For the low-level radiofrequency (RF) signals typical of public exposure from cell towers, the World Health Organization (WHO) says there is no convincing scientific evidence of adverse health effects. That conclusion is not a claim that every RF exposure is harmless: sufficiently intense RF energy heats tissue. How much RF reaches a particular place depends on local conditions, so distance from a tower alone cannot establish exposure.
What cell towers emit—and what is known to affect the body
Cell towers, also called mobile-network base stations, transmit radiofrequency electromagnetic fields. RF is non-ionizing radiation: unlike ionizing radiation, it does not have enough energy to remove electrons from atoms. The established interaction relevant to health is heating of body tissue at sufficiently high RF intensity.

WHO’s base-station backgrounder, dated May 2006, says that the RF levels from base stations are generally so low that temperature increases are insignificant and do not affect health. It concludes: “Considering the very low exposure levels and research results collected to date, there is no convincing scientific evidence that the weak RF signals from base stations and wireless networks cause adverse health effects.” The scope matters: this is about weak signals at low exposure levels, not every possible RF exposure or every conceivable health outcome. WHO: Base stations and wireless technologies.
Why tower distance does not tell you your exposure
A tower’s distance from a home, school, or workplace is not enough to calculate the RF field at that location. Exposure depends on factors including antenna height, direction and tilt, as well as terrain, vegetation, nearby buildings, and reflections. ICNIRP puts it plainly: “Distance alone is not a reliable proxy for exposure from a base station.”

Base stations generally create continuous whole-body exposure, usually less intense than the more localized exposure from a mobile phone held close to the body. That comparison describes typical exposure patterns; it does not determine an individual’s exposure at a specific site. If you need to know the field level at a particular location, ICNIRP identifies onsite field measurement as the most accurate approach. A map radius or consumer estimate based only on distance cannot substitute for that assessment. ICNIRP: Base Stations.
How to interpret the numbers and guidelines
WHO’s May 2006 backgrounder reported that surveyed RF exposures from base stations ranged from 0.002% to 2% of international exposure guideline levels, depending on factors such as proximity to the antenna and the surrounding environment. It also described publicly accessible areas, including schools and hospitals, as normally thousands of times below international standards in the surveys it discussed. These are historical survey findings, not current measurements for every tower or a guarantee about a particular property.

ICNIRP’s 2020 RF guidelines cover frequencies from 100 kHz to 300 GHz, including base stations, mobile phones, Wi-Fi, Bluetooth, and 5G. They set exposure guidance; they do not mean that every country has adopted identical legal limits. Check the relevant national regulator for rules that apply where you live. What the evidence can—and cannot—show
A study may find that an outcome is more common in one group than another, but an association alone does not establish that a tower caused it. WHO says causal confidence grows when results are consistent, strong, related to exposure level, biologically plausible, and supported across evidence such as epidemiological, animal, and cellular studies. Its electromagnetic-fields Q&A explains: “Finding an association between some agent and a specific disease does not necessarily mean that the agent caused the disease.” WHO: Radiation—Electromagnetic fields.

- Advanced Digital EMF Detector: This EMF reader is a precision multifunctional high-frequency electromagnetic sensor, designed to accurately measure three key types of electromagnetic radiation through microchip processing: electric field (EF) radiation (V/m), magnetic field (MF) radiation (mG or µT), and radio frequency (RF) radiation (µW/cm²). EMF meter is ideal for home EMF checks, office EMF monitoring, industrial site assessments, and even investigations of unusual electromagnetic phenomena
- Wide Range of Applications: The EF function measures EF radiation from household appliances like TVs, monitors, and induction cookers. The MF function detects MF radiation from devices like refrigerators, hair dryers, and transformers. The RF function detects RF radiation sources such as 4G/5G signals and Wi-Fi routers with a detection frequency up to 8 GHz. The EMF detector helps identify various EMF sources to enhance living environments and minimize potential concerns related to EMF exposure
- High Sensitivity and Dual Alarm Features: With high sensitivity, the EMF detector can precisely identify EMF sources. When the electric field exceeds 40 V/m, the magnetic field exceeds 0.4 µT (or 4 mG), or the radio frequency exceeds 40 µW/cm², and the analog bar enters the yellow zone, the device will trigger both visual and audible alarms to indicate excessive radiation. Users can take protective measures or move the radiation source away to promote a more secure setting
- Durable and Multi-Functional Design: The EMF detector features a high-impact ABS housing, making it durable and compact. It is lightweight and designed for single-handed operation. EMF reader features a high-definition color screen, numerical and tri-color analog bar display, audible alarm, auto-shutoff (15 minutes, can be disabled), low battery warning, maximum and average value display, data hold, and on-site temperature and humidity measurement via built-in sensors
- Package Contents and Warranty: The package includes 1 Advanced Digital EMF Detector, 3 alkaline AAA batteries, 1 carrying pouch, a screwdriver, and a user manual. If the EMF Detector is damaged within 12 months of purchase, please contact us via Amazon email for a free replacement
When you read a claim about a nearby tower, check what exposure was actually assessed and what the study investigated:
- Was exposure measured as an RF field, modeled, or inferred from distance?
- Was the source a base station or a phone used near the body?
- Which frequency, health outcome, and population were studied?
- Do findings agree across different kinds of studies, and is there evidence of a dose-response relationship?
An absence of convincing evidence of harm is not a logical proof that every possible risk is impossible. It is a description of what the evidence supports for the exposure and question being assessed.

What WHO says about 5G
WHO says that exposure from infrastructure around 3.5 GHz is similar to exposure from existing base stations, while exposure can vary with location and user activity because of multiple beams. WHO also notes that few studies have examined frequencies used for 5G. Those statements do not establish that every 5G frequency or deployment has been studied equally. WHO: Radiation—5G mobile networks and health.
Where to find reliable, current information
Start with sources that address the specific question and clearly identify their scope and date. WHO’s base-station backgrounder is directly about towers but dates to May 2006; ICNIRP’s base-station guidance discusses exposure patterns and measurement; and ICNIRP’s 2020 guidelines cover RF exposure across technologies. WHO’s electromagnetic-fields Q&A explains how to assess evidence more broadly, while its 5G Q&A addresses 5G specifically.
Best Value
- Detects: Magnetic fields, electric fields, and RF (20 MHz–6 GHz; includes most 5G but not experimental millimeter waves). Does not detect radioactivity.
- Displays EMF fluctuations fully: bars update instantly for fast digital signals, while RF and number averages refresh 4 times per second. Other meters over-average or filter field peaks, giving slower, less complete readings.
- Features: 3-axis magnetic, single-axis electric (with standard or weighted frequency responses), and single-axis RF readings (unweighted). Weighted readings emphasize effects on the human body.
- Measures: 4G and 5G cell phones, cell towers, WiFi routers, Bluetooth, AC Powerlines, and Smart Meters. The TF2 responds to RF very fast compared to other meters.
- Includes: Trifield TF2 meter, 9V battery, Quick-start Card, Detailed Instruction Manual, and soft-shell, zipper carry case.
For WHO’s ongoing assessment status, consult its current health risk assessment and radiofrequency research pages. They describe the broader RF health-risk assessment as underway; no completion date is established by those current status pages. A date once mentioned on an older 5G page is not evidence that the assessment was completed.
If you have symptoms, discuss them with a healthcare professional. The cited WHO material does not establish that low-level RF exposure causes nonspecific symptoms.
