A study of 16 plants in Catalonia found lower relative brown trout abundance in impacted reaches; a separate UK review detected limited fish-community effects but cautioned that its small sample could miss subtle changes.
What the Catalonia study found
Benejam and colleagues examined fish populations and habitat at control and impacted reaches associated with 16 small hydropower plants in the upper Ter River basin in Catalonia, Spain. Their 2016 study reported that impacted reaches had fewer fish refuges, poorer habitat quality and shallower water. They also had more pools but fewer riffles and macrophytes.

Brown trout (Salmo trutta) and Pyrenean minnow had lower relative abundance in impacted reaches, while stone loach and Mediterranean barbel were more prevalent. The results therefore differed by species; they do not establish a uniform decline across all fish. The study was observational, so its findings show an association between impacted reaches and these conditions rather than proving that hydropower construction caused a trout decline. Why another study found more limited effects
A 2016 UK Environment Agency summary characterized detected effects of run-of-river schemes on fish communities as limited. It also warned that the small number of samples might not have detected subtle changes. This is a useful counterpoint, not a direct contradiction: the UK evidence and the Catalonia study differ in location, design and scope. Neither supports a universal conclusion about every scheme or stream. See the Environment Agency summary.

Construction disturbance is not the same as operational impact
The title’s word “construction” matters. The trout-specific study reports differences associated with impacted reaches and water diversion; the evidence described does not isolate short-term construction disturbance from effects during operation. It therefore cannot establish that building work itself caused the lower relative trout abundance.
Operational changes can alter flow and the amount or condition of wetted habitat. The Catalonia study documented habitat differences, but the available evidence does not establish that every possible mechanism occurred at its sites. Other relevant assessment concerns include barriers to fish movement, entrainment at intakes and sediment movement. These are potential pathways to investigate, not findings that should be attributed to every project.

The Environment Agency says aquatic ecology can be sensitive to changes in river flow. Its guidance also identifies fish passage and sediment among issues for project assessment. See the agency’s hydropower application guidance.
Could several schemes compound the effects?
Multiple schemes in a catchment could add to pressures on fish migration or populations. The Environment Agency’s review notes that potential, but also says much of the literature it reviewed concerned overseas sites larger than schemes typical in England. It does not provide a quantified cumulative trout decline that can be applied generally. Read the cumulative-effects summary.

What to assess before judging a project
“Small” is a size label, not a guarantee of negligible ecological impact. A Norwegian study description notes that footprint and potential in-stream effects vary with plant size and design: smaller micro plants may require less infrastructure and may lack dams, but flow disturbance and barriers can still be concerns. This is general context, not a trout-specific finding. See the NTNU repository record.

- How much flow is diverted and what flow remains in the affected reach.
- Whether the project adds or changes a weir or another barrier to fish movement.
- Fish-passage provisions and intake-screen design.
- Habitat and sediment conditions upstream, in bypassed reaches and downstream.
- How many schemes are present in the catchment and how they are spaced.
- Whether site-specific monitoring is strong enough and lasts long enough to detect changes.
These are assessment dimensions, not a claim that every project has been tested against all of them. The Environment Agency’s intake-screen study concerned protection of salmon smolts and silver eel; its available summary does not establish how effective particular screens are. What the evidence means for trout
The evidence supports a qualified answer: small hydropower schemes can be associated with altered habitat and lower relative brown trout abundance in affected reaches, but effects depend on the project and river, and the studies do not prove that construction universally causes trout declines. For any proposed scheme, the relevant question is what its design and operating flows would do to that particular stream and its fish.

Regulatory procedures also depend on location. In England, the Environment Agency’s guidance discusses possible abstraction and impoundment licences, fish-pass approval, and permits for work in or near a watercourse. It directs projects in Wales to Natural Resources Wales; these procedures should not be treated as universal rules for other jurisdictions.
