Tor Browser is free and already connects through the Tor network; the Tor Project generally advises against adding a VPN unless you are an advanced user who understands how to configure both. A VPN changes which intermediary your local network sees first, but it also adds a VPN provider you must trust. The available evidence does not establish five tested VPNs, so this guide explains the trade-offs and the one free plan with relevant published details instead of claiming a test ranking.
Does Tor Browser need a VPN?
No. Tor Browser uses the Tor network to route your traffic, and the Tor Project says it is free and open source. A VPN is a separate service, not a prerequisite for using Tor Browser or reaching onion services.

The Tor Project Support guidance is explicit: “Generally speaking, we don’t recommend using a VPN with Tor unless you’re an advanced user who knows how to configure both in a way that doesn’t compromise your privacy.” The reason is not that every VPN automatically defeats Tor; it is that combining the systems changes the trust and configuration picture, and a mistake can reduce privacy rather than improve it. With a VPN connected before Tor Browser, your internet provider or local Wi-Fi operator will generally see a connection to the VPN rather than a direct connection to Tor. The VPN provider, in turn, becomes an additional party in the path that you must trust. This may be useful in a specific network situation, but it does not make you anonymous or guarantee safety.

“VPN with Tor” can also refer to different setups. Ordinary VPN connectivity is not the same thing as a provider’s Tor-over-VPN feature, in which the VPN service offers a route into Tor. A plan may provide one without the other; check exactly what the provider means before choosing a service.
Free VPN option with relevant published details
Proton VPN Free is one option with published plan information relevant to this question. These are statements by Proton, not independent verification of the service’s privacy practices, speed, or performance with Tor.

How to choose what to do
- For ordinary Tor browsing: use Tor Browser without a VPN unless you have a specific reason and understand the trade-off.
- If your network blocks or discourages Tor: consult the Tor Project’s current connection guidance rather than assuming a commercial VPN is the right workaround.
- If you still intend to combine a VPN and Tor: understand which party sees which connection, what your VPN provider claims about logging, and how the setup behaves on your device. Do not treat a VPN label as proof of anonymity.
- If considering a free plan: check its current data or bandwidth limits, device allowance, platform support, and whether any advertised Tor feature is included in the free tier. Features can change.
Use Tor Browser safely
- Download it from the Tor Project. The project warns that paid apps claiming to be Tor Browser are fake. Use its official download page and follow its instructions to verify the download signature.
- Keep Tor Browser’s protections intact. Avoid casual configuration changes or disabling protections for convenience.
- Use HTTPS and treat sites as separate risks. Tor protects traffic to and within the Tor network, but encryption between an exit relay and a destination depends on HTTPS at that destination. The Tor Project explains these limits in its anonymity guidance.
- Avoid identifying yourself when anonymity matters. Logging into an account tied to your identity or disclosing personal details can identify you regardless of whether you use a VPN.
- Be careful with downloaded files. Opening downloaded content in another app or outside Tor Browser can expose information or connect outside the protections you expected.
Why this is not a “five tested VPNs” ranking
A “tested” comparison needs named services, test dates, device and browser versions, locations, a repeatable method, and recorded results. No such five-service results are established here, so there is no factual basis to rank five products or describe their speeds, leaks, stability, or usability as observed findings. Provider feature descriptions are not test results.

The “dark web” is not synonymous with criminal activity: Tor Browser is used to access the Tor network, including onion services, as well as other sites. Whether a VPN belongs in your setup depends on your threat model and configuration, not on the label “dark web.”
