Do Hurricanes Cause Fuel Shortages? How Storms Disrupt Gasoline Supply

Hurricanes can cause local or regional fuel shortages when storms disrupt petroleum infrastructure and evacuation buying drains inventories. Here is how each supply-chain link fails, why Florida is vulnerable, how prices respond, and what recent storms reveal.

Yes—hurricanes can cause fuel shortages, but usually in specific states, cities, or corridors rather than across an entire country. A storm can shut down production, refineries, ports, pipelines, storage terminals, roads, power systems, tanker-truck deliveries, or retail stations. At the same time, evacuation and precautionary buying can drain local inventories before the storm arrives. Whether drivers see empty pumps depends on the storm’s path and intensity, the infrastructure in that path, available alternate supply routes, electricity, roads, and the level of demand.

A station showing “out of fuel” therefore does not prove that a nation has run out of gasoline. It may indicate a local delivery, power, terminal, road, or port bottleneck. The U.S. Energy Information Administration (EIA) documented that distinction during Hurricane Milton in 2024.

What has to happen for gasoline to reach a station?

Gasoline reaches a retail pump through a chain with several linked stages. The EIA describes the sequence as crude-oil production or imports, gasoline imports, refining, blending with ethanol at distribution terminals, storage, transportation, and retail sale. A disruption at any link can limit deliveries even when fuel exists elsewhere.

Supply-chain stage What normally happens How a hurricane can interfere
Production and imports Crude oil and finished gasoline enter the market. Offshore platforms may be shut in for safety; marine imports can be delayed.
Refining Refineries turn crude oil into gasoline and other products. Flooding, wind, power loss, or unsafe working conditions can reduce or stop output.
Terminals and storage Gasoline is stored, blended, and loaded for local distribution. Flooding, electricity failures, equipment damage, or a closed access route can prevent loading.
Pipelines, barges, and ports Bulk fuel moves toward regional markets. Ports may close, barge traffic may be restricted, and pipelines or pumps may lose power.
Truck delivery Tanker trucks carry fuel from terminals to stations. Blocked roads, unsafe conditions, fuel-loading limits, or driver shortages can delay trips.
Retail station Pumps dispense fuel to motorists. Flooding or a power outage can stop pumps even if underground tanks contain gasoline.

The EIA explains that “disruptions can affect any part of the supply chain.” During major events such as hurricanes or power outages, the Department of Energy issues situation reports on effects to gasoline supply and other energy infrastructure. The full EIA overview is available in Weather and other events can cause disruptions to gasoline infrastructure and supply.

How hurricanes interrupt each link

Offshore production and refining

Operators can shut in offshore oil and gas production before dangerous winds arrive. That precaution protects workers and equipment but temporarily removes feedstock from the market. Refineries onshore can face a different problem: storm surge, river flooding, wind damage, loss of grid power, or a requirement to stop work while conditions are unsafe. A refinery outage reduces the amount of finished product available to terminals.

Ports and marine shipments

Many coastal markets receive gasoline by ship or barge. Port authorities may close channels, suspend loading, or impose restrictions while winds, waves, visibility, or debris create hazards. Even an undamaged terminal cannot receive or dispatch fuel normally if ships cannot reach it. After a storm, inspections and restarting equipment can extend the delay.

Pipelines and distribution terminals

Fuel pipelines and terminal pumps depend on electricity and functioning control systems. Floodwater can damage electrical equipment or block roads used by terminal workers. If a pipeline segment, pump station, or loading rack is unavailable, trucks may have to travel farther or wait for another terminal, reducing the number of deliveries a region can make each day.

Roads, trucks, and station power

Tanker trucks cannot deliver fuel through flooded streets, bridges closed for inspection, or evacuation routes reserved for emergency traffic. A station may also lose grid power; without electricity, its dispensers and payment systems may not operate. These distribution and retail failures can create an empty-looking pump even when bulk fuel remains in a nearby tank.

Why shortages are usually regional, not automatically nationwide

The storm’s location is the first major variable, followed by intensity. A hurricane that passes through an area with little refining capacity may have a smaller effect on total national refined-product output than one that strikes a concentrated refining and port corridor. Yet the first area can still experience a severe local shortage if it has few alternate routes.

Regional markets differ in their ability to replace a failed source. Relevant questions include:

  • How many refineries, ports, pipelines, and terminals can supply the market?
  • Can fuel be rerouted by ship, pipeline, rail, or truck from another region?
  • How much inventory was in local terminals before the storm?
  • Are electricity and roads available for loading and delivery?
  • How sharply did evacuation or precautionary buying increase demand?

The EIA’s 2025 analysis of hurricane-season risks discusses storm location, infrastructure concentration, supply routes, and demand behavior as the main reasons petroleum effects vary by region. Read Refining industry risks from 2025 hurricane season for that framework.

Why Florida is especially exposed

Florida illustrates regional dependence rather than a rule that applies to every state. The EIA reports that Florida has no refineries and lacks major gasoline pipelines connecting it with neighboring supply centers. Most gasoline arrives by ship from domestic and international sources, then moves from coastal ports by truck or short-distance pipeline.

That arrangement can work normally, but it gives port access an outsized role. A hurricane-related port closure, operating restriction, power failure, road blockage, or sudden demand surge can delay deliveries to inland stations even while gasoline is available elsewhere in the United States. EIA describes this structure in Hurricane Ian temporarily disrupts Florida’s gasoline supply chain.

Why stations can run out before landfall

Shortages do not require the storm to damage a refinery or terminal first. Evacuations and precautionary travel can produce a rapid, temporary demand surge. Drivers fill tanks earlier than usual, households make extra trips, and commercial fleets may refuel before roads become unsafe. Retail stations then draw down their tanks faster than the normal delivery schedule can replace them.

Wholesale suppliers may also pause or reduce deliveries while a storm approaches. Trucks, drivers, and terminal staff need safe routes; ports and loading racks may operate under restrictions. The combination of unusually high demand and fewer delivery opportunities can empty stations that were functioning normally the day before.

Florida’s 2017 experience demonstrates the mechanism. During Hurricane Irma, evacuation-related transportation demand caused a large draw on distribution-terminal inventories while some supply options were disrupted. The episode shows why a queue at a station can form before the strongest winds arrive.

Do hurricanes make gasoline prices rise?

They can. Prices respond to both supply and demand: reduced refinery or terminal availability tightens supply, while evacuation and precautionary buying increase local demand. The size and duration of a price move depend on how much infrastructure is affected and how quickly other suppliers can replace the missing volume.

The EIA’s price analysis estimates that a high-impact hurricane event could add 25 to 30 cents per gallon to the monthly average U.S. retail gasoline price, using September 2017 after Hurricane Harvey as an example. This is an EIA analytical estimate, not a prediction for every storm or a current national price forecast. See What drives petroleum product prices: Production.

Historical Florida data show how regional and time-limited an increase can be. Between August 28 and September 4, 2017, the state average for regular gasoline rose by $0.40 per gallon to $2.70, while Miami’s average rose by $0.39 to $2.87. Those figures describe that 2017 Harvey-and-Irma period; they are not today’s prices.

What recent hurricanes show

Hurricanes Harvey and Irma, 2017

Harvey disrupted Gulf Coast petroleum operations, while Irma drove evacuation demand in Florida. The EIA linked the Florida price increases and terminal-inventory drawdown to the combination of disrupted supply options and unusually heavy transportation-fuel demand. The historical account is in Hurricanes Harvey and Irma lead to higher gasoline prices in Florida.

Hurricane Ian, 2022

Rain, wind, and flooding from Ian disrupted Florida’s supply chain. Several ports closed temporarily and others operated with restrictions. Because Florida depends on coastal shipments followed by truck or short-distance pipeline distribution, those interruptions affected how quickly fuel could reach local markets, as documented by the EIA.

Hurricane Milton, 2024

After Milton, the EIA reported that hundreds of Florida retail gasoline stations were without fuel. The agency identified port closures plus infrastructure, power, and road problems as constraints on delivery. It also reported that Florida’s retail price remained relatively stable despite local shortages, an important reminder that station-level availability and statewide prices measure different things. Details appear in Florida’s retail gasoline price stays stable after Hurricane Milton despite shortages.

How to interpret “out of gas” during a storm

Use the wording and geography of an alert to distinguish a local outage from a broad shortage:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • One station or a few nearby stations: likely a delivery timing, station power, equipment, or local-road problem.
  • Many stations in one city or coastal corridor: investigate a shared terminal, port, pipeline, or road bottleneck.
  • Shortages across several markets: broader refining, import, or regional transportation disruption is more plausible.
  • Long queues before landfall: demand may be outrunning deliveries even before physical damage occurs.

For a live storm, consult current state emergency notices, transportation agencies, utilities, and DOE or EIA situation reports. Historical examples explain mechanisms but cannot establish which stations have fuel today. Avoid assuming that a price spike, a single empty station, or a social-media photo represents the entire national market.

What determines how long a shortage lasts?

Recovery time depends on the failed link, not simply on the hurricane’s category. A station with a brief power interruption may resume quickly after electricity returns. A flooded terminal, damaged bridge, closed port, or refinery restart can require inspections, repairs, and coordinated scheduling. Markets with multiple supply routes can receive replacement cargoes sooner than markets dependent on one port or pipeline.

Inventories also matter. A region with substantial fuel in functioning terminals can cover a short interruption; a region whose tanks were already being drained by evacuation demand has less buffer. Restoration of roads and communications is as important as restoration of the fuel facility itself because trucks, drivers, and dispatchers must be able to complete deliveries.

Frequently asked questions

Can a hurricane disrupt fuel deliveries without damaging a gas station?

Yes. A closed port, unavailable terminal, blocked road, or power loss at a pipeline facility can stop deliveries to an otherwise intact station.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why can fuel be scarce in one area but available elsewhere?

Fuel markets are connected but not frictionless. A region may lack a working pipeline or port connection to surplus supplies, so transportation constraints prevent nearby fuel from reaching local pumps.

Does every major hurricane cause a national gasoline shortage?

No. Effects depend on the storm’s path, intensity, infrastructure exposure, alternate routes, inventories, electricity, roads, and demand. Many disruptions remain local or regional.

Why do gas prices sometimes rise even when stations still have fuel?

Wholesale suppliers may face higher replacement costs or tighter availability before retail tanks are empty. Prices can therefore respond to expected supply risk as well as to visible station outages.
