The vendors publish API token prices and describe separate subscription usage rules, but those facts do not show how much comparable work each subscription completes. A fair comparison needs a matched test of specific plans, tasks, limits, token use, and quality.
What the available figures do—and do not—show
Anthropic lists Claude Opus 5.5 as available to Claude Pro, Max, Team, and Enterprise users, as well as through its API and named cloud platforms. OpenAI lists GPT-6.1 Sol for Plus, Pro, Business, Enterprise, and Edu users in ChatGPT Work and Codex, but not in Chat; it is also available through the API. These are different product and access arrangements, not evidence of equal subscription allowances.

The official pricing and billing information reviewed in 2026 does not provide a matched, quality-adjusted measurement showing that either subscription supplies five times more agentic work per month. The “5×” figure should therefore be treated as an unverified hypothesis, not a demonstrated result.

How much is Claude Opus 5.5 API usage?
Anthropic’s published Opus 5.5 API rates are $4 per million input tokens, $20 per million output tokens, and $0.20 per million cache-read tokens. OpenAI’s published GPT-6.1 Sol standard API rates are $2 per million input tokens, $10 per million output tokens, and $0.10 per million cached input tokens.

| API token category | Claude Opus 5.5 | GPT-6.1 Sol |
|---|---|---|
| Input tokens | $4 per million | $2 per million |
| Output tokens | $20 per million | $10 per million |
| Cached input / cache reads | $0.20 per million cache-read tokens | $0.10 per million cached input tokens |
These are API rates, not subscription prices or monthly subscription allowances. For the listed token categories, Claude Opus 5.5’s per-token rates are twice GPT-6.1 Sol’s. That comparison alone says nothing about which model completes a given task with fewer tokens, fewer retries, better quality, or lower total cost. The vendors’ API documentation does not establish a subscription-to-API conversion that would support the fivefold claim.
Does a Claude subscription include API usage?
No. Anthropic says a Claude plan subscription does not include usage of its Console API. OpenAI likewise bills API usage separately from ChatGPT Work or Codex subscriptions. Subscription allowances and limits depend on the plan and usage rules; they should not be treated as an API credit balance unless the plan explicitly publishes a fixed allowance and a measurement method.
OpenAI’s Work/Codex usage information gives an estimate of 15–160 local messages per five-hour window for GPT-6.1 Sol on Plus and Standard Business. OpenAI cautions that this is an estimate, not a guaranteed message count: actual use varies with task, model, and settings, and weekly limits may apply. A message count cannot be converted directly into API-equivalent tokens or successful agent tasks.

Why token prices cannot settle subscription value
An agentic task may involve repeated model calls, tool activity, cached context, retries, and a final answer. The amount and mix of input, output, and cached tokens can vary substantially by task and settings. A cheaper token rate or a larger apparent message allowance is not necessarily better value if it takes more calls to finish the work or produces a lower-quality result.
OpenAI documents tools such as web search, file search, code interpreter, hosted shell, computer use, and MCP for its model workflows. Tool availability, any associated tool charges, and the token use they generate can affect a comparison. The same test must account for the tools actually enabled on both sides rather than comparing model names or subscription prices in isolation.

A defensible “API-equivalent value per month” comparison needs to define what counts as equivalent and measure both subscriptions under the same conditions. At minimum, report:

For API-only cost comparisons, choose and disclose a workload token profile, then calculate input, output, and cache categories separately using the applicable rates. For subscription comparisons, measure the work each plan actually completes before hitting its limits. Do not multiply a monthly plan price into an imagined API allowance when the vendor has not published a fixed allowance and no reproducible conversion method exists.
Which option fits a coding agent?
Choose between subscriptions when the intended workflow is interactive or agentic use inside Claude or ChatGPT Work/Codex; choose between APIs when building a metered application or agent and paying for tokens directly. For subscriptions, compare the plan’s actual access, included usage, and applicable caps against your workload. For APIs, estimate cost from your expected token mix and tool use, then measure completion quality and retries on representative tasks. The available published figures do not establish that Claude Pro or ChatGPT Plus is universally better for coding agents.
