the organization’s requirements.
- Retrieve and use: Make the record available to authorized users for work.
- Preserve or dispose: Retain it or dispose of it according to applicable organizational and records rules.
The exact workflow depends on what the documents are used for, who needs access and how long the records must be kept.

How is it different from scanning or document management?
Scanning
Scanning converts a paper document into an electronic image. It is a capture method, not a complete management process: it does not by itself provide indexing, controlled storage, retrieval or preservation.
Document image management
Document image management covers the handling of images from capture through storage and retrieval. It can include quality checks, metadata, access controls and preservation procedures.

EDMS and ECM
ISO 19475:2021 defines an EDMS as software for managing electronic document creation, storage and control. It describes ECM more broadly as strategies, methods and tools for capturing, managing, storing, preserving and delivering content and documents related to organizational processes. Document image management can fit within either broader environment; it does not have to be a separate system.
Why do quality, metadata and preservation matter?
A digital image is useful only if it remains readable and can be found and trusted for its intended purpose. NARA’s digitization guidance identifies risks such as overlooked records, images with insufficient detail and metadata that is too limited to support use. For U.S. federal records, NARA connects imaging quality, quality control, inspection and validation with the goal of producing digital surrogates that can serve legal and evidentiary purposes. Those federal requirements do not automatically apply to every organization or jurisdiction.

ISO 14641:2018 sets technical specifications and organizational policies for capturing, storing and accessing electronic documents so they remain legible, intact and traceable during preservation. Its scope covers scanned paper and microform as well as born-digital content. ISO says the 2018 edition was reviewed and confirmed in 2024 and remains current. The standard describes an authentic rendition as corresponding to the source at input in fidelity and integrity, with that state maintained during preservation.
ISO 19475:2021 sets minimum requirements for an EDMS to maintain authenticity, integrity and readability. Together, these standards suggest practical questions for evaluating a process or system:

- Scanner type: Document
- Connectivity technology: USB
- With Auto Scan Mode, the scanner automatically detects what you're scanning
- Digitize documents and images
- Can users read the image well enough for its intended purpose?
- Can the organization demonstrate that the content has not been improperly changed?
- Can users find the correct document using its indexing or metadata?
- Can the organization account for handling, access and retention?
What does the term not tell you?
The definition describes a set of capabilities, not a particular scanner, software product or required architecture. A scanner may be relevant for capturing paper, but the term alone does not establish which model or technical setup an organization needs. Requirements depend on document volume and condition, image-quality needs, workflow, access and retention obligations.
