Do Data Centers Create Many Permanent Local Jobs? How to Read the Numbers

Data centers do create permanent local jobs, typically in the dozens to a few hundred per campus. Construction totals and “jobs supported” multipliers measure different, often much broader, employment effects.

Yes, data centers create permanent local jobs, but usually far fewer than the headline construction figures suggest. A single facility or campus may support dozens to a few hundred ongoing operating roles, while construction can involve thousands of workers for a limited period. Claims such as “jobs supported” can be much larger because they may add contractor, supplier, indirect and household-spending effects across an entire region or country.

To understand what a proposal means for its host community, separate three measures: temporary construction and development employment; permanent, direct operating jobs at the facility; and modeled indirect or induced jobs elsewhere in the economy. Those categories answer different questions and cannot be added together as though they were one local workforce.

The short answer: permanent jobs are real, but the headline number may not be a facility headcount

Data centers need people after construction ends. Permanent staff may operate electrical and cooling systems, monitor networks, maintain security, manage vendors and perform administrative work. However, the continuing workforce is generally much smaller than the construction workforce, and staffing differs by facility design, automation, size, location, ownership and use of contractors.

The evidence does not support a universal “jobs per data center” or “jobs per hectare” rule. Published examples summarized by American Great Lakes in its 2026 playbook range from roughly 50 to 300 operational jobs per campus in a PwC study, 100 to 400 in a Virginia Joint Legislative Audit and Review Commission study, about 200 in a Frederick County, Maryland study, and 80 to 120 in Morrow County, Oregon. These are studies of different projects and methods, so they illustrate a range rather than a standard staffing formula.

Construction figures describe a labor surge that ends when a building or expansion is complete. An operating figure describes the steady-state workforce. A multiplier estimate describes employment associated with spending and supply chains, much of it outside the site and sometimes outside the host county. Any honest comparison must state which of those is being counted.

Three job categories that proposals often mix

Temporary construction and development employment

Builders, electricians, equipment installers, engineers, project managers and specialized trades can work on a facility for months or years. A large campus built in stages may produce thousands of job assignments over the construction period. Those positions are valuable, but they are not a permanent payroll after the final phase is delivered. A proposal should state the expected duration, whether the number is peak or cumulative, and how many workers are expected to be local.

Permanent direct operating employment

These are continuing roles employed by the operator or by contractors dedicated to the facility once it reaches normal operation. Depending on the project, they can include facilities and engineering staff, security, network or hardware technicians, managers, procurement and other support roles. “Permanent” should mean an ongoing position rather than a short maintenance contract; “direct” should mean a job at the facility or specifically assigned to it.

Indirect and induced employment

Economic-impact models may count jobs at equipment suppliers, construction firms, utilities, transport companies and professional-service providers. Induced jobs arise when workers spend their wages in the wider economy. These effects can be useful when asking about regional economic activity, but they are not people employed inside the data center and are not automatically jobs filled by residents of the host community.

What current published figures actually measure

Source and geography Reported figure What it counts What it does not establish
U.S. Census Bureau, 2025 More than 60% growth in U.S. data-center employment from 2016 to 2023 Quarterly Workforce Indicators showing uneven growth by state A roster or permanent-job count for one facility
UK parliamentary answer, 2026, relaying techUK estimates 43,500 jobs supported; £4.7 billion annual gross value added; £640 million tax revenue; 1.4–2.5 additional jobs per operational job Sector-wide economic support and a multiplier estimate Permanent local jobs per facility, per hectare or even per region; the answer gives no methodology for those estimates
Ireland Department of Enterprise, Tourism and Employment, 2026 summary of a KPMG report €2.2 billion gross value added and 19,500 jobs from data-center construction and operation in 2024 Construction and operation combined A steady-state on-site workforce
Same Irish summary More than €100 billion annual gross value added and 875,000 jobs in sectors identified as dependent on data-center activity Broad economy-wide sectors associated with data-center activity People directly employed by data centers or hired locally
Ohio Chamber of Commerce interim report, 2025 About 95,217 direct, indirect and induced jobs in Ohio in 2024, including about 17,300 permanent operations roles and 19,400 construction/development jobs A modeled statewide estimate with separate operations and construction components Employment at one site, or the number of Ohio residents guaranteed a job

The U.S. Census Bureau’s figure is a trend measure, not a project promise. The same Census page reports a separate Bureau of Labor Statistics series moving from 306,000 to 501,000; those series have different definitions and should not be merged. Similarly, Ohio’s 95,217 total is not interchangeable with its 17,300 operations estimate: the first includes modeled spillovers, while the second is the reported permanent-operations component across Ohio facilities.

The UK figure deserves particular caution. The parliamentary answer attributes 43,500 supported jobs and the 1.4–2.5 multiplier to techUK, but does not provide a permanent-job count for a facility or a hectare, nor a detailed methodology. It is therefore evidence about the sector’s claimed economic footprint, not proof that a particular host town will receive that many continuing jobs.

Why operating headcounts vary from one campus to another

Two projects with similar building footprints can require different staffing. The relevant variables include the amount of computing equipment, electrical and cooling design, redundancy, security arrangements, remote-monitoring practices, expansion schedule and reliance on outside contractors. A campus opening in phases may have a temporary commissioning workforce before settling into a smaller operating team. An operator may also report only its own employees while a county study counts contracted security, maintenance or catering positions.

Geography changes the result as well. A facility-level number is not comparable with a county total, a state estimate or a national sector figure. A study that counts jobs “associated with” data centers can include suppliers located hundreds of miles away. Before comparing two promises, identify the boundary: site, municipality, county, state, country or global supply chain.

Project scale and year matter too. A 2024 estimate for an existing building should not be presented as the expected staffing for a larger 2028 campus. Expansion phases can create new construction positions without creating a proportional number of long-term operators. Ask whether the number is a forecast, a peak, a year-end count or an average.

How to test a data-center jobs claim

Use the following questions when a developer, consultant or public official announces an employment benefit:

  1. Which phase is counted? Require separate totals for construction and steady-state operations, with the period covered by each construction estimate.
  2. Are the jobs direct, indirect or induced? A direct operating role should not be combined with supplier and household-spending jobs without labeling each category.
  3. What geographic boundary applies? Ask whether “local” means the host municipality, a commuting area, the county, the state or the national economy.
  4. What project and year does the estimate describe? Request the facility’s planned capacity, phase, opening date and expected steady-state year.
  5. Who is included? Clarify whether contractors, security, maintenance, construction suppliers and temporary commissioning staff are counted.
  6. How many residents will actually be hired? Seek a local-hiring target, definition of residency, expected occupations, wages, benefits and retention assumptions.
  7. Will results be audited? A credible commitment specifies when the operator will report actual headcount after opening and after each expansion, not just a model produced before construction.

A useful reporting table from a developer should therefore contain at least: construction jobs and months of work; permanent direct positions at full operation; contractor positions; indirect and induced estimates; geographic boundary; wage and benefit ranges; local-resident targets; and the method and year behind every modeled figure.

What “local” should mean in practice

“Local jobs” can refer to where a job is physically located, where the employee lives, or where an economic model assigns the benefit. Those are not the same. A technician may work at the facility but commute from another county. A supplier job may be counted in a regional model even though the supplier is in another state. A national multiplier may include jobs that cannot plausibly be filled by residents of the host town.

Communities can make the term measurable by defining a residence boundary and asking for actual hires against that definition. They can also distinguish full-time employees from contractors, report annualized rather than peak headcount, and publish wage bands and benefits. Without those details, a large “jobs supported” figure says little about how many households gain a durable job near the project.

What governments are beginning to require

Maryland’s 2026 executive order is a policy example of the information communities can demand. It directs review of job quantity and quality, permanent versus construction positions, local-hiring plans, apprenticeships, workforce pipelines and the net fiscal effect after incentives and public costs. The order is an accountability framework, not evidence that a particular project has already delivered those outcomes.

This distinction matters when incentives are offered. A promised multiplier does not show whether tax revenue will exceed infrastructure, water, power, emergency-service and other public costs. A jobs review should place employment commitments beside those fiscal effects and require follow-up reporting, so a community can compare the forecast with the operating reality.

How to interpret the best available evidence

Use trend statistics for workforce direction

The Census Bureau’s Quarterly Workforce Indicators are appropriate for asking whether data-center employment is growing and how unevenly that growth is distributed among states. They cannot answer how many permanent positions a proposed campus will create.

Use local studies for illustrative ranges

The PwC, Virginia JLARC, Frederick County and Morrow County examples are useful because they show that published operational estimates often fall in the dozens-to-hundreds range. They remain secondary comparisons, not a standardized national survey. Their methods, project sizes and definitions should be checked before using them to predict a new site.

Use input-output models for wider economic effects

Ohio’s estimate and the Irish dependent-sector figure address broader economic association. Such models can inform regional planning, but their totals should never be labeled as the permanent workforce at the facility. Model outputs depend on assumptions about spending, supply chains and multipliers, so the assumptions belong beside the result.

The practical bottom line for residents and decision-makers

Data centers do create continuing employment, yet the most defensible expectation for a single campus is a project-specific number in the dozens to a few hundred, not an automatic workforce of thousands. Thousands may describe construction activity; tens of thousands or more may describe a statewide or national model that includes indirect and induced effects. Ireland’s minister for Enterprise, Tourism and Employment, Peter Burke, described a KPMG report as evidence that data centers support investment and high-quality jobs and strengthen Ireland’s digital position. That is a minister’s characterization of an economic report, not an independent count of permanent local site jobs.

Before accepting any headline, separate the phase, job type, geography, project scale, year and contractor treatment. Then ask for enforceable local-hiring and reporting commitments. Those steps turn an impressive jobs claim into a number that residents can actually evaluate.
