No. You can create a garden that supports monarch butterflies without registering it or earning a certificate. Monarch Watch Waystation registration and the National Wildlife Federation’s Certified Wildlife Habitat designation are voluntary recognition programs—not general prerequisites for gardening for monarchs.
What does “certified” mean for a monarch garden?
People may use “certified” to mean either of two different voluntary programs. Monarch Watch’s Monarch Waystation program recognizes monarch-focused habitat; the National Wildlife Federation (NWF) recognizes habitat designed to support wildlife more broadly.

| Program | What it recognizes | What recognition includes |
|---|---|---|
| Monarch Watch Monarch Waystation | Habitat with milkweed and nectar resources intended to support monarchs. | Registration in Monarch Watch’s registry, a certificate, and a Waystation ID. A display sign is optional. |
| NWF Certified Wildlife Habitat | Broader wildlife habitat, with food, water, cover, places to raise young, and sustainable gardening practices. NWF describes at least 70% native plants as an ideal goal. | A separate wildlife-habitat designation with criteria distinct from Monarch Watch’s program. |
Neither program’s guidance makes its designation a general requirement for an ordinary home garden to provide monarch habitat. The programs document and recognize habitat work; they do not define whether an unregistered garden can help monarchs.

What does Monarch Watch recommend for a Waystation?

Should you register your garden?
Register if you want a monarch-specific registry record, certificate, and Waystation ID, and you are comfortable with the application fee. If your goal is simply to provide habitat, you can garden for monarchs without pursuing recognition. Consider NWF’s separate designation if you want broader wildlife-habitat recognition rather than a monarch-specific listing.
Does garden certification affect legal requirements?
Certification is separate from rules that may apply to particular activities involving butterflies. The U.S. Fish & Wildlife Service describes permit requirements for certain importation, interstate movement, and environmental release activities; those are not ordinary garden-certification requirements. U.S. Fish & Wildlife Service guidance on monarch butterfly permits The guidance cited here does not establish rules for every jurisdiction or unusual activity, so check applicable local requirements when your plans go beyond maintaining a garden.
