What this means if you own a Windows PC

Xbox Cloud Gaming is a different service: the game must be present in the service’s cloud catalog and the listing or catalog must identify streaming availability. A title can support cloud saves while still requiring a local Xbox installation. Conversely, cloud availability can be governed by catalog licensing and can change independently of a game’s save features.
